NOTICE OF MAKING THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/19) TRAFFIC ORDER 2017

NOTICE OF MAKING THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/19) TRAFFIC ORDER 2017 Notice is hereby given that on the 16th day of February 2017 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

1. Introducing 'No Waiting at any time' restrictions in York as follows:



(a) Holgate Road, on the north side, between a point 20.5 metres east from the projected centreline of St Paul's Square and a point 34 metres east of the said line;



(b) Holgate Road, on the south side, between points 128 metres east of the projected centreline of Wilton Rise (terminal point of existing 'No Waiting at any time' restrictions) and a point 13 metres west of projected centreline of the entrance to Holly Bank House (terminal point of existing 'No Waiting at any time' restrictions);



(c) Holgate Road, on the south side, between a point 23 metres west of the projected eastern kerbline of Holgate Bridge Gardens and a point 60 metres west of the said line;



(d) Bishopthorpe Road, on its west side, between a point 23.5 metres north of the projected centreline of Campleshon Road and a point 17 metres south of the said line;



(e) Campleshon Road, on its north side, from the projected western kerbline of Bishopthorpe Road west for 35.5 metres;



(f) Campleshon Road, on its south side, from the projected western kerbline of Bishopthorpe Road west for 19.5 metres.



2. Introducing a Residents' Priority Parking Zone for all classes of Residents' Priority Permit Holders within Holgate Road, York to include properties 99, 101, 103, 105, 106, 107, 109, 110, 111, 112, 114, 116, 118, 120 and 122 Holgate Road, that Zone to be



identifiable as Zone R60 Holgate Central.

3. Introducing 24 hour Zone R60 'Residents' Priority' parking places in Holgate Road, York to provide unlimited parking for R60 Household Permit holders and 10 minute limited parking for 'Non-Permit' holders with a 60 minutes No Return' period on its south side between a point 16.5 metres east of the projected centreline of the entrance to Holly Bank House and a point 60 metres west of the western kerbline of Holgate Bridge Gardens. Thereby revoking existing 'No Waiting at any time' restrictions between points 16.5 metres and 30 metres east of the projected centreline of the entrance to Holly Bank House.



4. Introducing 24 hour Zone R60 Residents' Priority "Community" Parking Places in Holgate Road to provide unlimited parking for all classes of R60 Permit holders and 90 minutes limited parking for 'Non-Permit' holders with a 60 minutes No Return' period the said lengths being on the north side, between a point 34 metres east from the projected centreline of St Paul's Square and a point 86 metres east of the said line.



The Order comes into effect on 27th day of February 2017.

A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.

TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 16th day of February 2017 in respect of each of the locations numbered (1), (2), (3), (4), (5), (6) and (7). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (8), (9), (10) and (11).

(1) FOURTH AVENUE & FIFTH AVENUE, YORK

This Order prohibits vehicles from proceeding and waiting in that length of (i) Fourth Avenue, York between its junctions with Fifth Avenue and Seventh Avenue and (ii) Fifth Avenue, York between its junctions with Fourth Avenue and Harcourt Street (closed road) during the period when carriageway resurfacing works being undertaken thereon that period commencing at 0001hrs on 20th day of February 2017 and ending at 2400hrs on the 28th day of May 2017 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition will be put into effect in phases and only one road will be closed at any one time during the works period. An alternative route for diverted traffic will be signed during the works period.

(2) YORK ROAD LEVEL CROSSING, HAXBY This Order prohibits vehicles from proceeding through the York Road Level Crossing on Haxby Road, Haxby (closed road) during the period when track maintenance works are being undertaken thereon that period commencing at 2230hrs on the 25th day of February 2017 and ending at 1200hrs on the 19th day of March 2017 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Haxby Road, A1237, B1363, Mill Lane, The Village, York Road and vice versa. It is envisaged that the closure will only be put into effect during overnight periods, on the following times and dates:

2230hrs on Saturday 25th February till 1200hrs on Sunday 26th February; 2230hrs on Saturday 4th March till 1200hrs on Sunday 5th March; 2230hrs on Saturday 11 th March till 1200hrs on Sunday 12th March; 2230hrs on Saturday 18th March till 1200hrs on Sunday 19th March.

(3) PECKITT STREET, YORK

This Order prohibits vehicles from proceeding and waiting in Peckitt Street, York between the north eastern property boundary line of No. 8 Peckitt Street south west for the remainder of its length (closed road) during the period when nearby demolition works being undertaken adjacent to the closed road that period commencing at 0001hrs on the 27th day of February 2017 and ending at 2400hrs on the 3rd day of March 2017 (works period) or at a time and date when the works have been completed whichever is

the earlier. This is to ensure that the said works can be carried out safely. No alternative route will be available during the works period.

(4) POPPLETON STATION LEVEL CROSSING, UPPER POPPLETON

This Order prohibits vehicles from proceeding through the Poppleton Station Level Crossing on Station Road, Upper Poppleton (closed road) during the period when track maintenance works are being undertaken thereon that period commencing at 2230hrs on the 19th day of February 2017 and ending at 0630hrs on the 20th day of February 2017 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Station Road, Long Ridge Lane, Millfield Lane, A1237, Boroughbridge Road (A59), Station Road and vice versa.

(5) BEDERN, YORK

This Order prohibits pedestrians and vehicles from proceeding in Bedern, York (closed road) during the period when electricity works being undertaken thereon that period commencing at 0001hrs on the 22nd day of February 2017 and ending at 2400hrs on the 1st day of March 2017 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route will be available during the works period.

(6) REAR ALLEYWAY TO ROSSLYN STREET, YORK This Order prohibits vehicles from proceeding in the rear alleyway to properties No. 1-31 Rosslyn Street, York (closed road) during the period when utility installation works being undertaken thereon that period commencing at 0001hrs on the 22nd day of February 2017 and ending at 2400hrs on the 17th day of March 2017 (works period) or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route will be available during the works period.

(7) SWINEGATE, YORK

This Order prohibits vehicles from proceeding and waiting in Swinegate, York (closed road) during the period when footway resurfacing works being undertaken thereon that period commencing at 1030hrs 27th day of February 2017 and ending at 1700hrs on the 31st day of March 2017 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in Swinegate and Grape Lane is suspended during the period of physical closure to allow two-way traffic flow in the said road when the closure is put into effect. It is envisaged that the prohibition will only be put into effect between 1030hrs - 1700hrs Monday to Friday during the works period. An alternative route for diverted traffic will be available during the works period.

(8) HEMPLAND LANE, YORK



This Order will prohibit pedestrians and vehicles from proceeding in the footway on the south western side of Hempland Lane, York between the north western propertyboundary line of No. 66 Hempland Lane and a point 65 metres south east of the said property boundary line (closed footpath) during the period commencing at 0001hrs on the 27th day of February 2017 and ending at 2400hrs on the 17th day of March 2017 (works period) or on a date when footway reconstruction works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period.

(9) OUTGANG LANE, YORK



This Order will prohibit vehicles from proceeding and waiting in Outgang Lane (closed road) during the period commencing at 2000hrs on the 6th day of March 2017 and ending at 2400hrs on the 11 th day of March 2017 (work period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition will only be put into effect between 2000hrs and 0600hrs during the works period. No alternative route will be available during the works period.

(10) WIGGINTON ROAD, YORK This Order will prohibit vehicles from proceeding and waiting in Wigginton Road, York between its junction with Clifton Moor Gate and Bootham Level Crossing (closed road) during the period commencing at 2000hrs on the 6th day of March 2017 and ending at 2400hrs on the 11 th day of March 2017 (work period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition will only be put into effect between 2000hrs and 0600hrs during the works period. An alternative route for diverted traffic will be signed during the works period.

(11) CALF CLOSE, HAXBY This Order will prohibit vehicles from proceeding and waiting in Calf Close, Haxby between its junction with York Road and a point 180 metres east of the said junction (closed road) during the period commencing at 0001hrs on the 6th day of March 2017 and ending at 2400hrs on the 28th day of April 2017 (works period) or at a time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. During the closure period vehicle movements on York Road will be controlled by two-way traffic signals. An alternative route for diverted traffic will be signed during the works period.

The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
