Lib Dem councillors raise Local Plan concerns

OWNERS of sites earmarked for possible development in York’s draft planning vision have already come forward to discuss their potential for early delivery with council officials.

Liberal Democrat councillors claim the “revelation”, contained in a report to City of York Council’s Corporate and Scrutiny Management Committee, raised concerns that controversial housing plans in York were being given the green light before residents’ views had been properly considered.

But the comments were dismissed by a senior Labour councillor, Tracey Simpson-Laing, who said Labour was serious about delivering new homes when the Liberal Democrats and Conservatives simply opposed.

Lib Dem Coun Keith Orrell said the consultation on the draft Local Plan received a record number of responses last year.

He said: “Thousands of residents took time to study the proposals and write comments or sign petitions.

“The plans met with huge public opposition and legitimate questions were raised about the loss of green belt land and the impact the developments would have on local infrastructure.

“Instead of addressing these issues, it appears the council is prejudging the outcome of the Local Plan process and openly discussing early delivery of earmarked sites with developers. This is before the public comments on the sites have been fully published or the issues raised addressed. It is also before the final plan has been unveiled yet alone approved by government.”

Colleague Carol Runciman said the council should follow correct procedure and demonstrate it was taking on board public responses and, where necessary, amend the plans, in particular the proposals to use green belt land.

But Coun Simpson-Laing, Labour’s deputy council leader and Cabinet member for housing, said: “On the same day the Conservative Liberal Democrat Government says they are reducing the need for environmental assessments to speed up the delivery of homes, the opposition in York are accusing Labour of being too fast.

“It is an ironic stance the Lib Dems in York are taking, considering the Government are saying there should always be a presumption in favour of development.”

“Labour’s proposals would see an additional 1.8 per cent of green land used for homes and employment than the previous Conservative supported Lib Dem plan.”

When was the last time this Council actually listened to the people of York anyway?

Pretty much daily now there is a story which will contain a quote from Alexander, No Merrett or Simpson-Laing on one issue or another, and everyday they may as well just be saying 'we think that we know best so are going to do what we want' as that is how it reads.

The policy referred to is actually a presumption in favour of sustainable development I believe, that Coun Simpson-Laing appears ignorant of this is vey worrying considering her position.

That's the thing, though; the green belt is currently undefined. The Local Plan actually seeks to define it.

In other news, I struggle to take the Lib Dem stance on any of this seriously. If they'd been a bit more thoughtful during their time in power we wouldn't need such a drastic plan now.

That's a joke - Simpson-Laing hasn't a clue about how homes are delivered. All she is concerned about is screwing social housing out of private developers, using marxist planning policies, which have put housebuilding into almost terminal decline, certainly in York.

Until a laissez faire economic approach to the sector is adopted by government, there will not be significant improvement or growth. The sector needs SME's who will not invest until regulatory roll back allows the sector to become viable.

Simpson-Laing is delusional, and Labour's agenda is to cripple the industry hoping for nationalisation, of which CPO's are the second step after S106 !

York is run by a marxist regime - just look at who Kersten England follows on twitter !

The Local Plan seeks to decimate it, by allocating 2,000 acres of green belt for development.

Labour are attempting to flood the market with cheap green belt land because their marxist plan can screw 30% social housing out of developers.

The bad news is there aren't enough housebuilders to increase the numbers of homes built, because the SME's have packed it in or gone bust and the PLC's haven't got the capacity to grow beyond 20%. The industry is screwed, and it is S106, and CfSH plus CIL that has/is killing it.

I only have 38 years experience as a developer, investor and historian/researcher to back up my synopsis.

If you suspect that someone has marxist leaning tendencies, here's the acid test that I apply, based on who they follow on twitter:-

The initial signs are following politicians to the left of the left.

Further signs are following controversial commentators like Owen Jones, David Aaranovitch and Polly Toynbee, plus former SPADS like Alastair Campbell, David Blanchflower, and Damian McBride

If they follow DEMOS, NESTA, FutureGov, Common Purpose, Dominic Campbell and Geoff Mulgan, the needle goes into the red zone on the marx-meter and, you get a full house !!!

I have analysed some of the suspects twitter follows (amounting to over 20,000), and those who have the full house will be outed at in an appropriate way at the right time.

It is up to them to disprove and rebut my theory, so they may need to get in touch with their spin doctors in anticipation.

No, not a spoof, at all. It's based on facts, but, like many you are too busy and can't be arsed to check.

I'm neither strange, nor young. I'm over 50, and this piffling bit of research took no time at all. I'm used to analysing massive amounts of data, so this was easy.

I'm interested in how local govt operates, as I've seen a lot of systemic abuse of process by York Council. Politicisation of officers is a major concern, as is subversion of democracy, and this research provides some useful pointers.

If you are not interested, that's up to you. Ignorance is bliss, but, don't criticise things that you know nothing about.

I think its admirable what he is doing. He makes a fair point. Some of the people that our chief executive are following are unusual for someone in her position. I always say that this is something that the press should look into....... if ever they fancied doing some proper journalism
Good idea.

I'll send them my spreadsheet and findings !

But it's not the first time anyone has puked out lies about me.

Like I said, you're sounding unhinged. And paranoid.

I have no grudge against you, I haven't engaged you for months. I can't be doing with it. But since you think it's ok to be calling me a drama queen and a drainer I thought it necessary to point out that Pot, Kettle and Black.
If you don't want me to call you out, don't give it.

If I really had a grudge against you I'd just tell everyone your real name. Dude.

Sorry, remind me who posted first on this thread, and who interupted who first, then did it again, and again ?

The majority of my posts here and elsewhere are about the issue referred to in the letter/s, and relate in most cases to the Council and their policies. On the odd ocassion, I concede that I make comments in response to your's but, I seldom 'insult/goad' you. Conversely, you tend to attack and criticise me without having anything to add to the debate (about the letter subject).

I hope other independent observers will confirm this.,

You're right to say sorry.

I'll remind you that before I came here you came onto the Carole Tucker letter thread twice to call me names without adding to the debate.
That was the first engagement we've had for quite a while. If that isn't "insulting/goading" I don't know what is.
Like I say - I reciprocated.

So once again - here you are playing the victim, conveniently forgetting what you did first and falsely accusing me of all manner of things I haven't done. Just like your mate did on the letters page.

Just asking.[/p]
Do us a favour - stop with the accusations. I don't even care about the thumbs up/down scores. It's as superficial as stupid Fakebook likes. Why are you so obsessed with it? It's meaningless. If you're that bothered you're as sad as the person who is running the script.[/p]
Diddums ! Rocking Horse

The only thing being publicised here is your unhinged paranoia, your rudeness, your inability with contrition and your arrogance.

You don't need to thank anyone for getting the numbers up - out of 40 posts on this page - 21 of them are yours.

Cuckoo!

Thanks for reminding me of my contributions towards the removal of the marxist, subversive regime from CYC.

Be in no doubt that this is what they are.

The council leader is a follower of NESTA, and she spends a lot of time speaking at their conferences. She was in Birmingham last October, and in Cardiff in November at their insidious political shindigs, to name but two.

Here is the high priest of this marxist cult Dr Geoff Mulgan (ex SPAD to Gordon Brown ex-head of policy at No 10, and founder of marxist think tank DEMOS, now CEO of NESTA) speaking at INTERVISTA in Italy. Listen to his description od capitalism as the 'destructive predatory side of society' and his plan to 'starve' it, (from 1.58 onwards)...

Unsurprisingly, the JRF are followers of this cult too !

I've obviously struck a raw nerve with Coun Simpson-Laing, who has tweeted as follows:-

Tracey SL @cllrtraceysl 2h
Those of us who r creative/imaginative
/forwardthinking improve/takeforward #York Those without just attack everything we do only for spite

Tracey SL @cllrtraceysl 2h
@piersmorgan Twitter, Facebook, blogs and newspapers need to take attacks more seriously. As a Cllr we can recieve some nasty stuff

I'm attacking the marxist subversive regime and their agenda, based on the clique and their associations with the organisations and individuals I have named.

I urge anyone who thinks that there is no substance to this, to do some goole searches and read up on these people and their fronts disguised as legitimate charities.
