'No Waiting at any time' restrictions in Clement Street, York

CITY OF YORK COUNCIL NOTICE OF MAKING THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/18) TRAFFIC ORDER 2016 Notice is hereby given that on the 10th day of November 2016 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of
1. Introducing 'No Waiting at any time' restrictions in Clement Street, York, on its:

(a) north west and south west side, between a point 12 metres south west from the projected south western kerbline of Nunnery Lane (terminal point of existing 'No Waiting at any time' restrictions) for the remainder of its length and the whole of its south west side, thereby revoking the existing Residents' Priority Parking Place and 'No Waiting Monday to Sunday 8.00am to 6.00pm' restriction from within that length,

(b) south east side, between a point 22.5 metres south west from the projected south western kerbline of Nunnery Lane for the remainder of its length, thereby revoking the existing 'No Waiting Monday to Sunday 8.00am to 6.00pm' restriction from within that length;

2. Amending 'Operative Hours' of Residents' Priority Parking Place in Clement Street, on its south east side, between points 5 metres and 18.5 metres south west from the projected south western kerbline of Nunnery Lane, to introduce a 24 hour 'Residents Priority' parking provision with a 60 minute initial period for R16 permit holders, there by revoking the existing 'Monday to Sunday 8.00am to 6.00pm' Residents' Priority Parking Place from within that length;

3. Introducing a 24 hour Residents' Priority Parking Place in York with a 60 minute initial period for R16 permit holders, as follows:

(a) Clement Street, on its south east side, between points 18.5 metres and 22.5 metres south west from the projected south western kerbline of Nunnery Lane, thereby revoking the existing 'No Waiting Monday to Sunday 8.00am to 6.00pm' restriction from within that length,

(b) Custance Walk, on its south east side, between points 9.5 metres and 19.5 metres south west from the projected south western kerbline of St Benedict Road, thereby revoking the existing 'No Waiting at any time' restriction from within that length,

(c) St Benedict Road, south east side, between the projected south western property boundary line of No. 51 Nunnery Lane and a point 5 metres north east of the said line, thereby revoking the existing 'No Waiting at any time' restriction from within that length;

4. introducing a Residents' Priority Parking Zone (Zone) for all classes of Residents' Priority Permit Holder comprising of Trentholme Drive, York from the projected north western property boundary line of No. 145 The Mount for the remainder of its length the said Zone to be identified as Zone 59, that Zone to include properties adjacent to and having direct private access to the said road;

5. designating those existing unrestricted lengths of Trentholme Drive, York within the proposed Zone described in paragraph 4 as a Residents' Priority Parking Zone for use only by Zone R59 'Permit Holders' thereby providing 9am - 5pm Monday to Sunday unlimited parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb);

6. Re-defining 'Residents' Priority' parking area thereby bringing within the R58 zone the residential properties numbered 1 to 15 Cameron Walker Grove and the 2 hour limited parking bay on the east side of Bishopthorpe Road between a point 14 metres south from the projected centreline of Aldreth Grove and a point 14 metres north from the projected centreline of Cameron Grove.

The Order comes into effect on 14th day of November 2016.
A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 10th day of November 2016 in respect of each of the locations numbered (1),
(2), (3) and (4).
(1) STATION RISE, YORK
This Order prohibits vehicles from proceeding and waiting in Station Rise, York between its junction with Station Road and a point 20 metres south east of the said junction (closed road) during the period when carriageway remedial works being undertaken thereon that period commencing at 0001hrs on the 14th day of November 2016 and ending at 2400hrs on the 25th day of November 2016 (works period) or on a date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period.
(2) BURTON STONE LANE, YORK
This Order prohibits vehicles from proceeding and waiting in Burton Stone Lane, York between its junctions with Clifton and Grosvenor Road (closed road) during the period when water works being undertaken thereon that period commencing at 0001hrs on the 14th day of November 2016 and ending at 2400hrs on the 20th day of November 2016 (works period) or on a date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(3) MILLFIELD LANE, NETHER POPPLETON This Order prohibits vehicles from proceeding through the Nether Poppleton Level Crossing, Millfield Lane, Nether Poppleton (closed road) during the period when track maintenance works are being undertaken thereon that period commencing at 2200hrs on the 15th day of November 2016 and ending at 0700hrs on the 16th day of November 2016 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. The prohibition on traffic (other than local buses) at the junction of Millfield Lane and Low Poppleton Lane will be suspended during the periods when the prohibition at the crossing is put into effect. An alternative route for diverted traffic will be available via Low Poppleton Lane, A59 Boroughbridge Road, A1237 York Outer Ring Road, Link Road between the A1237 and Millfield Lane and vice versa.
(4) WALMGATE, YORK
This Order prohibits pedestrians and vehicles from proceeding in the footway on the south side of Walmgate, York between the respective northern property boundaries of No.'s 29 and 35 Walmgate (closed footpath) during the period when telecommunication works being undertaken thereon that period commencing at 0001hrs on the 12th day of November 2016 and ending at 2400hrs on the 22nd day of November 2016 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
