A DEAL with York College will see staff use York’s latest and emptiest Pay & Display car park.

As The Press reported last month, City of York Council is charging drivers £4 on a 24-hour flat rate to park at the 500-space Moor Lane car park, which was formerly the Askham Bar Park & Ride site and free to park.

The council said at the time it was exploring options on what to do with the car park, following the recent opening of the larger Park & Ride service on the other side of the nearby Tesco store.

Now the local authority has been approached by the principal at York College, Dr Alison Birkinshaw, for college staff to use 50 spaces at a flat rate of £2 per day from July 7 - August 31 while works take place at the college.

As previously reported, the current car park has been left mostly empty after the decision to charge drivers, with most opting to use the free Park & Ride site next door.

One motorists, Walter Bullen, from Harrogate, drove in to the new Pay & Display car park to find out how much was being charged - and then drove straight out again.

He branded the charge “atrocious”, asking: “Why would anyone pay £4 when they can park for free at the Park & Ride site?”

Cllr Chris Steward claimed the charges were “absolutely ridiculous", and said that when people were told about them at a meeting in Copmanthorpe recently, the news was greeted with “riots of laughter".

Why would anyone use this car park? If going to Tesco, it has it's own (free). If going to college, it has it's own (and if you are a first year student you're not going to pay £4 a day). If going to town, you'd get the Park 'n Ride. So who do the council think it's potential customers will be?

Why not build some much needed flats on the site (joke!)

Technically they might do, but they're not allowed to – Askham Bar car park has always been for P&R users only. I'm not sure how this can be enforced though!

I heard in good authority that they made it pay and display to make it easy to remove travellers if they take up residence there.

£4 is a lot to park there though. Maybe £1 a day would see it used by students and create some needed income.

I'm sure the council are looking into the options for the site, but lets be realistic the new Park and Ride site opened less than a month ago.
It is hardly suprising that the car park is unloved and unwanted until a new use can be decided on.
Charging the few users who park there £4 a day does seem rather silly but there probably has to be a charge on using the car park to prevent OAP's parking there free and then using their Concession passes to travel on the Park and Ride bus for free from that bus stop instead of being charged 80p to travel from the Park and Ride site.
Maybe it's these skinflints that are really kicking up the fuss?

Lets make it for all those people who want something for very little
so it could all be affordable homes or a travellers/showman's site or possibly an arts project funded by the Council
OR why not see if it can pay by using it as a site for lorries to offload and then ship stuff into York in small electric vehicles or a big tourist bus park

Plenty of potential uses for this. Retaining this as a car park is a lack of imagination. Right of the top of my head:-

allotments
green waste recycling site
skate park
cycle training facility
a new park
if the nursery is still open, extend that.

...and that's me after a long day. A car park? cCme on we can do much better than that!

Use it for college students and staff on weekdays, and on saturdays when it's a raceday have it as a P&R site with York Pullman running a shuttle from there via Sim Balk Lane and Bishopthorpe Road to the racecourse and then back up Taddy road to the car park.
