NOTICE OF PROPOSALS THE YORK PARKING. STOPPING AND WAITING (AMENDMENT* (NO 14/42) TRAFFIC ORDER 2019 Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:
1. Introducing 'No Waiting at any time' restrictions in Pasture Farm Close, Fulford on it northern side, between points 13 metres (terminal point ot existing 'No Waiting at any time' restrictions) and 34 metres west of the western highway boundary line of Main Street, Fulford.

2. Introducing 'No Waiting at any time' restrictions in Huntington, as follows:

(a) Kathryn Avenue, on both sides, the whole length;

(b) Martello Way, on both sides, the whole length.

3. Introducing 'No Waiting at any time' restrictions in York, as follows:

(a) Clifton Green, on its north side, the whole length,

(b) Clifton Green, on its south side;

(i) from its junction with Clifton to a point 44 metres south east from the projected western property boundary line of No. 11 Clifton Green,

(ii) from its junction with Water End to a point 2 metres south east from the projected western property boundary line of No. 11 Clifton Green,

(c) Longfield Terrace, on its north western side:

(i) between the projected south western property boundary line of No. 19 Longfield Terrace and a point 2 metres north east of the said line;

(ii) between points 30 metres and 37 metres north east from the projected south western property boundary line of No. 19 Longfield Terrace;

(iii) between points 96 metres and 98 metres north east from the projected south western property boundary line of No. 19 Longfield Terrace.

4. Introducing a Residents' Priority Parking Zone (Zone) for all classes of Residents' Priority Permit Holder comprising of Pasture Farm Close, Fulford the said Zone to be identified as Zone 64, that Zone to include all properties adjacent to and having direct private access to the said roads.

5. Designating those existing unrestricted lengths of Pasture Farm Close, Fulford within the proposed Zone described in paragraph 3 as a Residents' Priority Parking Zone for use only by Zone R64 'Permit Holders' thereby providing unlimited parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb).

6. Introducing a Residents' Priority Parking Zone (Zone) for all classes of Residents' Priority Permit Holder comprising of Clifton Dale, York, and Clifton Green, on its south side, between points 2 metres and 44 metres south east from the projected western property boundary line of No. 11 Clifton Green the said Zone to be identified as Zone 65, that Zone to include all properties on Clifton Dale, with the exception on No. 1 Clifton Dale, and residential properties numbered 6-14 Clifton Green.

7. Designating those existing unrestricted lengths of Clifton Dale, York within the proposed Zone described in paragraph 5 as a Residents' Priority Parking Zone for use only by Zone R65 'Permit Holders' thereby providing unlimited parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb).

8. Introducing 'Residents' Priority' parking bays providing unlimited parking for R65 Permit Holders on the south side of Clifton Green between points 2 metres and 44 metres south east from the projected western property boundary line of No. 11 Clifton Green.

9. Re-defining 'Residents' Priority' parking area thereby bringing within the R32 zone Lower Ebor Street, thereby providing unlimited parking for all classes of Residents' Priority Permit Holders in unrestricted lengths of Lower Ebor Street, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb).

10. Re-defining 'Residents' Priority' parking area thereby bringing within the R33 zone all the residential properties No. 1 to 19 Longfield Terrace.

11. Introducing 'Residents' Priority' parking bays providing unlimited parking for R33 Permit Holders on the north western side of Longfield Terrace:

(a) between points 2 metres and 30 metres north east from the projected south western property boundary line of No. 19 Longfield Terrace;

(b) between points 37 metres and 96 metres north east from the projected south western property boundary line of No. 19 Longfield Terrace.

12. Introducing a loading bay with operative hours from 6am to 11am daily in Piccadilly, York on its:

(a) west side, between points 21 and 35 metres north west from the projected south eastern property boundary line of No 20 Piccadilly, thereby revoking existing 'No Waiting at any time' restrictions from within that length;
(b) east side, between points 121 and 162 metres north from the projected north western kerbline of Merchantgate, thereby revoking existing 'No Waiting 8am to 6pm' restriction and 6pm to 8am overnight pay and display restrictions from within that length.
13. Introducing Disabled Person's (Blue Badge) Parking Place with operative hours from 11 am to 6pm daily in Piccadilly, York, on its west side, between points 21 and 35 metres north west from the projected south eastern property boundary line of No 20 Piccadilly.

14. Introducing Disabled Person's (Blue Badge) Parking Place with operative hours from 11am to 6am (overnight) daily in Piccadilly, York, on its east side, between points 121 and 162 metres north from the projected north western kerbline of Merchantgate.

15. Introducing loading bay in Kathryn Avenue, Huntington, on its:

(a) west side, from the projected northern property boundary line of the Community Stadium to a point 69 metres south of the said line;

(b) south side, between a points 21 metres west of the projected centreline of the access road to the Community Stadium Car Park North and 54 metres east of the said line.

Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 20th day of December 2019.
THE YORK SPEED LIMIT (AMENDMENT) (No 14/13) ORDER 2019
Notice is hereby given that City of York Council, in exercise of powers under Sections 82, 83, 84 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect, of:
1. Introducing a 20 miles per hour (mph) speed limit in Martello Way, Huntington, thereby revoking the existing statutory 30 mph speed limit from within that length.

2. Introducing a 20 mph speed limit in Kathryn Avenue, Huntington, thereby revoking the existing statutory 30 mph speed limit from within that length.

THE YORK TRAFFIC MANAGEMENT (AMENDMENT) (NO 14/8) ORDER 2019
Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2,4, and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:
1. Introducing a restriction on vehicles travelling in a north easterly direction from Community Stadium Car Park South, Huntington making vehicles turn right into Kathryn Avenue, Huntington;

2. Introducing a restriction on vehicles travelling in a south westerly direction from Community Stadium Car Park North, Huntington making vehicles turn left into Kathryn Avenue, Huntington;

3. Introducing in Monks Cross Park and Ride bus pick up road, Huntington, between its southern junction with Martello Way to its northern junction with Martello Way a 24 hour Local Bus Lane for the passage of Local Buses;

4. Amending the vehicle access restrictions in Piccadilly, York between its junction with Merchantgate and Piccadilly to allow a vehicle on which is displayed with a valid disabled person's badge.

PROPOSED AMENDMENT TO TIME OF OPERATION OF STAND FOR HACKNEY CARRIAGES Notice is hereby given that City of York Council, in exercise of powers under Section 63 Local Government (Miscellaneous Provisions) Act 1976 proposes to: Amend the time of operation from 11am overnight to 6am the following day on a daily basis to 6pm overnight to 6am the following day on a daily basis for the authorised stand for 2 hackney carriages situate on the south west side of Piccadilly, York between points 21 and 35 metres north west from the projected south eastern property boundary line of No 20 Piccadilly. The stand will continue to operate with provision for 2 hackney carriages. A statement outlining the reasons for making the above proposal together with a map identifying that proposal can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 27th day of December 2019. 29th November 2019
