IN the light of the bins not being emptied and rubbish not collected from areas around York, is the city council going to pay money to the residents who have not had their rubbish collected on time?
After all, if you put your rubbish out too early you risk being fined.
The council should make amends to the residents. They pay for a service and, if it is not carried out at the right time, they should be compensated.
