Landlords and shopkeepers who sell alcohol to already-drunk customers could risk losing their licences.

They will be called to account before licensing chiefs, and could have their licences reviewed. Some might say this is unfair.

Surely it is drinkers themselves who should take responsibility for their behaviour?

Nevertheless, York has a real problem with drink-fuelled disorder. So we cautiously welcome this proposal. If used sensibly and sparingly, it might help.
