North Yorkshire Police were called at 11.30am on Sunday, September 16, to a three vehicle crash in Stockton Lane, between a Volkswagen Golf, a Ford Fiesta and a Honda Civic.
A spokesman for the force said: "The driver and passenger of the Golf exited the vehicle and made off from the scene.
"Officers requested the assistance of the National Police Air Service to locate the driver and passenger."
The spokesman said the suspected driver was found close to the entrance of the Osbaldwick Lane Travellers' site.
He said: "A 24-year-old man from York was arrested on suspicion of failing to stop after an accident, driving while disqualified, dangerous driving, driving while unfit through drugs and driving with an proportion of a specified controlled drug above a specified limit. He’s since been released under investigation while enquiries continue."
The driver and passenger of the Fiesta were taken to York Hospital. The passenger suffered minor injuries, and the driver suffered a suspected broken sternum.
