CITY OF YORK COUNCIL NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/28) TRAFFIC ORDER 2017

Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:


1. Introducing a 24 hour Monday to Sunday 'Residents' Priority' parking bays providing unlimited parking for R44 Permit Holders and 10 minutes parking for non permit holders on the north east side of Union Terrace, York between points 5 and 27 metres north west from the projected north western kerbline of Clarence Street. Thereby revoking the existing 'No Waiting at any time' restrictions and joint 'Residents' Priority'/Pay and Display parking bay from within that said length.

2. Introducing a 24 hour Monday to Sunday loading bay on the north east side of Union Terrace, York between points 27 and 36.8 metres north west from the projected north western kerbline of Clarence Street. Thereby revoking the existing joint 'Residents' Priority'/Pay and Display parking bay and 'No Waiting at any time' restrictions from within that said length.

3. Introducing 'No Waiting at any time' restrictions on both sides of Union Terrace, York from the projected north western kerbline on Union Terrace north westfor the remainder of its length.

4. Extension of existing Disabled Person's (Blue Badge) Parking Place on the south west side of Walmgate, York between points 313.3 and 315 metres south east from the projected centreline of St Deny's Road. Thereby revoking the existing joint 'Residents' Priority'/Pay and Display parking bay from within that said length.

5. Extension of existing 'Residents' Priority'/Pay and Display parking bay on the south west side of Walmgate, York between points 298.3 and 300 metres south east from the projected centreline of St Deny's Road. Thereby revoking the existing 'No Waiting at any time' restrictions from within that said length.

6. Revocation of 'No Waiting at any time' restrictions on the south side of Grosvenor Road between the projected western property boundary line of No 16 Grosvenor Park and a point 4 metres west of the said line.

7. Re-defining the boundary of Zone R30 (LAYERTHORPE) Residents' Priority Parking Area to exclude that area within the development boundary area of No. 31A Hawthorn Grove which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone.

8. Re-defining the boundary of Zone R12 (MARYGATE) Residents' Priority Parking Area to exclude that area of Marygate Landing, Marygate which is subject of obstructive parking which restricts planned flood defence operation from been undertaken thereby removing that area from within the Zone.

9. Introducing "Restricted Parking Zone" on Marygate Landing, Marygate York, between the projected northern propertyboundaryline ofThe Boathouse, Marygate south for the remainder of its length to be identified as Zone P2.

10. Restricting lengths of Marygate, York within the proposed "Restricted Parking Zone" at paragraph 9 as 'No Waiting at any time' restrictions the said lengths being identifiable by the placement of upright traffic signs at the zone entry and repeater signs along the lengths of restricted roads (as opposed to the placement of road markings adjacent to the kerb).

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 20th day of October 2017.

NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (No 14/27) TRAFFIC ORDER 2017 - CORRECTION TO PUBLISHED NOTICE
Paragraph 5 of the above Notice of Proposals published in The Press and On-Street on 18th August 2017 erroneously referred to the proposed re-defining of the 'Residents' Priority' Parking for the R58 Zone to include the residential properties numbered 156 to 274 Bishopthorpe Road. The addresses subject of proposed re-defining should have read the residential properties numbered 156 to 274 (even only) Bishopthorpe Road and the said Notice of Proposals should be read accordingly.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) and 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 25th day of September 2017 continuing in force the restrictions in respect of the location numbered (1) and on the said date in exercise of powers under Section 14(1) of the Act made an Order in respect of each of the locations numbered (2), (3), (4), (5), (6), (7) and (8). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of the location numbered (9).
(1) A19 & FORDLANDS ROAD, YORK This Order continuing in force The York (A19 & Fordlands Road) (Temporary Traffic Restrictions) Order 2016 (original Order) that Order having an expiry date on the 30th day of September 2017. This is necessary to ensure that carriageway construction works being undertaken thereon can continue to be carried out safely. The effect of the Order is to continue in force the prohibition on pedestrians and vehicles from proceeding in the footway on (i) A19 (Main Street, Fulford/Selby Road, York) York, between its junction with Fordlands Road and the north eastern property boundary line of Stonebridge House and (ii) Fordlands Road, York, between the projected northern property boundary line of No. 151 Main Street, Fulford and a point 120 metres south of the said line (closed footpaths) during the period commencing at 0001 hours on the 1st day of October 2017 and ending at 2400hrs on the 31st day of January 2018 (works period) or at the end of the works period whichever is the earlier. During the works period an alternative route for diverted pedestrians and vehicles will be signed. It is envisaged that the restriction will only be put into effect on the eastern footpath of the A19 during the works period.
(2) MILLFIELD LANE, NETHER POPPLETON This Order prohibits vehicles from proceeding through the Nether Poppleton Level Crossing, Millfield Lane, Nether Poppleton (closed road) during the period when track maintenance works are being undertaken thereon that period commencing at 2200hrs on the 30th day of September 2017 and ending at 1000hrs on the 1st day of October 2017 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. The prohibition on traffic (other than local buses) at the junction of Millfield Lane and Low Poppleton Lane will be suspended during the periods when the prohibition at the crossing is put into effect. An alternative route for diverted traffic will be available via Low Poppleton Lane, A59 Boroughbridge Road, A1237 York Outer Ring Road, Link Road between the A1237 and Millfield Lane and vice versa.
(3) MICKLEGATE, YORK
This Order prohibits pedestrians and vehicles from proceeding in the footpath on the north side Micklegate, York between its junctions with George Hudson Street and North Street (closed footpath) during the period when nearby building maintenance works being undertaken by crane operation from the closed footpath, commencing at 0600hrs and ending at 1100hrs on the 1st day of October 2017 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be signed during the works period.
(4) VARIOUS ROADS, YORK This Order prohibits, where necessary, vehicles from proceeding and waiting at any time in the whole or in any length of a road listed in the schedule below (restricted roads) between such times and on such dates during the validity of the Order as shall be determined bythe Council in order tosafelyand effectivelycarryout carriageway resurfacing works. Relevant times and dates will be notified in writing to occupiers of premises adjacent to a restricted road not less than 48 hours before the said prohibition comes into effect in that road. The Order will commence on 2nd dayofOctober 2017 and expire on 22nd dayofOctober 2017 or when all works have been completed whichever is the earlier. An alternative route for diverted traffic for the respective locations will be signed where applicable/appropriate. It is envisaged that the works at each location will be undertaken between the dates listed in the Schedule below and with the except of Usher Lane, Moorlands Road, Leeman Road and Heworth Road will be undertaken between 8.30am and 6.00pm during the validity of the Order. In Usher Lane, Moorlands Road and Leeman Road itis envisaged thatthe works will be undertaken between 7.00pm and 11.00pm, with the works on Heworth Road been undertaken between 8.00am and 8.00pm.

(5) UNION TERRACE, YORK
This Order prohibits vehicles from proceeding and waiting in Union Terrace, York between its junction with Clarence Street and the projected northern property boundary line of No. 98 Union Terrace (closed road) during the period when highway improvement works being undertaken thereon that period commencing at 0001hrs on the 2nd day of October 2017 and ending at 2400hrs on the 30th dayof October 2017 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(6) LENDAL, YORK
This Order prohibits pedestrians and vehicles from proceeding in the footpath on the south west side of Lendal, York between the projected south eastern property boundary lines of No.'s 12 and 16 Lendal (closed footpath) during the period when electricity works being undertaken thereon, commencing at 0001hrs on the 2nd day of October 2017 and ending at 2400hrs on the 4th day of October 2017 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period.
(7) ALLERTON DRIVE, NETHER POPPLETON This Order prohibits vehicles from proceeding and waiting in Allerton Drive, Nether Poppleton between its junctions with Nether Way and Montague Walk (closed road) during the period when water works being undertaken thereon that period commencing at 0001hrs and ending at 2400hrs on the 5th day of October 2017 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(8) NEW WALK & BLUE BRIDGE, YORK This Order prohibits pedestrians and vehicles from proceeding in (i) New Walk, York between Blue Bridge (footbridge) and a point 305 metres north west of the footbridge (ii) Blue Bridge (footbridge), York (closed footpath/cycle path) during the period when footpath resurfacing and bridge repair works being undertaken thereon that period commencing at 0930hrs on the 2nd day of October 2017 and ending at 2400hrs on the 22nd day of October 2017 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be signed during the works period.
(9) OSBALDWICK VILLAGE, OSBALDWICK This Order will prohibit vehicles from proceeding and waiting in Osbaldwick Village, Osbaldwick between its junctions with Osbaldwick Lane and Moat Field (closed road) during the period commencing at 0001hrs on 16th day of October and ending at 2400hrs on the 20th day of October 2017 (works period) or at time when carriageway reconstruction works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
