MANY years ago, talking to a council planning officer, I said: “At least they can not build on the racecourse as it was given to the people of York by Royal Charter.”
The reply came: “Oh yes we can. The council are elected to do what they think is best for the people of York and if they think it’s best to build on it, they can.”
Let us hope that Hugh Bayley is correct and the council can not sell off or destroy strays, village greens and historic buildings. But looking around, it looks horribly as if he’s wrong.
