TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 15"1 day of April 2021 in respect of the locations numbered (1), (2) and (3). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of the locations numbered (4) and (5).
HIGHLANDS AVENUE. YORK
This Order prohibits pedestrians and vehicles from proceeding along that length of footpath connecting Highlands Avenue to York Road, Strensall (closed footpath) during the period when power grid works being undertaken thereon, commencing at 0001 hrs on the 3rd day of May 2021 and ending at 2359hrs on the 28th day of May 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely.
(21 WELLINGTON ROW. YORK This Order prohibits vehicles from proceeding and waiting in that length of road on Wellington Row, York between the junction with Tanner's Row and a location 32 metres North of said junction (closed road) during the period when flood defence works are being undertaken thereon, commencing at 0001 hrs on the 4th day of May 2021 and ending at 2359hrs on the 3rd day of August 2021 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely.
(31 LOWER FRIARGATE. YORK
This Order prohibits vehicles from proceeding and waiting in that length of road on Lower Friargate, York between the junction with Clifford Street, York and a position approximately 40 metres South West of said junction (closed road) during the period when broadband network works are being undertaken thereon, commencing at 0800hrs on the 4th day of May 2021 and ending at 1800hrs on the 6th day of May 2021 (works period) or at a time when the works have been completed, whichever is the earlier. This is to ensure that the said works can be carried out safely.
Additionally, the 'ONE WAY' direction of traffic flow in King's Staith and Lower Friargate are suspended during the period of physical closure to allow two-way traffic flow in the said roads and the 'ONE WAY' direction of travel in Cumberland Street is reversed to allow vehicles to travel in a north easterly direction when the closure is put into effect.
(41 A19 SHIPTON ROAD. YORK
This Order will prohibit vehicles from (i) making a right hand turn from A19 Shipton Road (southbound) into the Rawcliffe Bar Park & Ride Access Road and (ii) making a left hand turn from Rawcliffe Bar Park & Ride Access Road into A19 Shipton Road and (Mi) making a right hand turn from Rawcliffe Bar Park & Ride Access Road into A19 Shipton Road and (iv) making a left hand turn from A19 Shipton Road (northbound) into the Rawcliffe Bar Park & Ride Access Road (restricted vehicle movements), during the period commencing at 0001 hrs on the 10th day of May 2021 and ending at 2359hrs on the 11th day of June 2021 (works period) or at time when traffic signal improvement works being undertaken nearby have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely.
Additionally, (a) parking suspensions will be in place on both sides of Old Shipton Road between locations approximately 191 metres north of the junction with Howard Drive and 157metres south of the junction with Manor Lane during the works period and (b) the A19 Shipton Road (northbound) bus lane will be closed between the junction with the Rawcliffe Bar Park and Ride access road and a location approximately 87 metres south of said junction and (c) the footpath adjacent to the aforementioned bus lane will be closed and (d) footpaths on the east side of A19 Shipton Road between locations approximately 177metres north of the junction with Howard Drive and 155metres south of the junction with Manor Lane will be closed and (e) the footpath connecting A19 Shipton Road and Old Shipton Road in front of No.s 244 - 246 Old Shipton Road will be closed. An alternative route for diverted vehicles and pedestrians will be available during the works period.
(51 PATRICK POOL. YORK This Order will revoke exemptions B, G, J, 6 & 114 set out below from the York Traffic Management Order 2018 for Patrick Pool, York (restricted road) to allow for pavement cafe activities to be undertaken thereon, commencing at 0001 hrs on the 14th day of May 2021 and ending at 2359hrs on the 30th day of September 2022 (event period). This is to ensure that the said activities can be carried out safely.
B
A Vehicle being used for fire brigade, ambulance or police purposes. A Vehicle proceeding upon the direction or with the permission of a police constable in uniform or a traffic warden or proceeding with the permission of the Council's Head of Traffic or a person authorised to grant such permission on behalf of the Council's Head of Traffic.
A Vehicle being used for Works or in accordance with the conditions of a Skip Licence. A Vehicle being used in the service of a local authority, water authority or statutory undertaker in the exercise of statutory powers or duties.

A Vehicle being used in connection with Medical Requirements. A Vehicle being used at premises situate on or adjacent to that road in connection with a wedding or funeral provided such Vehicle is not a Heavy Goods Vehicle, is not constructed or adapted to carry more than 16 seated passengers excluding the driver and, notwithstanding its seating capacity, it is not a Local Bus
J
A Handcart used in accordance with a Market Access Permit. A Specialist Vehicle or a Non-motorised Vehicle not being:
(a) a Pedal Cycle being pushed; or

(b) a Handcart.

A Motor Vehicle when displaying a Valid "Shamble Market Area" Permit.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/ barriers will indicate the extent of the prohibitions/restrictions.
