NOTICE OF PROPOSALS THE YORK PARKING. STOPPING AND WAITING (AMENDMENT) (NO 14/37) TRAFFIC ORDER 2019 Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

1. Introducing 'No Waiting at any time' restrictions in York as follows:

(a) Acom Way, on its east side, from the projected centreline of Trent Way north for 15 metres and south for 15 metres,



(b) Ainsty Avenue, on its:



(i) west side, between points 7 metres north and 15 metres south of the projected centreline of Ainsty Grove,



(ii) east side, between points 15 metres north and 15 metres south of the projected centreline of Ainsty Grove,



(c) Ainsty Grove, on its:



(i) north side, from the kerbline on the east side of Ainsty Avenue east to the projected eastern property boundary line of No. 18 Ainsty Grove,



(ii) south side, from the kerbline on the east side of Ainsty Avenue east for 12 metres,



(d) Barmby Avenue, on both sides, between the projected northern kerbline of Heslington Lane and the projected northern property boundary line of No. 99 Heslington Lane,



(e) Bishopthorpe Road, on its east side, between points 7 metres north and 7 metres south of the projected centreline of the access road to The Winning Post public house,



(f) Blossom Street, on its south east side, within the cobbled area between points 1m north east from the projected south western property boundary line of No 35 Blossom Street and the projected north eastern property boundary line of No 35 Blossom Street, thereby revoking existing the 24 hour Monday-Sunday solo motorcycle parking place providing a limited parking period of 60 minutes parking from within that length,



(g) Campleshon Road, on its south side, between points 18 metres east and 36 metres west of the projected centreline of Clock Tower Way,



(h) Carlton Avenue, on its:



(i) east side, from the projected kerbline on its north side of Hull Road north to the projected northern property boundary line of No. 2 Carlton Avenue,



(ii) west side, from the projected kerbline on its north side of Hull Road north to the projected northern property boundary line of No. 1 Carlton Avenue,



(i) Chapmans Court, on its:



(i) east side, from the kerbline on the north side of Moor Lane north for 18 metres,



(ii) west side, from the kerbline on the north side of Moor Lane north for 12 metres (j) College Court, on its:



(i) north side, from the projected north western property boundary line of No. 31 College Court to a point 10 metres north west of the north western kerbline of Principle Rise,



(ii) south side, from the projected north western property boundary line of No. 31 College Court north for 15 metres



(iii) west side, between the projected northern property boundary line of No. 9 College Court and a point 4 metres north of the southern property boundary line of No. 9 College Court,



(k) Don Avenue, on its east side, from the projected centreline of Nidd Grove north for 15 metres and south for 15 metres,

(I) Eboracum Way, on it east side, the lay-by between points 18 metres and 32 metres from the projected southern kerbline of Heworth Green,

(m) Fifth Avenue, on its north east side, between points 10 metres (terminal point of existing 'No Waiting at any time'

restrictions) and 23 metres south east from the projected centreline of Fourth Avenue; (n) Gale Farm Court, on its:

(i) north side, from the north eastern kerbline with Gale Lane to a point 17 metres north east of the said kerbline,



(ii) south side, from the north eastern kerbline with Gale Lane to a point 10 metres north east of the said kerbline (o) Garrow Hill Avenue, on both sides, from the kerbline on the north side of Thief Lane north for 10 metres,



(p) Hempland Lane, on its south west side, between the northern property boundary line of No. 99A Hempland Lane (terminal point of existing 'No Waiting at any time' restrictions) and a point 10 metres north of the said property line,

(q) Heslington Lane, on its north side, between the projected western property boundary line of No. 97 Heslington Lane and the projected eastern property boundary line of no. 99 Heslington Lane,

(r) Huntington Road, on its west side, between the respective projected northern (terminal point of existing 'No Waiting at any time' restrictions) and southern property boundary line of No. 159 Huntington Road,

(s) Jamieson Terrace, on its;

(i) north side, between the respective eastern property boundary lines of No.'s 30 and 32 Jamieson Terrace,



(ii) south side, from the projected western kerbline of Lome Street west for 12 metres, (t) Laburnum Garth, on its;



(i) north east side and the north western turning head, between a point 54 metres north west of the highway boundary line on the north west side of Malton Road north west for the reminder of its length and including the north western turning head,



(ii) south west side, between a point 48 metres north west of the highway boundary line on the north west side of Malton Road north west for the reminder,



(u) Lamel Street, on both sides, from the kerbline on the north side of Thief Lane north for 10 metres,

(v) Lome Street, on its east side, from the projected southern kerbline of Jamieson Terrace south for 7 metres

(w) Lower Ebor Street, on both sides and the eastern turning head, from the projected eastern kerbline of the

eastern access road to the rear access of properties No. 1 to 57 Lower Ebor Street and including the eastern

turning head; and including the eastern turning head; (x) Lowick, on its:

(i) north west side and the south western turning head, from a point 12 metres north east of the south western footpath on Lowick south west for the remainder of its length and including the south western turning head,



(ii) south east side, from a point 4 metres north east of the south western footpath on Lowick south west for the remainder of its length,



(y) Middlethorpe Grove, on both sides, between points 15 metres north west from the north western kerbline of Whin Road and a point 15 metres south east from the south eastern kerbline of Whin Road,

(z) Moor Lane, on its north side, between the projected western property boundary line of No. 1 Chapman's Court and the projected eastern property boundary line of No. 6 Chapman's Court,

(aa) Muncastergate, on its south side, between a point 20 metres (terminal point of existing 'No Waiting at any time' restrictions) and 30 metres north west from the north western kerbline of Malton Road (A1036),



(ab) Newland Park Close, on its:



(i) east side, between a point 12 metres north of its northern kerbline with Newland Park Drive and a point 15 metres south of its southern kerbline with Newland Park Drive,



(ii) west side, between a point 15 metres north of its northern kerbline with Newland Park Drive and a point 12 metres south of its southern kerbline with Newland Park Drive,



(ac) Newland Park Drive, on its:



(i) north side, between the projected property boundary line of No. 25 Newland Park Drive and a point 15 metres west of the projected western kerbline of Newland Park Close,



(ii) south side, between a point 15 metres east of its eastern kerbline with Newland Park Close and a point 15 metres west of its western kerbline with Newland Park Close



(ad) Nidd Grove, on both sides, from the kerbline on the east side of Don Avenue east for 12 metres,



(ae) Ovington Terrace, on its east side, from the kerbline on the north side of South Bank Avenue north for 12 metres,



(af) Rectory Gardens, on its:



(i) north side, between the projected eastern property boundary line of No. 4 Rectory Gardens and a point 18 metres east of the said line (terminal point of existing 'No Waiting at any time' restrictions);



(ii) south side, between points 6 metres and 18 metres (terminal point of existing 'No Waiting at any time' restrictions) east of the projected eastern property boundary line of No. 4 Rectory Gardens,



(ag) St Mary's, on its north west side, between 82 metres and 84 metres south west from the highway boundary line on the south west side of Bootham, thereby revoking existing 'Residents Priority' parking restriction from within that length,



(ah) St Olave's Road, on its north west side, between points 57 metres and 63 metres from the highway boundary line on the north east side of Clifton, thereby revoking existing 'Residents Priority' parking restriction from within that length,



(ai) Shipton Road, on its south side, from the projected centreline of Homestead Park access road north west for 10 metres and south east for 20 metres,



(aj) Silverdale Court, on both sides, from the kerbline on the south eastern side of Ullswater south east for 10 metres,

(ak) Siward Street, on both sides, from the kerbline on the north side of Thief Lane north for 7 metres,

(aj) Sixth Avenue, on its east side, between points 17 metres and 22metres north of the projected centreline of the

main entrance to Tang Hall Primary School, (am) South Bank Avenue, on its north side, from the kerbline on the east side of Ovington Terrace east for 10 metres, (an) Thief Lane, on its north side:

(i) between points 10 metres west from the western kerbline of Siward Street and a point 10 metres east from the eastern kerbline of Siward Street,



(ii) between points 10 metres north west from the western kerbline of Lamel Street and a point 10 metres south east from the eastern kerbline of Lamel Street,



(ao) Trent Way, on both sides, from the kerbline on the east side of Acorn Way east for 12 metres, (ap) Ullswater, on its south east side, from the projected centreline of Silverdale Court north for 13 metres and south for 13 metres,

(aq) Victor Street, on its south east side, Between points 1.5m and 6m north east from the projected north eastern boundary line of the service road to Rectory Court, thereby revoking existing 'Residents Priority' parking restriction from within that length, (ar) Waterside Gardens, on both sides, from the kerbline on the west side of Huntington Road west for 15 metres, (as) Whin Road, on both sides, between points 15 metres south west of the south western kerbline of Middlethorpe Grove and a point 15 metres north east of the north eastern kerbline of Middlethorpe Grove,

2. Introducing 'No Waiting at any time' restrictions in Clifton Without as follows:



(a) Auster Road, on its south west side, between points 207 metres (terminal point of existing 'No Waiting at any time' restrictions) and 233 metres north east of the projected north eastern kerbline of Kettlestring Lane, at its north westerly junction with that road,



(b) Kettlestring Lane, on its north side, between points 15 metres north east and 15 metres south west of the projected centreline of the vehicle access road to Gear 4 Music,



(c) Rawcliffe Drive, on its east side, between points 19 metres north east and 12 metres south west of the projected centreline of Saville Grove,



(d) Saville Grove on both sides, from the projected kerbline on the east side of Rawcliffe Drive east for 10 metres



3. Introducing 'No Waiting at any time' restrictions in Dunnington as follows:



(a) Common Road, on its north east side, from the projected centreline of Water Lane north west for 10 metres and south east for 10 metres,



(b) Hagg Lane, on its north side:



(i) between points 16 metres and 48 metres east of the projected eastern kerbline of Common Road,



(ii) between points 72 metres and 107 metres east of the projected eastern kerbline of Common Road,



(iii) between points 228 metres and 267 metres east of the projected eastern kerbline of Common Road,



(c) Water Lane, on both sides, from the kerbline on the north east side of Common Road north east for 20 metres;



4. Introducing 'No Waiting at any time' restrictions in The Village, Earswick, on its:



(a) north side, between points 8 metres (terminal point of existing 'No Waiting at any time' restrictions) and 13 metres west from the projected centreline of High Garth,



(b) south side, between points 18 metres east (terminal point of existing 'No Waiting at any time' restrictions) and 13 metres west from the projected centreline of High Garth,



5. Introducing 'No Waiting at any time' restrictions in North Lane, Haxby, on its south side, between points 10 metres west of the western kerbline of North Lane to The Village Road and a point 10 metres east of the eastern kerbline of North Lane to The Village Road;



6. Introducing 'No Waiting at any time' restrictions in Huntington as follows:



(a) Chiltern Way on both sides, from the kerbline on the north side of North Lane north for 10 metres,



(b) Cleveland Way, on its:



(i) both sides, from the kerbline on the west side of New Lane west for 13 metres,



(ii) north side, from the projected centreline of Pennine Close south west for 15 metres and north east for 20 metres,



(c) New Lane, on its east side, from the projected centreline of Cleveland Way north for 15 metres and south for 15 metres,



(d) North Lane, on its:



(i) north side, between points 15 metres north east of the north eastern kerbline of North Moor Road (terminal point of existing 'No Waiting at any time' restrictions) and 15 metres north east of the north eastern kerbline of Chiltern Way,



(ii) south side, between points 15 metres (terminal point of existing 'No Waiting at any time' restrictions) and 45 metres north east of the north eastern kerbline of North Moor Road,



(e) Pennine Close, on both sides, from the kerbline on the north west side of Cleveland Way north west for 9 metres,



7. Introducing 'No Waiting at any time' restrictions in White Rose Close, Nether Poppleton as follows:



(a) south west side, the whole length,



(b) north west side, the whole length



(c) north east side, between a point 10 metre south of the projected south eastern kerbline of White Rose Close, York



8. Introducing 'No Waiting from 10am - 4pm Monday to Friday' restrictions in Turner Close, York, on its south east side and the north eastern turning head, from the projected south western property boundary line of No. 28 Tuner Close north east for the remainder of its length and including the whole of the north eastern end;



9. Introducing 'No Waiting from 8am - 6pm Monday to Sunday' restrictions in Allerton Drive, Nether Poppleton, on its north side from the north western kerbline with Ebor Way and a point 75m north west of the said kerbline;



10. Introducing a 8am-6pm Monday-Sunday Parking Places, providing a limited parking period of 60 minutes with a 60 minutes 'No Return' period, on Kettlestring Lane, Clifton Without, on its north east side, between points 92 metres and 117 metres north west from the projected north western kerbline of Clifton Moorgate, at its easterly junction with that road;



11. Re-defining the boundary of Zone R11 (SOUTH ESPLANADE) Residents' Priority Parking Area to exclude that area within the property boundary of 14 Clifford Street which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



12. Re-defining the boundary of Zone R20 (FISHERGATE) Residents' Priority Parking Area to exclude that area within the property boundary of 71 Fulford Road which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



13. Re-defining the boundary of Zone R22 (DEWSBURY TERRACE) Residents' Priority Parking Area to exclude that area within the property boundary of 12 Priory Street which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



14. Re-defining the boundary of Zone R28 (WIGGINTON ROAD) Residents' Priority Parking Area to exclude that area within the property boundary of 128 & 130 Haxby Road which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



15. Formalising existing Disabled Person's (Blue Badge) Parking Place on the west side of Wentworth Road, York between the projected south property boundary line of No. 2 Wentworth Road and a point 6.6 metres north of the said line, thereby revoking the existing residents parking bay restriction from within that length;



16. Formalising existing Disabled Person's (Blue Badge) Parking Place on the west side of Montague Street, York;



(a) between a point 1 metres north of the northern property boundary line of 9 Montague Street and a point 5.5m south of the said line;



(b) between a point 1 metres north of the northern property boundary line of 21 Montague Street and a point 5.5m south of the said line;



17. Amending the limited parking period of the Disabled Person's (Blue Badge) Parking Place on the north side of Library Square, York, on the frontage of York Central Library building between points 1 m and 8m west from the eastern building line of the said building, so that the limited parking period for blue badge holders is limited to 180 minutes parking period.



18. Amending the 'Operative Hours' of the limited parking period for non permit holders within the 'Residents Priority' parking provision on the north side of Main Street, Heslington between points 93m and 152m from the projected western kerbline of University Road so that the limited parking period for non permit holders within the 'Residents Priority' parking provision is limited to 120 minutes parking period with a 60 minutes 'No Return' period;



19. Amending 'Operative Hours' of 'Residents Priority' parking provision in Driffield Terrace, on its south east side, between points 5m and 15m south west from the highway boundary line on the south west side of Dalton Terrace, so that the 'Residents Priority' parking is extended from 8am to 6pm Monday-Saturday with a 90 minutes maximum period of stay for Non Permit Holders so that it applies at all times thereby providing unrestricted parking for Zone R47 Permit Holders with a 10 minutes maximum period of stay for Non Permit Holders;



20. Amending 'Operative Hours' of 'Residents Priority' parking provision in Driffield Terrace, on its south east side, between a point 5m south west from the from the projected north eastern property boundary line of No 4 Driffield Terrace and the projected north eastern property boundary line of No 7 Driffield Terrace, so that the 'Residents Priority' parking is extended from 8am to 6pm Monday-Saturday with a 90 minutes maximum period of stay for Non Permit Holders so that it applies at all times thereby providing unrestricted parking for Zone R47 Permit Holders with a 10 minutes maximum period of stay for Non Permit Holders;



21. Amending 'Operative Hours' of waiting restrictions in York, as follows:



(a) Station Road, on its north west side, from the projected centreline of Station Rise south west for 118 metres, so that the prohibition applies 'at any time', thereby revoking the existing No Waiting 8.00am to 6.00pm restrictions,



(b) Station Road, on its south west and south east side, from the line of the north west face of the City Wall arch (adjacent to the War Memorial) south east for 8 metres and 134 metres north west and continuing south west from the said line, so that the prohibition applies 'at any time', thereby revoking the existing No Waiting 8.00am to 6.00pm restrictions,



(c) Station Rise, on its south west side, for the whole length, so that the prohibition applies 'at any time', thereby revoking the existing No Waiting 8.00am to 6.00pm restrictions,



22. Extending the existing 'Residents' Priority' parking provision on the south west side of Moss Street, York between points 6 metres and 10 metres (terminal point of existing 'Residents' Priority' parking provision) south east from the highway boundary line on the south east side of Blossom Street. Thereby revoking the existing 'No Waiting at any time' restrictions from within that said length



23. Revoking the Disabled Person's (Blue Badge) Parking Place on the east side of Upper Newborough Street, York from the projected southern property boundary line of No 6 Upper Newborough Street south for 6m;
