NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/35) TRAFFIC ORDER 2018 Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

1. Introducing 'No Waiting at anytime' restrictions in York, as follows:



(a) Abbot Street, on its south east side, for the whole length, thereby revoking existing 'No Waiting 8am to 6pm Monday to Saturday' restrictions from within that length,



(b) Garden Street, on its north east side, between points 23.5 metres and 80 metres north west form the projected centreline of St John's Crescent, thereby revoking existing 'No Waiting 8am to 6pm Monday to Saturday' restrictions from within that length,



(c) Grange Garth, on its south side, from the highway boundary line on the west side of Rosedale Street west for 10 metres,



(d) Howard Street, on its north west side:



(i) between points 20.5 metres and 22.5 metres from the highway boundary line on the north east side of Fulford Road, thereby revoking existing 'Residents Priority' parking restriction from within that length,



(ii) between points 28.5 metres and 29.5 metres from the highway boundary line on the north east side of Fulford Road, thereby revoking existing 'Residents Priority' parking restriction from within that length,



(iii) between points 39.5 metres and 42.5 metres from the highway boundary line on the north east side of Fulford Road, thereby revoking existing 'Residents Priority' parking restriction from within that length,



(e) Rosedale Street, on its:



(i) east side, between points 3 metres and 12 metres south from the projected northern kerbline of Grange Garth,



(ii) east side, between a point 8 metres south from the projected centreline of Hartoft Street (terminal point of existing 'No Waiting at any time' restrictions) and a point 13 metres north from the projected southern kerbline of Farndale street (terminal point of existing 'No Waiting 8am to 4pm Monday to Friday' restrictions),



(iii) west side, from the projected southern kerbline of Grange Garth south to a point 8 metres north from the projected centreline of Hartoft Street (terminal point of existing 'No Waiting at any time' restrictions),



(iv) west side, between points 18.5 metres south from the projected centreline of Hartoft Street and 16.5 metres north from the projected northern kerbline of Farndale Street,



(f) Sycamore Place, on it north east side, between points 3 metres north west and 7 metres south east from the projected centreline of Sycamore Terrace, thereby revoking existing 'Guest House and Multiple Occupancy' and 'Residents Priority' parking provision from within that length;



2. Introducing 'No Waiting at any time' restrictions in Lysander Close, Clifton Without, as follows:



(a) on its north east side including turning head, between a point 25 metres south east from the north western kerbline of Lysander Close (terminal point of existing 'No Waiting at any time' restrictions) south east for the remainder of its length,



(b) on its south west side, between a point 20 metres south east from the north western kerbline of Lysander Close (terminal point of existing 'No Waiting at any time' restrictions) south east for the remainder of its length;



3. Re-defining the boundary of Zone R10 (ST JOHN'S STREET) Residents' Priority Parking Area to exclude that area within the property boundary of Grove House, which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



4. Re-defining the boundary of Zone R11 (SOUTH ESPLANADE) Residents' Priority Parking Area to exclude that area within the property boundary of Fire Station, 18 Clifford Street which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



5. Re-defining the boundary of Zone R20 (FISHERGATE) Residents' Priority Parking Area to exclude that area within the property boundary of 79 Fulford Road which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



6. Re-defining 'Residents' Priority' parking area thereby bringing within the R20 zone all the residential properties on Grange Garth, Rosedale Street, 26 Grange Street, 154 Fulford Road 11, 12 & 13 Alma Grove, thereby providing unlimited parking for Permit Holders in unrestricted lengths of Grange Garth, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb);



7. Introducing 'Residents' Priority' parking bays providing unlimited parking for R20 Permit Holders in Rosedale Street:



(a) on its east side, from the projected northern kerbline of Grange Garth north for 2 metres and south for 3 metres, thereby revoking 'No Waiting at any time' Restrictions from within that length,



(b) on its east side, between points 8 metres (terminal point of existing 'No Waiting at any time' restrictions) and 44 metres north from the projected centreline of Hartoft Street,



(c) on its west side, between points 8 metres (terminal point of existing 'No Waiting at any time' restrictions) and 18.5 metres south from the projected centreline of Hartoft Street,



(d) on its west side, between points 7 metres (terminal point of existing 'No Waiting at any time' restrictions) and 16.5 metres north from the projected northern kerbline of Farndale Street;

8. Re-defining the boundary of Zone R33 (BOOTHAM/CLIFTON (SOUTH)) I Residents' Priority Parking Area to exclude that area within the property boundary of Bert Keech Bowling Club which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;

9. Amending the 'Guest House and Multiple Occupancy' parking provision in Bootham Terrace, York, on its south east side between points 160 metres and 171 metres south from the highway boundary line on the south west side of Bootham to introduce a 24 hour Community Parking place with a 10 minutes maximum period of stay for non permit holders;



10. Amending the 'Residents Priority' parking provision in Sycamore Terrace, York, on its south east side between points 8 metres and 18 metres south from the highway boundary line on the south west side of Sycamore Place to introduce a 24 hour 'Guest House and Multiple Occupancy' parking Provision;



11. Introducing 'Residents' Priority' parking bay in Longfield Terrace, York, on its north west side for R33 permit holders between points 8.5 metres and 18.5 metres south west from the projected southern kerbline Sycamore Place, thereby revoking 'No Waiting at any time' Restrictions from within that length;



12. Re-defining the boundary of Zone R44 (UNION TERRACE) Residents' I Priority Parking Area to exclude that area within the property boundary of 49 Clarence Street which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone.

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 14th September 2018.

TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) the Road Traffic Regulation Act 1984 (the Act), made an Order on the 23rd day of August 2018 in respect of the location Numbered (1)). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (2), (3) and (4).

(1) FOSSGATE, YORK This Order prohibits vehicles from proceeding and waiting in Fossgate, York (closed road) during the period when sewer works being undertaken thereon, that period commencing at 1930hrs on the 28th day of August 2018 and ending at 2300hrs on the 5th day of September 2018 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in Fossgate is suspended during the period of physical closure to allow two-way traffic flow in the said road when the closure is put into effect. It is envisaged that the restrictions will only be undertaken between 1930hrs and 2300hrs on Tuesday 28th August, Wednesday 29th August and Thursday 30th August 2018. An alternative route for divert traffic will be signed during the works period.

(2) ROSE STREET, YORK



This Order will prohibit vehicles from proceeding and waiting in Rose Street, I York (closed road) during the period commencing at 0001hrs on the 5th day

September 2018 and ending at 2400hrs on the 6th day of September 2018

(works period) or at time when water works being undertaken thereon, have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period. Traffic signs/barriers will indicate the extent of the prohibitions.

(3) KING STREET, YORK



This Order will prohibit vehicles from proceeding and waiting in King Street, York (closed road) during the period commencing at 0001hrs on the 3rd day

of September 2018 and ending at 2400hrs on the 9th day of September 2018

(work period) or at time when sewer works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in King Street and King's Staith is suspended during the period of physical closure to allow two-way traffic flow in the said roads when the closure is put into effect. An alternative route for divert traffic will be signed during the works period.

(4) SCARCROFT ROAD, YORK This Order will prohibit vehicles from proceeding and waiting in Scarcroft Road, York between its junction with The Mount and a point 30 metres south west of the said junction (closed road) during the period commencing at 2100hrs on the 9th day of September 2018 and ending at 2400hrs on the 24th day of September 2018 (works period) or at a time when gas works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, during the works period there will be 'No Right' turn restrictions in place from Mount Parade, Mill Mount Close and Mill Lane into The Mount and from The Mount into Mount Parade, Mill Mount Close and Mill Lane. An alternative route for diverted traffic will be signed during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
