The city council has now stipulating "non-invasive weeds" only to be placed in green bins. Has it become worried that the high temperature employed to create compost will not be high enough to destroy these weeds' capacity to wreak further harm?

How do we deal with them then? Put them in the grey bins so they are buried in landfill sites with no high temperature processing whatsoever (probably ensuring greatly the survival of all these unwanted species)?

Or are we supposed to maintain bags of them in protective surroundings of our own creation?

I have always understood that refuse collection is for our benefit. It is time we elected a council that genuinely consults us and puts our needs first. I shall not be keeping my green bin - being fortunate enough to be able to use other means of disposal. Small terrace houses lack vital space, as it is.
