WITH regards to the supposed aggressive tone of a letter from the council (Letters, March 28), it is a pity the guidelines set out by Elizabeth Levett, City of York Council’s head of environmental enforcement, are not followed by the council staff who empty the bins.

We are expected to put our bins out at the right time and in the right place, but when the council staff have emptied them they leave them wherever they think fit.

They obstruct pavements, driveways and even leave them on the road.

Many a time I have been unable to enter my driveway because of bins causing an obstruction.
