I must thank Coun Paul Blanchard for his informative letter (Clearing the jams, May 28).

The draft Bill published by the Government this week will help to improve public transport and cut congestion.

The core purpose is to give local authorities such as York strengthened powers to deliver a local transport system that is best suited to local needs, and the power to take action when needed.

Paul also made the point that congestion has significant costs to the economy, causing delay and frustration and is forecast to get much worse, in urban areas such as York.

And yes Paul, I agree with you "doing nothing is not an option".

City of York Council now has the opportunity to provide multi-access to the Germany Beck development before the proposed single access road becomes one of the most avoidable disasters in York.

For a development of this size three points of access should be provided.

One in Heslington Lane. near the old garden centre, another on the Ring Road, and a third on to Fulford Road.

I call on the council to use this new Bill to everyone's advantage and do what should have been done in the first place and make multi-access to Germany Beck.

Giving a local transport system that Is best suited to local needs, which is in line with the core purpose of the Draft Transport Bill.

P A Shepherd, Cherrywood Crescent, Fulford, York.
