YORK council has appealed to ministers in a last-ditch bid to avoid council tax capping.

Ministers must listen. The decision to cap was unfair. York's council tax was set at half a per cent above what Whitehall felt was acceptable - equivalent to only 7p per home each week. Yet now the city with the tenth lowest council tax in the country faces £400,000 in cuts. The crazy decision to cap must be reversed.
