NORTH or west, which is best?
That's the dilemma faced by York as it considers the best route to greater devolution.
Should the city throw in its lot with the Leeds city region - or forge closer links with North (and East) Yorkshire as part of an alternative regional body?
Two rival bids for a regional government with greater devolved powers - both involving York - are likely to be put forward to Whitehall next week.
York councillors may then have until December to decide which would be best.
There will be consultations galore.
