IN his letter, the chief executive of North Yorkshire County Council states that the Ramblers' Association agreed to criteria for opening paths, suggesting that the association is happy about the county's pitiful progress (May 12).

It is true that we supported the initial action in setting up the rural economy task force. We had expected this would take account of the needs of rural businesses to see footpaths reopened wherever possible.

We accepted, reluctantly, the criteria discussed at the last meeting - April 12. At that time it would have been irresponsible to have done otherwise. Since then the council has adopted its usual policy of inaction.

Mrs Hukin was is right to say the county council has done as little as possible to open rights of way (Letters, May 10).

It appears to have ignored the money on offer from central government to re-open paths and is not interested in the effects on the local economy.

No one wants to see paths opened where there is a real risk of spreading foot and mouth. But there are many paths which could be opened and would attract visitors, particularly to the Howardian Hills.
