THE YORK PARKING. STOPPING AND WAITING (AMENDMENT) (NO 14/411 TRAFFIC ORDER 2020

Notice is hereby given that on the 14th day of May 2020 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

1. Introducing 'No Waiting at any time' restrictions In York as follows:



(a) Bar Lane, on Its south west side, between points 1 metre (terminal point of existing 'No Waiting at any time' restrictions) and 11 metres north west from the projected north western highway boundary line fronting No's 146 and 150 Micklegate, thereby revoking the existing 'No Waiting 8am to 6pm' restrictions from within that said length,



(b) Fulford Cross, York, on its south side, between points 36 metres west from the western kerbline of Fulford Road (terminal point of existing 'No Waiting at any time' restrictions) and 4 metres west from the projected western property boundary line of No. 7 Fulford Cross (terminal point of existing 'No Waiting at any time' restrictions);



(c) Gray Street, on its:



(i) south west side, between points 21 metres and 29 metres north west from the projected north western kerbline of Upper Price Street;



(ii) north east side, between points 5 metres and 29 metres north west from the projected north western kerbline of Upper Price Street



(d) Southlands Road, on Its north side, between points 52 metres and 56 metres (terminal point of existing 'No Waiting at any time' restrictions) east from the projected centreline of Nunmill Street, thereby revoking the existing R36 residents parking bay provision from within that length,



2. Introducing 'No Waiting at any time' restrictions in Huntington, as follows:



(a) Kathryn Avenue, on both sides, the whole length;



(b) Martello Way, on both sides, the whole length.



3. Introducing 'No Waiting from 8am - 5pm Monday to Friday' restrictions in Fulfordgate, Fulford, on Its west side, between points 16 metres and 28 metres south from the southern kerbline of Hesllngton Lane, thereby revoking the existing 'No Waiting at any time' restrictions from within that length;



4. Introducing 'No Waiting from 8.15am - 9.15am and 2.45pm - 3.45pm Monday to Friday' restrictions in Eastholme Drive, Rawcliffe, on its south west side, between the projected north western property boundary line of No. 75 Eastholme Drive and a point 28 metres north west from the projected centreline of Westholme Drive;



5. Introducing a 9am - 5pm Monday-Saturday Parking Places, providing a limited parking period of 60 minutes with a 60 minutes 'No Return' period, on York Road, Acomb, on its south side, between points 41 metres and 51 metres west from the projected centreline of Severus Avenue thereby revoking the existing solo motor cycle parking place from within that length;



6. Introducing 'Residents' Priority' parking bay providing unlimited parking for R5 Permit Holders and 60 minutes for Non Permit Holders on the south west side of Poppleton Road, between points 2 metres north west and 9 metres south east from the projected south eastern property boundary line of No 16 Poppleton Road, thereby revoking the existing 'No Waiting at any time' restrictions from within that length;



7. Introducing 'Residents' Priority' parking bay providing unlimited parking for R30 Permit Holders and 10 minutes for Non Permit Holders on the south west side of Mill Lane, between points 59 metres and 70 metres south east from the projected centreline of John Street, thereby revoking the existing 'No Waiting at any time' restrictions from within that length;



8. Introducing 'Residents' Priority' parking bay providing unlimited parking for R50c Permit Holders and 10 minutes for Non Permit Holders on the south side of Hambleton Terrace, between points 10 metres and 20 metres west from the projected western kerbline of Haxby Road;



9. Re-defining 'Residents' Priority' parking area thereby bringing within the R32 zone Lower Ebor Street, thereby providing unlimited parking for all classes of Residents' Priority Permit Holders in unrestricted lengths of Lower Ebor Street, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb).



10. Re-defining 'Residents' Priority' parking area thereby bringing within the R55 (IRWIN AVENUE & MALTON AVENUE) zone all the residential properties No. 14, 16, 18, 20, 22 and 24 Dodsworth Avenue and the parking place on the north east side of Dodsworth Avenue, York, from the projected north western property boundary line of No. 24 Dodsworth Avenue to a point 20 metres north west from the projected centreline of Irwin Avenue, thereby providing 9am to 5pm Monday-Friday parking for all classes of Residents' Priority Permit Holders;



11. Re-defining 'Residents' Priority' parking area thereby bringing within the R60 (HOLGATE CENTRAL) zone Enfield Crescent between its junction with St Paul's Square and projected south eastern property boundary line of No. 1 Enfield Crescent;



12. Re-defining 'Residents' Priority' parking area thereby bringing within the R63 (DANESMEAD) zone all residential properties Fulford Cross and 254, 256, 258 Fulford Road, thereby providing 9am to 5pm Monday-Friday parking for all classes of Residents' Priority Permit Holders in unrestricted lengths of Fulford Cross, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb);



13. Introducing Disabled Person's (Blue Badge) Parking Place on the north side of Fulford Cross, York between points 37.4 metres and 44 metres west of the western kerbline of Fulford Road, thereby revoking the existing 'No Waiting at any time' restrictions;



14. Introducing Disabled Person's (Blue Badge) Parking Place with operative hours from 11am to 6pm daily in Piccadilly, York, on its west side, between points 21 and 35 metres north west from the projected south eastern property boundary line of No 20 Piccadilly.



15. Introducing Disabled Person's (Blue Badge) Parking Place with operative hours from 11am to 6am (overnight) daily in Piccadilly, York, on its east side, between points 121 and 162 metres north from the projected north western kerbline of Merchangate.



16. Introducing loading bay in Kathryn Avenue, Huntington, on its:



(a) west side, from the projected northern property boundary line of the Community Stadium to a point 69 metres south of the said line;



(b) south side, between a points 21 metres west of the projected centreline of the access road to the Community Stadium Car Park North and 54 metres east of the said line.



17. Introducing a loading bay with operative hours from 6am to 11am daily in Piccadilly, York on its:



(a) west side, between points 21 and 35 metres north west from the projected south eastern property boundary line of No 20 Piccadilly, thereby revoking existing 'No Waiting at any time' restrictions from within that length;



(b) east side, between points 121 and 162 metres north from the projected north western kerbline of Merchangate, thereby revoking existing 'No Waiting 8am to 6pm' restriction and 6pm to 8am overnight pay and display restrictions from within that length.



18. Introducing "Restricted Parking Zone" in Mill Lane, Askham Bryan, between the projected north eastern kerbline of Askham Fields Lane east for the remainder of its length to be identified as Zone P3;



19. Restricting that length of Mill Lane, Askham Bryan within the proposed "Restricted Parking Zone" at paragraph 22 as 'No Waiting at any time' restrictions the said lengths being identifiable by the placement of upright traffic signs at the zone entry and repeater signs along the lengths of restricted roads (as opposed to the placement of road markings adjacent to the kerb);



20. Amending 'Operative Hours' of 'No Waiting Monday-Saturday 8am to 6pm' restrictions in York, as folllows:



(a) Navigation Road, on its east side, from the projected centreline of Margaret Street north for the remainder of its length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,



(b) Navigation Road, on its south side, from a point 25 metres west from the projected western kerbline of Foss Islands Road and west for the remainder of its length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,



(c) Navigation Road, on its north side, from a point 105 metres west from the projected western kerbline of Foss Islands Road west for the remainder of its length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,



(d) Navigation Road, on its west side, between points 11 metres and 51 metres north from the projected centreline of Margaret Street, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,



(e) Navigation Road, on its west side, from a point 101 metres north from the projected centreline of Margaret Street north for the remainder of its length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,



(f) Percy's Lane, on its north side, from the projected western highway boundary line of Paver Lane east for 13 metres and west for 20 metres, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,



(g) Percy's Lane, on its north side, from a point 39 metres east from the projected western highway boundary line of Paver Lane, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,



(h) Percy's Lane, on its south side, from the projected western highway boundary line of Paver Lane east for the remainder of its length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,



21. Amending 'Operative Hours' of 'Residents Priority' parking provision in Zone R34, as follows:



(a) Avenue Road, on its north east side, between points 16 metres and 67 metres from the projected north western kerbline of Burton Stone Lane,



(b) Grosvenor Road, on its south side, between points 49 metres and 62 metres west from the projected western property boundary line of No 16 Grosvenor Park,



so that the 'Residents Priority' parking is amended from providing unrestricted parking for Zone R34 Permit Holders with a 60 minutes maximum period of stay for Non Permit Holder to providing unrestricted parking for Zone R34 Permit Holders with a 10 minutes maximum period of stay for Non Permit Holders;

22. Amending 'Operative Hours' of 'Residents Priority' parking provision in Zone R35, as follows:



(a) Bootham Crescent, on its north west side, between points 6 metres and 42 metres from the highway boundary line on the north east side of Bootham,



(b) Bootham Crescent, on its north west side, between points 47 metres and 87 metres from the highway boundary line on the north east side of Bootham



(c) Grosvenor Terrace, on its north west side, between points 7 metres and 53 metres north east from the highway boundary line on the north east side of Bootham,



(d) Grosvenor Terrace, on its north west side, between points 65 metres and 85 metres north east from the highway boundary line on the north east side of Bootham,



so that the 'Residents Priority' parking is extended from 9am to 5pm Monday-Saturday with a 60 minutes maximum period of stay for Non Permit Holders so that it applies at all times thereby providing unrestricted parking for Zone R35 Permit Holders with a 10 minutes maximum period of stay for Non Permit Holders; THE YORK TRAFFIC MANAGEMENT (AMENDMENT! (NO 14/81 ORDER 2020

Notice is hereby given that on the 14th day of May 2020 City of York Council, in exercise of powers under Sections 1, 2, 4 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

1. Introducing a restriction on vehicles travelling in a north easterly direction from Community Stadium Car Park South, Huntington making vehicles turn right into Kathryn Avenue, Huntington;



2. Introducing a restriction on vehicles travelling in a south westerly direction from Community Stadium Car Park North, Huntington making vehicles turn left into Kathryn Avenue, Huntington;



3. Introducing in Monks Cross Park and Ride bus pick up road, Huntington, between its southern junction with Martello Way to its northern junction with Martello Way a 24 hour Local Bus Lane for the passage of Local Buses;



4. Amending the vehicle access restrictions in Piccadilly, York between its junction with Merchantgate and Piccadilly to allow a vehicle on which is displayed with a valid disabled person's badge.



THE YORK SPEED LIMIT (AMENDMENT! (No 14/131 ORDER 2020

Notice is hereby given that on the 14th day of May 2020 City of York Council, in exercise of powers under Section 82, 83 and 84 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("The Act") and all of the other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

1. Introducing a 20 miles per hour (mph) speed limit in Martello Way, Huntington, thereby revoking the existing statutory 30 mph speed limit from within that length.



2. Introducing a 20 mph speed limit in Kathryn Avenue, Huntington, thereby revoking the existing statutory 30 mph speed limit from within that length.



The above Orders comes into effect on the 18th day of May 2020

A copy of the Orders incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Orders or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, Make application for that purpose to the High Court. 15th May 2020 Director of Economy and Place
