NOTICE OF MAKING THE YORK (STRENSALL ROAD) (SPEED LIMIT EXPERIMENTAL) TRAFFIC ORDER 2018

NOTICE OF MAKING Notice is hereby given that on the 12th day of July 2018 City of York Council ("the Council") in exercise of powers under Section 9, 10 and Schedule 9 of the Road Traffic Regulation Act 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of police in accordance with Schedule 9 of the Act, made The York (Strensall Road) (Speed Limit Experimental) Traffic Order 2018 ("the Order") which comes into effect on 23rd day of July 2018 for an experimental period of 18 months ending on 22nd day of January 2020 amends The York Speed Limit Order 2014 (or any replacement thereof) by:

Introducing a 40 miles per hour (mph) speed limit in that length of Strensall Road (C90) between the south western property boundary of The Hollies, Strensall Road, Earswick (terminal point of existing 40mph speed limit) and a point 5 metres south west from the northern property boundary line of number 242 Strensall Road, thereby revoking the existing 60 mph (national) speed limit from within that length.

The council will be considering, in due course, whether the provisions of this Experimental Order should be continued in force indefinitely. Any person wishing to object to the indefinite continuation of the Order must state their grounds for objection in writing to Assistant Director (Economy and Place), West Offices, Station Rise, York, YO1 6GA, so that the objection is received by no later than the 22nd day of January 2019.

A copy of the Order, statement of reasons for making it and map showing the lengths of road affected may be inspected at the City of York Council Reception at West Offices, Station Rise, York, YO1 6GA during normal business hours. Any person who wishes to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 as amended or that a requirement of any regulations thereunder has not been complied with may, within 6 weeks from the commencement date of the Order, make application for that purpose to

the High Court.

NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/34) TRAFFIC ORDER 2018 Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

1. Introducing a Residents' Priority Parking Zone (Zone) for all classes of Residents' Priority Permit Holder comprising of Lumley Road and St Luke's Grove, York the said Zone to be identified as Zone R62, that Zone to include all properties adjacent to and having direct private access to the said roads.



2. Designating those existing unrestricted lengths of Lumley Road and St Luke's Grove, York within the proposed Zone described in paragraph 1 as a Residents' Priority Parking Zone for use only by Zone R62 'Permit Holders' thereby providing unlimited parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb).



3. Introducing a prohibition on stopping on "School-Keep-Clear" markings in that length of Hamilton Drive, York, on it's south side, between points 35 metres (terminal point of existing 'No Waiting at any time' restrictions) and 78.5 metres west from the projected eastern property boundary line of No. 79 Hamilton Drive thereby providing an enforceable prohibition on stopping from 8.30am to 9.30am and from 2.45pm to 3.45pm, Monday to Friday.



A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 3rd day of August 2018.

TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) the Road Traffic Regulation Act 1984 (the Act), made an Order on the 12th day of July 2018 in respect of each of the locations Numbered (1) and (2). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (3), (4), (5), (6) and (7).

(1) A19 (SELBY ROAD), YORK This Order prohibits vehicles from proceeding and waiting in that length of A19 (Selby Road), York between its junctions with A64 (Leeds-Scarborough) and Fordlands Road (closed road) during the period commencing at 2100hrs

on 23rd day of July 2018 and ending at 0600hrs on the 27th day of July

2018 or on a date when carriageway resurfacing works being undertaken on the A19 have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the works and closure will only be put into effect during an overnight period, between 2100hrs and 0600hrs on each night during the works period. An alternative route for diverted traffic will be signed during the works period.

(2) VICTOR STREET, YORK



This Order prohibits vehicles from proceeding and waiting in the north east bound traffic lane of Victor Street between its junctions with Nunnery Lane and Lower Priory Street (closed traffic lane) during the period when danger associated from vehicles contradicting traffic management restrictions and travelling in wrong direction and conflicting with oncoming vehicles. That period commencing at 0001hrs on the 14th day of July 2018 and ending at 2400hrs on the 5th day of January 2020 (danger period) or at a time when the danger has been resolved whichever is the earlier. This Order continues the temporary road closure Notice which had an end date of 2400hrs on the 13th day of July 2018. Traffic signs/barriers will indicate the extent of the prohibition.

(3) VARIOUS ROADS, YORK



This Order will prohibit, where necessary, vehicles from proceeding and waiting at any time in the whole or in any length of a road listed in the Schedule below (restricted roads) between such times and on such dates during the validity of the Order as shall be determined by the Council in order to safely and effectively carry out carriageway resurfacing works. Relevant times and dates will be notified in writing to occupiers of premises adjacent to those restricted roads not less than 48 hours before the said prohibition comes into effect in that road. The Order will commence on 30th day of July 2018 and expire on 31st day August 2018 or when all works have been completed whichever is the earlier. An alternative route for diverted traffic for the respective locations will be signed where applicable/appropriate. It is envisaged that the works at each location will be undertaken between the dates listed in the Schedule below and with the exception of Moor Lane, Haxby; Fetter Lane and Church Lane, Huntington will be undertaken between 9.15am and 5.00pm during the validity of the Order. In Moor Lane, Haxby it is envisaged that the works will be undertaken between 9.30am and 4.30pm and in Fetter Lane and Church Lane, Huntington between 8.30am and 5.30pm.

(4) VINE STREET, YORK

This Order will prohibit vehicles from proceeding and waiting in Vine Street, York between its junction with Cherry Street and Teck Street (closed road) during the period commencing at 0001hrs on the 30th day July 2018 and ending at 2400hrs on the 3rd day of August 2018 (works period) or at time when water works being undertaken thereon, have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.

(5) GRANGE CLOSE-THE VALE, SKELTON This Order will prohibit pedestrians and vehicles from proceeding in that length of footpath connecting Grange Close and The Vale, Skelton (closed footpath) during the period commencing at 0001hrs on the 3rd day of August 2018 and ending at 2400hrs on the 31st day of August 2018 (works period) or on a date when electricity replacement works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period.

(6) STATION RISE & STATION AVENUE, YORK This Order will prohibit pedestrians and vehicles from proceeding in the footpaths (i) on the north eastern side of Station Rise, York between its junctions with Station Road and Station Avenue and (ii) on the south eastern side of Station Avenue, York between its junction with Station Rise and a point 30 metres north east of said junction (closed footpath) during the period commencing at 0600hrs on the 6th day of August 2018 and ending at 2400hrs on the 19th day of August 2018 (works period) or at time when conservation works to the George Leeman Statue are being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and traffic will be available during the works period.

(7) PUMPING STATION ACCESS ROAD, WATER END, YORK This Order will prohibit vehicles from proceeding and waiting in Pumping Station Access Road, Water End, York between its junction with Poppleton Road and a point 60 metres north of the said junction (closed road) during the period commencing at 0700hrs on the 9th day of August 2018 and ending at 2400hrs on the 31st day of September 2018 (works period) or at a time when nearby building maintenance works being undertaken from scaffolding within the closed road have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
