DOES it take a royal occasion or other dignitaries visiting the city for the council to suddenly awake and spend taxpayers' money on sprucing up certain parts of the city to make an impression?

This happens frequently all over the country and never fails to amaze me with the logic of it all.

Why not a "spring clean" every year at the appropriate time before the influx of visitors to our fair city?

Most of this extra work could be carried out by felons who are sentenced under community orders issued by the Magistrates Court for criminal damage, graffiti and the like, making them pay for the materials to boot.

This would release hard-pressed council workers to direct their efforts to outlying suburbs where litter and damage has become the norm.
