THE YORK (MICKLEGATE) (EXPERIMENTAL) TRAFFIC ORDER 2018 NOTICE OF MAKING Notice is hereby given that on the 29th day of November 2018 City of York Council ("the Council") in exercise of powers under Section 9, 10 and Schedule 9 of the Road Traffic Regulation Act 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of police in accordance with Schedule 9 of the Act, made The York (Micklegate) (Experimental) Traffic Order 2018 ("the Order") which comes into effect on 10th December 2018 for an experimental period of 18 months ending on 9th June 2020 amends the York Traffic Management Order 2014 (or any replacement thereof) by:

Introducing a restriction on vehicles, with the exception of pedal cycles, travelling in a south westerly direction on Micklegate, York between a point 1 metre north east of the north eastern boundary line of Micklegate Bar and the south eastern boundary line of Micklegate Bar.

The council will be considering, in due course, whether the provisions of this Experimental Order should be continued in force indefinitely. Any person wishing to object to the indefinite continuation of the Order must state their grounds for objection in writing to Assistant Director (Economy and Place), West Offices, Station Rise, York, YO1 6GA, so that the objection is received by no later than the 9th day of June 2019.

A copy of the Order, statement of reasons for making it and map showing the lengths of road affected may be inspected at the City of York Council Reception at West Offices, Station Rise, York, YO1 6GA during normal business hours. Any person who wishes to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 as amended or that a requirement of any regulations thereunder has not been complied with may, within 6 weeks from the commencement date of the Order, make application for that purpose to the High Court.

TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 29th day of November 2018 in respect of each of the locations Numbered (1), (2) and (3). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (4), (5),

(6) and (7).

(1) PETERCROFT LANE, DUNNINGTON

This Order prohibits vehicles from proceeding and waiting in Petercroft Lane, Dunnington between its junctions with Common Road and Garden Flats Lane (closed road) during the period when gas mains replacement works being undertaken thereon have been completed whichever is the earlier. That period commencing at 0001hrs on the 3rd day of December 2018 and ending at 2400hrs on the 10th day of December 2018 (works period) or at a time when the works have been completed whichever is the earlier. An alternative route for diverted traffic will be signed during the works period.

(2) BEACONSFIELD STREET, YORK This Order prohibits vehicles from proceeding and waiting in Beaconsfield Street, York between its junction with School Street and a point 75 metres south west of the said junction (closed road) during the period when water works being undertaken thereon have been completed whichever is the earlier. That period commencing at 0800hrs on the 3rd day of December 2018 and ending at 2000hrs on the 7th day of December 2018 (works period) or at a time when the works have been completed whichever is the earlier. An alternative route for diverted traffic will be signed during the works period.

(3) TRINITY LANE, YORK This Order prohibits vehicles from proceeding and waiting in Trinity Lane, York (closed road) during the period when works to deliver large machinery to a property adjacent to the closed road have been undertaken thereon, that period commencing at 0700hrs and ending at 2000hrs on the 7th day of December 2018 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in Trinity Lane is suspended during the period of physical closure to allow two-way traffic flow in the said road when the closure is put into effect. An alternative route for divert traffic will be signed during the works period.

(4) BOOTHAM LEVEL CROSSING, YORK

This Order will prohibit vehicles from proceeding through the Bootham Level Crossing on Wigginton Road, York (closed road) during the period commencing at 2300hrs on the 10th day of December 2018 and ending at 0600hrs on the 12th day of December 2018 or at time when track maintenance works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the works will only be put into effect during overnight periods between 2300hrs on Monday 10th December till 0600hrs on Tuesday 11th December and between 0300hrs till 0600hrs on Wednesday 12th December during the works period. An alternative route for diverted traffic will be available via Wigginton Road, Haxby Road, A1237, Wigginton Road and vice versa.

(5) SCARBOROUGH BRIDGE, YORK This Order will prohibit pedestrians and vehicles from proceeding in (i) footbridge (known as Scarborough Bridge) over the River Ouse, (ii) Esplanade (north side of the River) between a point 10 metres north west and 10 metres south east of Scarborough Bridge and (iii) Esplanade (south side of the River) between a point 10 metres north west and 10 metres south east of Scarborough Bridge (restricted road) during the period commencing at

2200hrs on the 10th day of December 2018 and ending at 0530hrs on the

12th day of December 2018 (works period) or at a time and date when bridge maintenance works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition on pedestrians and vehicles proceeding in the restricted roads will only be put into effect between the following times and dates (inclusive) at each location during the works period:

(i) footbridge (known as Scarborough Bridge) over the River Ouse, between



2200hrs on 10th December 2018 till 0530hrs on 11th December 2018 and between 2200hrs on 11th December 2018 till 0530hrs on

12th December 2018;

(ii) Esplanade (north side of the River) between a point 10 metres north west and 10 metres south east of Scarborough Bridge, between 2200hrs on



10th December 2018 till 0530hrs on 11th December 2018;

(iii) Esplanade (south side of the River) between a point 10 metres north west and 10 metres south east of Scarborough Bridge, between 2200hrs on



11th December 2018till 0530hrs on 12th December 2018.

An alternative route for the diverted pedestrians and vehicles will be signed at each location.

(6) TANNER ROW, YORK

This Order will prohibit vehicles from proceeding and waiting in Tanner Row, York (closed road) during the period commencing at 0930hrs on the 11 th day of December 2018 and ending at 1530hrs on the 13th day of December 2018 (works period) or at time when nearby building maintenance works to be undertaken adjacent to the closed road have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in Tanner Row is suspended during the period of physical closure to allow two-way traffic flow in the said road when the closure is put into effect. An alternative route for divert traffic will be signed during the works period.

(7) BROAD HIGHWAY, WHELDRAKE This Order will prohibit vehicles from proceeding and waiting in Broad Highway, Wheldrake between the northern access road to Hardmoor Farm and a point 10 metres north of Wheldrake Wood car park (closed road) during the period commencingat0830hrson the17th dayDecember2018andendingat1730hrs on the 21st day of December 2018 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
