A FLYTIPPER is targeting flats in York filling bins with rubbish meaning residents have nowhere to put their own waste.

The problem has been affecting residents of Thames House, in Albert Street, off Walmgate.

Eileen Young, 80, said the residents of the flats have two large communal wheelie bins but, within a day or two of them being emptied, someone dumps old household goods in them.

Once there was even an old mattress which took up most of the space inside one of the bins.

Mrs Young said: "Somebody comes at night and fills them up with all sorts of rubbish.

"There is no room at all for the residents of Thames House to put their rubbish."

She said City of York Council did an extra collection last Saturday. They were emptied again as part of the usual collection on Monday but they were filled up again within a day or two with old televisions, old broken computers and bicycle wheels.

On one occasion Mrs Young said there was even an old mattress which took up virtually all the space in one of the bins.

"I have to put my rubbish in a bag and keep it in a shed. There's no room for our rubbish and we have to go right to the next Monday before they get emptied again and, ten to one, they will be filled up.

"A friend said it's somebody that's in business who is filling them up."

Mrs Young, who has lived in the property for the last 20 years, said the flytipping only began three weeks ago. She suffers from arthritis and said it really annoys her having to go out to the bins only to find they have been filled up.

A City of York Council spokeswoman, said: "The council takes flytipping very seriously and a street environment officer visited the flats last week to gather evidence about the flytipping.

"We hope that the information she has collected will enable us to track down the tippers.

"Flytipping is illegal and they could face a fine of up to £50,000 and up to five years imprisonment."
