THE outbreak of foot and mouth disease, supposed to have originated from one source of infection, is costing the country billions to eradicate. The potential for inflicting crippling damage will not have escaped the notice of international terrorists who could cause untold economic damage by deliberately infection a country dependent on exporting its meat products. A world-wide agreement on vaccination, rather than slaughter, is the only viable safeguard against this sort of threat.
