The proposal to put a surcharge on fines, especially for motoring offences, is probably the worst this Government has made.
Once again the motorist, who pays through the nose to use the worst road system in Europe, is seen as an easy source of revenue.
If this Government is serious about raising money by means of fines on law-breaking road users, they could do no better than to start with the cyclists who treat both the law and the Highway Code with total contempt.
We are always being told that offending cyclists can be fined “on the spot”, but I wonder how many times this actually happens.
I have never seen a police officer, or for that matter a PCSO, so much as reprimanding a cyclist, although I see cyclists riding on the pavement, ignoring traffic lights, etc, whenever I go out The inevitable answer to this from the cycling fraternity will be that I am driving a ton of metal that can kill. I know this, but the cyclists appear to be totally unaware.
