JOHN Bibby obviously does not know the difference between a White Paper and an Act of Parliament (Letters, February 23).

The plan he refers to was a proposal to be discussed. The Jews accepted it but the Arabs rejected it out of hand.

The outcome was the eventual declaration of the State of Israel and the invasion by the five surrounding Arab nations.

The plan would not have been accepted as proposed because the Jews would have insisted on Jerusalem as their capital. After all, it was their city from its foundation and was only ever taken from them by force of arms.

Its name runs throughout the Jewish Bible and it may surprise people to know that it is not mentioned once in the Kora.
