NOTICE OF PROPOSAL THE YORK PARKING. STOPPING AND WAITING (AMENDMENT) (NO 14/36)

TRAFFIC ORDER 2019 Notice is hereby given that City of York Council, in exercise of powers under Sections 1,2, 4,32,35, 45,46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

1. Introducing 'No Waiting at any time' restrictions in Fossgate, York, on the south west side:



(a) between points 1 metres and 18 metres south from the projected south eastern highway boundary line of Lady Peckett's Yard;



(b) between points 30 metres and 36 metres south from the projected south eastern highway boundary line of Lady Peckett's Yard;



(c) between points 46 metres and 52 metres south from the projected south eastern highway boundary line of Lady Peckett's Yard;



thereby revoking the existing 'No Waiting' 8.00am to 6.00pm and Pay & Display parking 6.00pm to 8.00am restrictions from within those lengths.

2. Introducing 'Residents' Priority' parking bay in Longfield Terrace, York, on its north west side for R33 permit holders between points 5 metres and 11 metres south west from the projected southern kerbline Sycamore Place, thereby revoking 'No Waiting at any time' Restrictions from within that length;



3. Introducing a Residents' Priority Parking Zone (Zone) for all classes of Residents' Priority Permit Holder comprising of Danes Court, Danesmead, Danesmead Close, Norway Drive, Redman Close and Stockholm Close, York the said Zone to be identified as Zone 63, that Zone to include all properties adjacent to and having direct private access to the said roads;



4. Designating those existing unrestricted lengths of Danes Court, Danesmead, Danesmead Close, Norway Drive, Redman Close and Stockholm Close York within the proposed Zone described in paragraph 2 as a Residents' Priority Parking Zone for use only by Zone R63 'Permit Holders' thereby providing Monday to Friday 9.00am to 5.00pm parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb);



5. Amending regulatory references and regulatory control of parking provision such amendment to more accurately define the provision for highway maintenance vehicles.



A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 1st day of March 2019.

TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 7th day of February 2019 in respect of each of the locations Numbered (1), (2), (3) and (4). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (5), (6), (7), (8), (9), (10) and (11).

(1) STRENSALL NO. 2LEVEL CROSSING. STRENSALL This Order prohibits vehicles from proceeding through the Strensall No. 2 Level Crossing on Moor Lane/Princess Road, Strensall (closed road) during the period when track maintenance works are being undertaken that period commencing at 2330hrs on the 9th day of February 2019 and ending at 0830hrs on the 10th day of February 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Moor Lane, Ox Carr Lane, York Road, Princess Road and vice versa.

(21 BOOTHAM LEVEL CROSSING. YORK This Order prohibits vehicles from proceeding through the Bootham Level Crossing on Wigginton Road, York (closed road) during the period when nearby bridge reconstruction works been undertaken nearby, from the railway track that period commencing at 2200hrs on the 9th day of February 2019 and ending at 0800hrs on the 3rd day of March 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Wigginton Road, Haxby Road, A1237, Wigginton Road and vice versa. It is envisaged that the restrictions will only be put into effect during overnight periods between:

2200hrs on Saturday 9th February till 0800hrs on Sunday 10th February 2019, 2200hrs on Saturday 23rd February till 0800hrs on Sunday 24th February 2019,

2200hrs on Saturday 2nd March till 0800hrs on Sunday 3rd March 2019.

(3) THE MEADOWS. SKELTON This Order prohibits vehicles from proceeding and waiting in The Meadows, Skelton (closed road) during the period when water works being undertaken thereon have been completed whichever is the earlier. That period commencing at 0915hrs and ending at 1630hrs on the 14th day of February 2019 (works period) or at a time when the works have been completed whichever is the earlier. During the works period vehicle movements on St Giles Road will be controlled by temporary traffic signals. No alternative route for diverted traffic will be available during the works period.

(41 GOODRAMGATE. YORK This Order prohibits vehicles from proceeding and waiting in Goodramgate, York between its junctions with Ogleforth and College Street (closed road) during the period when sewer works being undertaken thereon have been completed whichever is the earlier. That period commencing at 21 OOhrs on the 10th day of February 2019 and ending at 0400hrs on the 13th day of February

2019 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the restrictions will only be put in place over night between 21 OOhrs and 0400hrs on each night during the works period. No alternative route for diverted traffic will be signed during the works period.

(51 LEEMAN ROAD & STATION ROAD. YORK This Order will prohibit pedestrians and vehicles from proceeding in those lengths of footpath on the northern side (i) Leeman Road, York between its junctions with Station Avenue and the vehicle access road for The Esplanade car park; (ii) Station Avenue, York between its junction with Leeman Road and the Bar Walls (closed footpath) and prohibiting vehicles from proceeding and waiting in Leeman Road, York, between its junctions with Station Avenue and the vehicle access road for The Esplanade car park (closed road) during the period commencing at 0001 hrs on the 18th day February 2019 and ending at 2400hrs on the 31 st day of October 2019 (works period) or at time when flood defence works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period. It is envisaged that the prohibition will only be put into effect in phases between the following times and dates (inclusive) at each location during the works period:

(i) Leeman Road and Station Avenue, during the overnight period between 1900hrs and 0600hrs from Monday 18th February 2019 till Friday 1st March 2019;



(ii) Station Avenue during the overnight period between 2000hrs and 0600hrs from Monday 1st April 2019 till Friday 12th April 2019;



(Mi) Leeman Road, York from Monday 29th April 2019 till Thursday 31st October 2019.

(6) THE SHAMBLES. YORK This Order will prohibit vehicles from proceeding and waiting in The Shambles, York (closed road) during the period commencing at 0700hrs and ending at 1030hrs on the 24th day of February 2019 (works period) or at time when nearby building inspection works being undertaken by crane from the nearby closed road have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(71 HOLLY BANK ROAD & HOB MOOR DRIVE. YORK This Order will prohibit vehicles from proceeding and waiting in (i) Holly Bank Road, York and (ii) Hob Moor Drive between its junctions with Harlow Road and Holly Bank Grove (closed road) during the period commencing at 0001 hrs on the 25th day of February 2019 and ending at 2400hrs on the 19th day of April 2019 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the works will be completed in two phases during the works period. An alternative route for diverted traffic will be signed during the works period.

(81 FIELD LANE. HESLINGTON This Order will prohibit vehicles from proceeding and waiting in Field Lane, Heslington between its junctions with Church Lane and School Lane (closed road) during the period commencing at 0930hrs on the 25th day of February 2019 and ending at 2400hrs on the 27th day of February 2019 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the works will be undertaken on Monday 25th February between 0930hrs and 1530hrs. An alternative route for diverted traffic will be signed during the works period.

(91 HAXBY MOOR ROAD. STRENSALL This Order will prohibit vehicles from proceeding and waiting in Haxby Moor Road, Strensall between a point 10 metres north west and 10 metres south east of Strensall New Bridge (closed road) during the period commencing at 0001 hrs on the 25th day of February 2019 and ending at 2400hrs on the 1st day of March 2019 (works period) or at time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(101 SHERWOOD GROVE. YORK This Order will prohibit vehicles from proceeding and waiting in Sherwood Grove, York between its junction with Norman Drive and the projected southern property boundary line of No. 32 Sherwood Grove (closed road) during the period commencing at 0001 hrs on the 25th day of February 2019 and ending at 2400hrs on the 1 st day of March 2019 (works period) or at time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(111 GRANVILLE TERRACE This Order will prohibit vehicles from proceeding and waiting in Granville Terrace, York between its junction with Lawrence Street and the projected northern property boundary line of No. 30 Granville Terrace (closed road) during the period commencing at 0001 hrs on the 25th day of February 2019 and ending at 2400hrs on the 1st day of March 2019 (works period) or at time when sewer works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
