CITY OF YORK COUNCIL NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/32) TRAFFIC ORDER 2018
Notice is hereby given that City of York Council, in exercise of powers under Sections
1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 (“the
Act”) and of all other enabling powers and after consultation with the Chief Officer of
Police in accordance with Schedule 9 of the Act, proposes to make an Order which
will have the effect of:
1. Introducing ‘No Waiting at any time’ restrictions in York as follows:
(a) Huntington Road, York on its west side, between a point 4 metres north from the
projected northern property boundary line of No 147 Huntington Road (terminal
point of existing ‘No Waiting at any time’ restrictions) and a point 20 metres south
from the south western kerbline of Waterside Gardens (terminal point of existing ‘No
Waiting at any time’ restrictions);
(b) Turner Close, York on its:
(i) north eastern side, from the projected eastern kerbline of Huntington Road
south east for the remainder of its length;
(ii) south western side, from the projected eastern kerbline of Huntington Road to a
point 10 metres south east from the projected centreline of the access road to
Vets 4 U;
(iiii) south western side, between points 10 metres north and 10 metres south from
the projected centreline of the access road to York Ambulance Station.
2. Introducing Disabled Person’s (Blue Badge) Parking Place in York, as follows:
(a) Albert Street/Avon House Service Road, on its south side, between points 66.3 metres
and 73 metres south east from the projected south western kerbline of Albert Street,
thereby revoking existing ‘Residents Priority’ parking restriction from within that length;
(b) Moss Street, on its south west side, between points 61.3 metres and 68 metres north
west from the projected north western property boundary line of No 54 Nunthorpe
Road,, thereby revoking existing ‘Residents Priority’ parking restriction from within
that length.
3. Introducing a Monday-Friday 7.30am to 6pm Parking Places, providing a limited parking
period of 30 minutes with a 60 minutes ‘No Return’ period on Scarcroft Road on its north
east side, between points 280 metres and 347 metres south east from the projected
highway boundary line on the south east side of The Mount.
A copy of the draft Order, Statement of Reasons for making it and relevant maps can be
inspected at the Reception, West Offices, Station Rise, York, during normal business hours.
Objections or other representations specifying reasons for the objection or representation
should be sent to me in writing to arrive no later than 11th day of May 2018.
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under
Section 14(1) and 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on
the 19th day of April 2018 in respect of each of the locations Numbered (1) and (2) and on
the said date in exercise of powers under Section 14(1) of the Act made an Order in respect
of each of the locations numbered (3), (4) and (5). Additionally, the Council, not less than 7
days from the publication of this Notice, intends to make an Order under Section 14(1) of the
Act in respect of each of the locations numbered (6), (7) and (8).
(1) ROUGIER STREET & LENDAL ARCH GYRATORY
This Order continues in force The York (Rougier Street and Lendal Arch Gyratory) (Temporary
Traffic Restrictions) Order 2018 (original Order) that Order having an expiry date on the 20th
day of April 2018. This is necessary to ensure that the carriageway resurfacing works being
undertaken thereon can continue to be carried out safely. The effect of the Order is to
continue in force the prohibition on vehicles from proceeding and waiting in that length of
(i) Rougier Street, York between its junctions with George Hudson Street and Station Road;
(ii) Station Avenue, York; (iii) Station Rise, York between its junction with Station Road and
Leeman Road and (iv) Station Road, York between the vehicular access to The Principal
Hotel and a point 30 metres north east of its junction with Rougier Street (closed road)
during the period commencing at 0601 hours on the 20th day of April 2018 and ending
at 0600hrs on the 27th day of April 2018 (works period) or at the end of the works period
whichever is the earlier. It is envisaged that during the works period and the closures only be
put in to effect during an overnight period, between 2030hrs and 0530hrs on each night with
the exception of Friday and Saturday nights during the works period. An alternative route for
diverted vehicles will be available during the works period.
(2) ROUGIER STREET, YORK
This Order continues in force The York (Rougier Street) (Temporary Traffic Restriction) Order
2018 (original Order) that Order having an expiry date on the 22nd day of April 2018. This is
necessary to ensure that the installation works for the bus shelters being undertaken thereon can
continue to be carried out safely. The effect of the Order is to continue in force the prohibition
on pedestrian and vehicles from proceeding in the footpath on the south west side of Rougier
Street, York between its junction with Station Road and Tanner Row (closed footpath) during the
period commencing at 0001 hours on the 23rd day of April 2018 and ending at 2400hrs on the
29th day of April 2018 (works period) or at the end of the works period whichever is the earlier.
An alternative route for diverted pedestrians and vehicles will be signed during the works period.
(3) CHURCH LANE, HAXBY
This Order prohibits vehicles from proceeding and waiting in Church Lane, Haxby (closed
road) during the period when telecommunication works being undertaken thereon, that
period commencing at 0930hrs and ending at 1530hrs on the 25th day of April 2018 (works
period) or at a time when the works have been completed whichever is the earlier. This is to
ensure that the said works can be carried out safely. An alternative route for diverted traffic
will be signed during the works period.
(4) WHELDRAKE LANE, YORK
This Order prohibits vehicles from proceeding and waiting in that length of Wheldrake Lane,
York between its junction with A19 (York-Selby Road) and a point 50 metres east of the said
junction (closed road) during the period when carriageway resurfacing works are being
undertaken on the A19 have been completed that period commencing at 1900hrs on the
25th day of April 2018 and ending at 0500hrs on the 5th day of May 2018 or at a time when
the works have been completed whichever is the earlier. This is to ensure that the said works
can be carried out safely. Additionally, vehicle speeds will be restricted to 20 miles per hour
(mph) in that length of A19 (York-Selby Road) between points 300 metres south and 280
metres north of its junction with Wheldrake Lane, thereby suspending the current 40mph
from within that length during the works period. It is envisaged that the works and closure
will only be put into effect during an overnight period, between 1900hrs and 0500hrs on each
night during the works period. An alternative route for diverted traffic will be signed during
the works period. Vehicle movements on A19 (York-Selby Road) will be reduced to single file
operation controlled by traffic signals during the works period.
(5) MANOR LANE, YORK
This Order prohibits vehicles from proceeding and waiting in Manor Lane, York between
its junctions with A19 (Shipton Road) and Shipton Road Service road (closed road) during
the period when carriageway resurfacing works being undertaken thereon, that period
commencing at 0915hrs on the 23rd day of April 2018 and ending at 1600hrs on the 24th
day of April 2018 (works period) or at a time when the works have been completed whichever
is the earlier. This is to ensure that the said works can be carried out safely. An alternative
route for diverted traffic will be signed during the works period.
(6) TOWER STREET, YORK
This Order will prohibit pedestrians and vehicles from proceeding in footpath on the north
east side of Tower Street, York between its junction with The Eye of York and Clifford Street
(closed footpath) during the period commencing at 0001hrs on the 30th day of April 2018
and ending at 2400hrs on the 25th day of May 2018 (works period) or on a date when
footway resurfacing works being undertaken thereon have been completed whichever is the
earlier. This is to ensure that the said works can be carried out safely. An alternative route for
diverted pedestrians and vehicles will be available during the works period.
(7) METCALFE LANE-MEADLANDS, YORK
This Order will prohibit pedestrians and vehicles from proceeding in that length of cycle
path connecting Metcalfe Lane and Meadlands (closed cycle lane) during the period
commencing at 0001hrs on the 30th day of April 2018 and ending at 2400hrs on the 29th
day of June 2018 (works period) or on a date when nearby property construction works
being undertaken adjacent to the closed cycle lane have been completed whichever is the
earlier. This is to ensure that the said works can be carried out safely. An alternative route for
diverted pedestrians and vehicles will be available during the works period.
(8) TADCASTER ROAD & ST HELEN’S ROAD, YORK
This Order will prohibit pedestrians and vehicles from proceeding in the footpath on (i)
Tadcaster Road, York between points 10 metres north of the southern property boundary
line of No. 35 Tadcaster Road and 15 metres south of the vehicle access for St Edwards
Church (ii) St Helen’s Road, York between its junction with Tadcaster Road and a point 25
metres west of the said junction (closed footpath) during the period commencing at 0001hrs
on the 30th day of April 2018 and ending at 2400hrs on the 8th day of June 2018 (works
period) or on a date when Traffic Signal improvement works being undertaken thereon have
been completed whichever is the earlier. This is to ensure that the said works can be carried
out safely. It is envisaged that the works will be completed in phases and only one section
of footpath will be closed at any one time. An alternative route for diverted pedestrians and
vehicles will be available during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they
prohibit access to premises provided that access is not prevented by on-going works or
safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
