CITY OF YORK COUNCIL NOTICE OF PROPOSALS THE YORK SPEED LIMIT (AMENDMENT) (No 14/9) ORDER 2016
Notice is hereby given that City of York Council, in exercise of powers under Sections 82, 83, 84 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect, of: 1. Introducing a 30 miles per hour (mph) speed limit in that length of the Main Street (C303), Wheldrake, from a point 15 metres south west from the projected centreline of Millfield Industrial Estate (terminal point of existing 30mph speed limit) and a point 35.5 metres south west from the said kerbline, thereby revoking the existing 60 mph (national) speed limit within that length. 2. introducing a 40 mph speed limit in that length of: (i) Bland Lane, Knapton, between a point 48 metres south from the projected southern highway boundary line of Lowfield Lane (terminal point of existing 30mph speed limit) and its junction with Wetherby Road (B1224), thereby revoking the existing 60 mph (national) speed limit within that length; (ii) Heslington Lane (C293), Heslington/Fulford, between a point 20 metres east from the projected eastern boundary line of Mitchel's Lane and a point 50 metres east from the said boundary line (terminal point of existing 40mph speed limit), thereby revoking the existing statutory 30 mph speed limit within that length; (iii) Sandy Lane (C95), Stockton on the Forest, between points 42.5 metres and 290 metres south west from the projected eastern kerbline of Hazel Bush Lane, thereby revoking the existing 30mph/60 mph speed limit within that length; (iv) Wetherby Road (B1224), Rufforth/Knapton, between a point 56 metres west from the projected western property boundary line of No. 134 Wetherby Road and a point 37 metres east from the centre of the roundabout at its junction with the York Outer Ring Road (A1237), thereby revoking the existing 60 mph (national) speed limit within that length. 3. Revoking the 30 mph speed limit in that length of Main Street (C273), Askham Richard,betweenpoints33metresand140metressouthfromtheprojectedsouthern highway boundary line of Buttacre Lane, thereby allowing a statutory 60 mph speed limit to take effect within the said length. 4. Revoking the 40 mph speed limit in thatlength ofHeslington Lane (C293), Heslington/ Fulford, between a point 161 metres west from the projected centreline of Holmefield Lane and a point 208 metres west of the said centreline, thereby allowing a statutory 30mph speed limit to take effect within the said length by virtue of the standard of street lighting provision. A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 16th December 2016. TEMPORARY TRAFFIC RESTRICTIONS NoticeisherebygiventhatCityofYorkCouncil(theCouncil),inexerciseofpowersunder Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 24th day of November 2016 in respect of each of the locations numbered (1) and (2). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (3) and (4). (1) HAXBY STATION LEVEL CROSSING, HAXBY This Order prohibits vehicles from proceeding through the HaxbyStation Level Crossing on Station Road, Haxby (closed road) during the period when track maintenance works are being undertaken thereon that period commencing at 0930hrs and ending at 1430hrs on the 29th day of November 2016 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Station Road, Towthorpe Road, Strensall Road, A1237, York Road, Station Road and vice versa. (2) A1237, YORK This Order prohibits vehicles from proceeding and waiting in the lay-by on the south side of the A1237 between points 425 metres and 537 metres north east of the roundabout controlled junction of A1237 and Clifton Moorgate (closed lay-by) during the period when tree felling work being undertaken thereon, that period commencing at 0930hrs and ending at1530hrson the 30thdayofNovember 2016 oratatime when theworks have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Traffic signs/barriers will indicate the extent of the prohibition. (3) POPPLETON STATION LEVEL CROSSING, UPPER POPPLETON This Order will prohibit vehicles from proceeding through the Poppleton Station Level Crossing on Station Road, Upper Poppleton (closed road) during the period commencing at 2235hrs on 10th day of December 2016 and ending at 1045hrs on the 11 th day of December 2016 or at time when track maintenance works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Station Road, Long Ridge Lane, Millfield Lane, A1237, Boroughbridge Road (A59), Station Road and vice versa. (4) STRENSALL NO. 2 LEVEL CROSSING, STRENSALL This Order will prohibit vehicles from proceeding through the Strensall No. 2 Level Crossing on Moor Lane/Princess Road, Strensall (closed road) during the period commencing at 2315hrs on 12th day of December 2016 and ending at 0600hrs on the 13th day of December 2016 or at time when track maintenance works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Moor Lane, Ox Carr Lane, York Road, Princess Road and vice versa. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
