NOTICE OF MAKING THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/35)

TRAFFIC ORDER 2019 Notice is hereby given that on the 24th day of January 2019 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

1. Introducing 'No Waiting at any time' restrictions in York, as follows:



(a) Abbot Street, on its south east side, for the whole length, thereby revoking existing 'No Waiting 8am to 6pm Monday to Saturday' restrictions from within that length,



(b) Garden Street, on its north east side, between points 23.5 metres and 80 metres north west form the projected centreline of St John's Crescent, thereby revoking existing 'No Waiting 8am to 6pm Monday to Saturday' restrictions from within that length,



(c) Howard Street, on its north west side:



(i) between points 20.5 metres and 22.5 metres from the highwayboundary line on the north east side of Fulford Road, thereby revoking existing 'Residents Priority' parking restriction from within that length,



(ii) between points 28.5 metres and 29.5 metres from the highway boundary line on the north east side of Fulford Road, thereby revoking existing 'Residents Priority' parking restriction from within that length,



(iii) between points 39.5 metres and 42.5 metres from the highway boundary line on the north east side of Fulford Road, thereby revoking existing 'Residents Priority' parking restriction from within that length,



(d) Sycamore Place, on it north east side, between points 1.5 metres north west and 5 metres south east from the projected centreline of Sycamore Terrace, thereby revoking existing 'Guest House and Multiple Occupancy' and 'Residents Priority' parking provision from within that length;



2. Introducing 'No Waiting at any time' restrictions in Lysander Close, Clifton Without, as follows:



(a) on its north east side including turning head, between a point 25 metres south east from the north western kerbline of Lysander Close (terminal point of existing 'No Waiting at any time' restrictions) south east for the remainder of its length,



(b) on its south west side, between a point 20 metres south east from the north western kerbline of Lysander Close (terminal point of existing 'No Waiting at any time' restrictions) south east for the remainder of its length;



3. Re-defining the boundary of Zone R10 (ST JOHN'S STREET) Residents' Priority Parking Area to exclude that area within the property boundary of Grove House, which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



4. Re-defining the boundary of Zone R11 (SOUTH ESPLANADE) Residents' Priority Parking Area to exclude that area within the property boundary of Fire Station, 18 Clifford Street which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



5. Re-defining the boundary of Zone R20 (FISHERGATE) Residents' Priority Parking Area to exclude that area within the property boundary of 79 Fulford Road which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



6. Re-defining the boundary of Zone R33 (BOOTHAM/CLIFTON (SOUTH)) Residents' Priority Parking Area to exclude that area within the property boundary of Bert Keech Bowling Club which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



7. Re-defining the boundary of Zone R44 (UNION TERRACE) Residents' Priority Parking Areatoexclude thatarea within thepropertyboundaryof49Clarence Street which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone.



The Order comes into effect on 28th day of January 2019. A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.

TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 24th day of January 2019 in respect of each of the locations Numbered (1) (2) and (3). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (4), (5) and (6).

(1) SCARBOROUGH BRIDGE, YORK

This Order prohibits pedestrians and vehicles from proceeding in (i) footbridge (known as Scarborough Bridge) over the River Ouse, (ii) Esplanade (north side of the River) between a point 10 metres north west and 10 metres south east of Scarborough Bridge and (iii) Esplanade (south side of the River) between a point 10 metres north west and 10 metres south east of Scarborough Bridge (closed footpath) during the period when new footbridge installation works are being undertaken thereon that period commencing at 2200hrs on the 21st day

of January 2019 and ending at 0630hrs on the 18th day of March 2019 (works

period) or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition on pedestrians and vehicles proceeding in the restricted roads will only be put into effect between the following times and dates (inclusive) at each location during the works period:

(i) In the closedfootpaths, between 2200hrson 21stJanuary2019till 0530hrs on 22nd January 2019 and between 2200hrs on 22nd January 2019 till 0530hrs on 23rd January 2019,



(ii) On the footbridge (known as Scarborough Bridge) over the River Ouse,



between 2130hrs on 26th January 2019 till 0630hrs on 18th March 2019.

(2) SHIPTON ROAD SERVICE ROAD, YORK

This Order prohibits vehicles from proceeding and waiting in Shipton Road service road, York between its junctions Howard Drive and Bowness Drive (closed road) during the period when gas mains replacement works being undertaken thereon have been completed whichever is the earlier. That period commencing at0001hrson the 28th dayofJanuary2019and ending at2400hrs on the 3rd day of February 2019 (works period) or at a time when the works have been completed whichever is the earlier. An alternative route for diverted traffic will be signed during the works period.

(3) CASTLEGATE, YORK This Order prohibits vehicles from proceeding and waiting in Castlegate, York (closed road) during a period commencing at 0800hrs on 28th day of January 2019 and ending at 1700hrs on 1st day of February 2019 (works period) or at a time and date when new gas connection works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in Castlegate is suspended during the period of physical closure to allow two-way traffic flow in the said road when the closure is put into effect. No alternative route for the diverted traffic will be available during the works period.

(4) STRENSALL NO. 2 LEVEL CROSSING, STRENSALL This Order will prohibit vehicles from proceeding through the Strensall No. 2 Level Crossing on Moor Lane/Princess Road, Strensall (closed road) during the period commencing at 2330hrs on the 9th day of February 2019 and ending at 0830hrs on the 10th day of February 2019 or at time when track maintenance works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Moor Lane, Ox Carr Lane, York Road, Princess Road and vice versa.

(5) BOOTHAM LEVEL CROSSING, YORK

This Order will prohibit vehicles from proceeding through the Bootham Level Crossing on Wigginton Road, York (closed road) during the period commencing

at 2200hrs on the 9th day of February 2019 and ending at 0800hrs on the 3rd

day of March 2019 or at time when nearby bridge reconstruction works been undertaken nearby, from the railway track have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed via Wigginton Road, Haxby Road, A1237, Wigginton Road and vice versa. It is envisaged that the restrictions will only be put into effect during overnight periods between:

2200hrs on Saturday 9th February till 0800hrs on Sunday 10th February 2019, 2200hrs on Saturday23rd Februarytill 0800hrs on Sunday24th February2019, 2200hrs on Saturday 2nd March till 0800hrs on Sunday 3rd March 2019.

(6) THE MEADOWS, SKELTON

This Order will prohibit vehicles from proceeding and waiting in The Meadows, Skelton (closed road) during the period commencing at 0915hrs and ending at 1630hrs on the 14th day of February 2019 (works period) or at time when water works being undertaken thereon, have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. During the works period vehicle movements on St Giles Road will be controlled by temporary traffic signals.

The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
