CITY OF YORK COUNCIL NOTICE OF MAKING THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/17) TRAFFIC ORDER 2018
Notice is hereby given that on the 10th day of April 2018 City of York
Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53
and Schedule 9 of the Road Traffic Regulation Act, 1984 (“the Act”) and
of all other enabling powers and after consultation with the Chief Officer
of Police in accordance with Schedule 9 of the Act, made an Order which
has the effect of:
1 Re-defining ‘Residents’ Priority’ parking area thereby bringing within the
R57 zone the residential properties numbered 1-25 (even) and 4-54 (odd)
South Bank Avenue, 64 Nunthorpe Grove and 147-153 (odd) Bishopthorpe
Road, thereby providing unlimited parking for all classes of Residents’
Priority Permit Holders in unrestricted lengths of South Bank Avenue
between its junctions with Bishopthorpe Road and Trafalgar Street, the
said lengths being identifiable by the placement of upright traffic signs at
the Area ‘entry’ and ‘exit’ points (as opposed to the placement of Residents’
Parking signs and road markings adjacent to the kerb).
2. Re-defining ‘Residents’ Priority’ parking area thereby bringing within the
R58 zone all properties on Beresford Terrace, Butcher Terrace, Finsbury
Avenue, Finsbury Street, Reginald Grove, Terry Street and the residential
properties numbered 156 to 228 and 272 Bishopthorpe Road thereby
providing unlimited parking for Permit Holders in unrestricted lengths of
Beresford Terrace, Butcher Terrace, Finsbury Avenue, Finsbury Street,
Reginald Grove and Terry Street. The said lengths being identifiable by the
placement of upright traffic signs at the Area ‘entry’ and ‘exit’ points (as
opposed to the placement of Residents’ Parking signs and road markings
adjacent to the kerb).
3. Introducing ‘Residents’ Priority’ parking bays providing unlimited parking for
R58 Permit Holders on the east side of Bishopthorpe Road between a point
20 metres south from the projected centreline of Butcher Terrace and the
projected northern property boundary line of No 218 Bishopthorpe Road.
4. Re-defining ‘Residents’ Priority’ parking area thereby bringing within
the R60 zone all properties on Cecilia Place, Cleveland Street, Railway
Terrace, St Paul’s Square, St Paul’s Terrace, Upper St Paul’s Terrace,
Watson Street, Watson Terrace and the residential properties numbered
96, 98, 124 and 126 Holgate Road, 1-17 (odd), and 2-20 (even) Wilton Rise,
thereby providing unlimited parking Monday to Saturday for Permit Holders
in unrestricted lengths of Cecilia Place, Cleveland Street, Railway Terrace,
St Paul’s Square, St Paul’s Terrace, Upper St Paul’s Terrace, Watson
Street, Watson Terrace and Wilton Rise between its junction with Railway
Terrace and the southern property boundary of No. 20 Wilton Rise the said
lengths being identifiable by the placement of upright traffic signs at the
Area ‘entry’ and ‘exit’ points (as opposed to the placement of Residents’
Parking signs and road markings adjacent to the kerb). Thereby revoking
the existing Access Restriction on St Paul’s Square, York.
5. Introducing 24 hour Monday- Saturday Residents Parking Places, providing
a limited parking period for non permit holders of 120 minutes with a 120
minutes ‘No Return’ period, on Watson Street, York;
(a) on its north west side, between points 20 metres (terminal point of
existing ‘No Waiting at any time’ restrictions) and 43.5 metres north
east of the highway boundary line on the north side of Holgate Road;
(b) on its north west side, between points 48 metres and 58 metres
(terminal point of existing ‘No Waiting at any time’ restrictions) north
east of the said line;
(c) on its south east side, between points 108 metres (terminal point of
existing ‘No Waiting at any time’ restrictions) and 119 metres (terminal
point of existing ‘No Waiting at any time’ restrictions) north east of the
said line.
6. Introducing ‘No Waiting at any time’ restrictions in Fulford, as follows:
(a) Fulfordgate, on its:
(i) east side, between points 10 metres (terminal point of existing ‘No
Waiting at any time’ restrictions) and 25 metres south from the
projected southern kerbline of Heslington Lane;
(ii) west side, between points 10 metres (terminal point of existing ‘No
Waiting at any time’ restrictions) and 28 metres south from the
projected southern kerbline of Heslington Lane;
(b) Naburn Lane, on its south east side, from the projected southern kerbline
of the McArthur Glen Designer Outlet bus lane south for 45 metres.
The Order comes into effect on 16th day of April 2018.
A copy of the Order incorporating relevant maps can be inspected at the
Reception, West Offices, Station Rise, York, during normal business hours.
Any person who wishes to question the validity of the Order or any of its
provisions on the grounds that it is not within the powers of the Road Traffic
Regulations Act 1984 as amended or that a requirement of any regulation
thereunder has not been complied with may, within 6 weeks from the date
of making of the Order, make application for that purpose to the High Court.
NOTICE OF PROPOSALS
THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/31)
TRAFFIC ORDER 2018
Notice is hereby given that City of York Council, in exercise of powers
under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road
Traffic Regulation Act, 1984 (“the Act”) and of all other enabling powers
and after consultation with the Chief Officer of Police in accordance with
Schedule 9 of the Act, proposes to make an Order which will have the
effect of:
1. Introducing ‘No Waiting at any time’ restrictions in Kimberlow Rise,
Heslington, on both sides, for the whole length.
2. Introducing ‘No Waiting at any time’ restrictions in Bishophill Junior, York,
on its south east side, between points 17 metres (terminal point of existing
‘No Waiting at any time’ restrictions) and 27 metres (terminal point of
existing ‘No Waiting at any time’ restrictions) south west from the projected
western kebline of Prospect Terrace, thereby revoking existing ‘Residents
Priority’ parking restriction from within that length.
3. Extension of existing ‘Residents’ Priority’ parking bay on the north east
side of Lower Priory Street, York between points 6 metres and 17 metres
(terminal point of existing ‘Residents’ Priority’ parking bay) north west from
the north western kerbline of the closure position, thereby revoking the
existing ‘No Waiting at any time’ restrictions from within that said length.
4. Re-defining the boundary of Zone R15SC (Micklegate) Residents’ Priority
Parking Area to exclude the area within the property boundaries of No.’s 95
& 97 Micklegate which is subject of planned redevelopment for residential
purposes thereby removing that area from within the Zone.
A copy of the draft Order, Statement of Reasons for making it and relevant
maps can be inspected at the Reception, West Offices, Station Rise, York,
during normal business hours. Objections or other representations specifying
reasons for the objection or representation should be sent to me in writing to
arrive no later than 4th day of May 2018.
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of
powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act),
made an Order on the 10th day of April 2018 in respect of each of the locations
numbered (1) and (2). Additionally, the Council, not less than 7 days from the
publication of this Notice, intends to make an Order under Section 14(1) of the
Act in respect of each of the locations numbered (3), (4), (5) and (6).
(1) BEECHLANDS, ACASTER MALBIS
This Order prohibits vehicles from proceeding and waiting in Beechlands,
Acaster Malbis between its junctions with Broad Lane and Acaster Lane
(closed road) during the period when works to replace a telegraph pole,
being undertaken thereon, that period commencing at 0800hrs and ending
at 1500hrs on the 17th day of April 2018 (works period) or at a time when the
works have been completed whichever is the earlier. This is to ensure that the
said works can be carried out safely. An alternative route for diverted traffic will
be signed during the works period.
(2) THE VILLAGE, WIGGINTON
This Order prohibits vehicles from proceeding and waiting in The Village,
Wigginton between its junction with Church Lane and the eastern property
boundary line of The Black Horse Public House (closed road) during the
period when water works being undertaken thereon, that period commencing
at 0800hrs and ending at 1200hrs on the 15th day of April 2018 (works period)
or at a time when the works have been completed whichever is the earlier. This
is to ensure that the said works can be carried out safely.
An alternative route for diverted traffic will be signed during the works period.
(3) MANOR LANE, YORK
This Order prohibits vehicles from proceeding and waiting in Manor Lane, York
between its junctions with A19 (Shipton Road) and Shipton Road Service road
(closed road) during the period commencing at 0915hrs on the 23rd day of
April 2018 and ending at 1600hrs on the 24th day of April 2018 (works period)
or at time when carriageway resurfacing works being undertaken thereon,
have been completed whichever is the earlier. This is to ensure that the said
works can be carried out safely. An alternative route for diverted traffic will be
signed during the works period.
(4) FOSSGATE, YORK
This Order will prohibit pedestrians and vehicles from proceeding and waiting
in Fossgate, York (closed road) during the period commencing at 0700hrs and
ending at 1600hrs on the 29th day of April 2018 (works period) or at time when
works to erect a banner sign is being undertaken by crane operation from the
closed road has been completed whichever is the earlier. This is to ensure that
the said works can be carried out safely. Additionally, the ‘ONE WAY’ direction
of traffic flow in Fossgate is suspended during the period of physical closure
to allow two-way traffic flow in the said road when the closure is put into effect.
(5) FOSSBANK SLIP ROAD, YORK
This Order will prohibit vehicles from proceeding and waiting in the Fossbank
Slip Road which connects Fossbank to Jewbury (closed road) during the period
commencing at 2100hrs on the 30th day of April 2018 and ending at 0600hrs
on the 4th day of May 2018 (works period) or at time when sewer works being
undertaken thereon, have been completed whichever is the earlier. This is
to ensure that the said works can be carried out safely. It is envisaged that
the works and closure will only be put into effect during an overnight period,
between 2100hrs and 0600hrs on each night during the works period. An
alternative route for diverted traffic will be signed during the works period.
(6) KINGS STREET & QUEEN STAITH, YORK
This Order will prohibit vehicles from proceeding and waiting in (i) King Street,
York and (ii) Queens Staith, York (closed road) during the period commencing
at 0001hrs on the 1st day of May 2018 and ending at 2400hrs on the 4th
day of May 2018 (works period) or at time when flood defence works being
undertaken thereon have been completed whichever is the earlier. This is to
ensure that the said works can be carried out safely. It is envisaged that the
works will be undertaken in 2 phases during the works period. An alternative
route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor
will they prohibit access to premises provided that access is not prevented
by on-going works or safety concerns. Traffic signs/barriers will indicate the
extent of the prohibitions/restrictions.
