Now will I get a tax refund?

Last week my dustbin was not emptied for the umpteenth time in the past couple of years, even though it was on the boundary and the lid was completely closed.

Our collection day is Wednesday and as our bin is always on the boundary, we did not realise that the bin had not been emptied until Friday evening.

I phoned the refuse department Monday morning to tell them and they said that as I had not phoned within two days I would not get a collection until Wednesday.

I accepted this and asked them to inform the collectors that my bin might be slightly open as they had failed to empty it the previous week.

To my astonishment, I was told that my bin would not be emptied unless it was completely closed and that I would have to take any extra rubbish to the local tip. I replied that as it was their collectors who failed to empty my bin, with two weeks rubbish the bin is bound to be overfull and that they should empty it.

All the person kept saying was that the rules are that if the bin lids are open they would not be collected. I then asked to speak to the manager, who told me that councillors made the rules and that she cannot change them.

I accept that you have to have rules, but surely there should be some flexibility to address these sort of problems, after all, I paid for a collection last week through my council tax and did not get one. Am I entitled to a refund for all the missed collections?

We all know the answer to that one!

I have asked for my name and address to be withheld as I do not want an even worse service than I am already having to put up with.
