CITY OF YORK COUNCIL NOTICE OF MAKING THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/23) TRAFFIC ORDER 2017 Notice is hereby given that on the 1st day of February 2017 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:
1. Introducing 'No Waiting at any time' restrictions in York as follows:
(a) Holgate Road, on its north side, between points 13 metres (terminal point of existing 'No Waiting at any time' restrictions) and 32 metres (terminal point of existing 'No Waiting at any time' restrictions) west form the projected centreline of Wilton Rise, thereby revoking existing Monday to Friday 9am to 5pm parking place from within that length;

(b) Holgate Road - service road adjacent to the north western boundary of No 154 Holgate Road, on its south east side, between points 13 metres (terminal point of existing 'No Waiting at any time' restrictions) and 16.5 metres north from the projected north eastern kerbline of Holgate Road, thereby revoking existing 'No Waiting' 8am to 6pm restrictions from within that length;

(c) Lawrence Street, on its south side, between the centreline of Farrar Street and a point 8 metres east from the said line,

(d) Lawrence Street, on its south side, between a point 18 metres east from the centreline of Farrar Street and a point 28 metres east from the said line,

(e) Lawrence Street, on its south side, between a point 40 metres east from the centreline of Farrar Street and a point 43 metres east from the said line,

(f) Lawrence Street, on its south side, between a point 64 metres east from the centreline of Farrar Street and a point 73 metres east from the said line,

(g) Lawrence Street, on its south side, between a point 79 metres east from the centreline of Farrar Street and the centreline of Nicholas Gardens

2. Introducing a 24 hour Parking Place in Holgate Road - service road adjacent to the north western boundary of No 154 Holgate Road, on it south east side, between points 16.5 metres and 38 metres north from the projected north eastern kerbline of Holgate Road, the said parking place providing a limited parking period of 180 minutes with a 60 minutes 'No Return' period, thereby revoking existing 'No Waiting' 8am to 6pm restrictions from within that length.

3. Re-defining the boundary of Zone R15 (BISHOPHILL) Residents' Priority Parking Area to exclude that area within the property boundaries of 34 Buckingham Street and 62 Skeldergate which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone.

4. Re-defining the boundary of Zone R22 (DEWSBURY TERRACE) Residents' Priority Parking Area to exclude that area within the property boundary of Oliver House, Bishophill Junior which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone.

5. Introducing 'Residents' Priority' parking provision in Lawrence Street, York on its south side:

(a) between a point 8 metres east from the centreline of Farrar Street and a point 18metres east of the said line,

(b) between a point 28 metres east from the centreline of Farrar Street and a point 40 metres east of the said line.

6. Revoking the 'No Waiting at any time' restrictions, Residents' Priority Parking places, Pay and Display parking place, City Car Club parking place and 'No Waiting Monday to Sunday 8am to 6pm' restrictions on the south side of Lawrence Street between the centrelines of Farrar Street and Nicholas Gardens. The proposed revocation to be replaced with the proposed restrictions in paragraphs 1 (c), (d), (e), (f) and (g), 5, 7 and 8.

7. Introducing Bus Stop Clearways in Lawrence Street, York on its south side, between a point 43 metres east from the centreline of Farrar Street and a point 64 metres east from the said line.

8. Introducing a 24 hour City Car Club parking place in Lawrence Street, York on its south side between a point 73 metres east from the centreline of Farrar Street and a point 79 metres east from the said line.

The Order comes into effect on 3rd day of February 2017.
A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.
NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/24) TRAFFIC ORDER 2017 Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:
Introducing 'No Waiting at any time' restrictions in Holgate Park Drive - Length Adjacent to Network Rail Premises, York, on its:
(a) North west side, from a point 80 metres north east from the south western end of carriageway (terminal point of existing 'No Waiting at any time' restrictions) north east for the remainder of its length;

(b) South east side, from a point 75 metres north east from the south western end of carriageway (terminal point of existing 'No Waiting at any time' restrictions) north east for the remainder of its length.

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 23rd February 2017.
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) and 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 1st day of February 2017 continuing in force the restrictions in respect of the location numbered (1). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (2), (3), (4), (5), (6), (7), (8) and (9).
(1) POTTERY LANE, YORK
This Order continues in force The York (Pottery Lane) (Temporary Traffic Restriction) Order 2016 (original Order) that Order having an expiry date on 3rd February 2017. This is necessary to ensure that sewer works being undertaken thereon can continue
to be carried out safely. The effect of the Order is to continue in force the prohibition on vehicles from proceeding and waiting in that length of Pottery Lane, York between its junctions with Dodsworth Avenue and Saxon Place (closed road) during the period commencing at 0001 hours on the 4th day of February 2017 and ending at 2400hrs on the 17th day of February 2017 or at the end of the works period whichever is the earlier. An alternative route for diverted traffic will be available during the works period.
(2) UNION TERRRACE, YORK
This will Order prohibit pedestrians and vehicles from proceeding in the footway on the north western side of Union Terrace, York between the northern property boundary line of No. 98 Union Terrace and a point 20 metres north east of the propertyboundaryline (closed footpath) during the period commencing at 0001hrs on the 13th day of February 2017 and ending at 2400hrs on the 15th day of February 2017 (works period) or on a date when nearby demolition works being undertaken adjacent to the closed footpath have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period.
(3) STRENSALL NO. 3 LEVEL CROSSING, STRENSALL
This Order will prohibit vehicles from proceeding through the Strensall No. 3 Level Crossing on Lords Moor Lane, Strensall (closed road) during the period commencing at 2330hrs on 15th dayof February2017and ending at0600hrs on the 16th dayofFebruary 2017 (works period) or at time when track maintenance works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via The Village, York Road, Ox Carr Lane, Flaxton Road, Lords Moor Lane and vice versa.
(4) CHERRY STREET, YORK
This Order will prohibit vehicles from proceeding and waiting in Cherry Street, York between its junctions with Darnborough Street and Ebor Street (closed road) during the period commencing at 0800hrs and ending at 2400hrs on the 18th day of February 2017 (works period) or at a time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the prohibition on vehicles proceeding in Cherry Street between points 43 and 44 metres from the highway boundary line on the north side of Vine Street will be suspended during the period when the prohibition is put into effect. An alternative route for diverted traffic will be available during the works period.
(5) FOURTH AVENUE & FIFTH AVENUE, YORK
This Order will prohibit vehicles from proceeding and waiting in that length of (i) Fourth Avenue, York between its junctions with Fifth Avenue and Seventh Avenue and (ii) Fifth Avenue, York between its junctions with Fourth Avenue and Harcourt Street (closed road) during the period commencing at 0001hrs on the 20th day of February 2017 and ending at 2400hrs on the 28th day of May 2017 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is toensure thatthe said workscan be carried outsafely. Itis envisaged that the prohibition will be put into effect in phases and only one road will be closed at any one time during the works period. An alternative route for diverted traffic will be signed during the works period.
(6) CAMPLESHON ROAD, YORK
This Order will prohibit vehicles from proceeding and waiting in that length of Campleshon Road, York between its junctions with Bishopthorpe Road and Albemarle Road (closed road) during the period commencing at 0915hrs on the 15th dayofFebruary 2017 and ending at 2400hrs on the 27th day of February 2017 (work period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(7) STRENSALL NO. 2 LEVEL CROSSING, STRENSALL
This Order will prohibit vehicles from proceeding through the Strensall No. 2 Level Crossing on Moor Lane/Princess Road, Strensall (closed road) during the period commencing at 2300hrs on 18th dayofFebruary2017 and ending at 0900hrs on the 19th day of February 2017 or at time when track maintenance works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Moor Lane, Ox Carr Lane, York Road, Princess Road and vice versa.
(8) YORK ROAD LEVEL CROSSING, HAXBY
This Order will prohibit vehicles from proceeding through the York Road Level Crossing on Haxby Road, Haxby (closed road) during the period commencing at 2230hrs on 25th day of February 2017 and ending at 1200hrs on the 19th day of March 2017 or at time when track maintenance works being undertaken thereon have been completed whichever is the earlier. An alternative route for diverted traffic will be available via York Road, A1237, B1363, Mill Lane, The Village, York Road and vice versa. It is envisaged that the closure will only be put into effect during overnight periods, on the following times and dates:
2230hrs on Saturday 25th February till 1200hrs on Sunday 26th February; 2230hrs on Saturday 4th March till 1200hrs on Sunday 5th March; 2230hrs on Saturday 11 th March till 1200hrs on Sunday 12th March; 2230hrs on Saturday 18th March till 1200hrs on Sunday 19th March.
(9) PECKITT STREET
This Order will prohibit vehicles from proceeding and waiting in Peckitt Street, York between the north eastern property boundary line of No. 8 Peckitt Street south west for the remainder of its length (closed road) during the period commencing at 0001hrs on the 27th day of February 2017 and ending at 2400hrs on the 3rd day of March 2017 (works period) or on a date when nearby demolition works being undertaken adjacent to the closed road have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route will be available during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
