Their proposed ground relocation has collapsed and could leave them homeless when building contractors Crest Homes take over Claro Road.
New coach Rhys Morgan, who has taken over from Ralph Zoing, will have to put that behind him as he strives to get Harrogate out of National Three where they have spent the last 11 years.
New signings include prop Scott Wilson, who returns from Doncaster, and Leeds Academy duo Matt Challinor and Mark Chester.
Harrogate start their campaign at home to Launceston.
