ON November 2 I wrote to Stuart Grieve (the name I had been given by the receptionist at City of York Council) asking for an explanation of the apparent change of policy on the use of wheeled bins in the Scarcroft Hill/Wentworth Road area.
Having received no reply, I wrote again on December 3.
Perhaps the Evening Press will have more success in discovering the council's policy on this topic?
