NOTICE OF MAKING THE YORK TRAFFIC MANAGEMENT (AMENDMENT) (NO. 14/7) ORDER 2019
Notice is hereby given that on the 14th day of November 2019 City of York Council ("the Council") in exercise of powers under Sections 1, 2, 3, 4 and Schedule 9 of the Road Traffic Regulation Act 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of police in accordance with Schedule 9 of the Act, made the above (Amendment) Order giving permanent effect to the provisions of The York (Micklegate) (Experimental) Traffic Order 2018 and The York (Central Footstreet Areas) (Experimental) Traffic Order 2018 (Experimental Orders) thereby revoking the said Experimental Orders. The provisions of the Experimental Order which came into effect on the 10th day of December 2018 and 5th day of November
2018 (respectively) and which are being continued on a permanent basis:

(a) Introducing a restriction on vehicles, with the exception of pedal cycles, travelling in a south westerly direction on Micklegate, York between a point 1 metre north east of the north eastern boundary line of Micklegate Bar and the south eastern boundary line of Micklegate Bar;

(b) The introduction of a City Centre Permit, which will be issued by the powers of the Traffic Manager to allow vehicle access into the central footstreet area during the pedestrian period (10.30am - 5pm 7 days a week) in special circumstances;

(c) The amendment of the access restrictions on Church Street from a point 7m south west of its junction with St Sampson's Square south west for the remainder of its length; Coney Street, Davygate; Feasegate, Finkle Street; High Ousegate; Market Street; New Street; Parliament Street; Peter Lane; St Helen's Square on its south west side between its junction with Coney Street and the projected northern property boundary of The Mansion House; St Sampson Square from a point 7 metres north west of its junction with Church Street north west for the remainder of its length and Spurriergate; to restrict vehicles displaying a valid Disabled Person's Badge which is being used in connection with the conveyance of a Disabled Person from using the said roads/lengths of roads during the pedestrian period (10.30am - 5pm 7 days a week);

(d) The amendment of the access restrictions on Church Street between its junction with King's Square and a point 7m south west of its junction with St Sampson's Square and St Sampson's Square from its junction with Church Street and a point 7 metres north west of the said junction to allow vehicles displaying a valid Disabled Person's Badge which is being used in connection with the conveyance of a Disabled Person to use the said lengths of roads during the pedestrian period (10.30am - 5pm 7 days a week).

The Order comes into effect on the 16th day of November 2019. A copy of the (Amendment) Order, statement of reasons for making the provisions contained within it and map showing the lengths of road affected may be inspected at the City of York Council Reception West Offices, Station Rise, York, YOl 6GA during normal business hours. Any person who wishes to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 as amended or that a requirement of any regulations thereunder has not been complied with may, within 6 weeks from the commencement date of the Order, make application for that purpose to the High Court.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 14th day of November 2019 in respect of each of the locations numbered (1), (2), (3), (4), (5) and (6). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (7), (8) and (9).
(1) GALE LANE. YORK
This Order prohibits vehicles from proceeding and waiting in Gale Lane, York between its junctions with Cornlands Road and St Stephen's Road (closed road) during the period when carriageway resurfacing works being undertaken thereon, that period commencing at 0915hrs on the 18th day of November
2019 and ending at 1700hrs on the 22nd day of November 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition on vehicles proceeding and waiting in the closed road will only be put into effect between 0915hrs and 1700hrs, during the works period. An alternative route for diverted traffic will be signed during the works period.

(2) LEEMAN ROAD. YORK This Order prohibits pedestrians and vehicles from proceeding in that length of Leeman Road, York between points 10 metres east and 10 metres west of Marble Arch Bridge (closed road) during the period when bridge maintenance works being undertaken thereon, that period commencing at 2200hrs on

the 18th day of November 2019 and ending at 0600hrs on the 19th day of November 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the restriction on pedestrians will only be put into effect in the northern tunnel of Marble Arch Bridge during the works period. An alternative route for diverted pedestrians and traffic will be signed during the works period.
(3) CHURCH LANE. SKELTON This Order prohibits vehicles from proceeding and waiting in Church Lane, Skelton (closed road) during the period when water works being undertaken thereon, that period commencing at 0001 hrs and ending at 2400hrs on the 20th day of November 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(4) FITZROY TERRACE/HORSMAN AVENUE. YORK This Order prohibits pedestrians and vehicles from proceeding in that length of footpath connecting Fitzroy Terrace with Horsman Avenue, York (closed footpath) during the period when telecommunication works being undertaken thereon, commencing at 0001 hrs on the 18th day of November 2019 and ending at 2400hrs on the 22nd day of November 2019 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period.
(5) COUNT DE BURGH TERRACE. YORK This Order prohibits vehicles from proceeding and waiting in Count de Burgh Terrace, York between its junctions with Brunswick Street and Queen Victoria Street (closed road) during the period when water works being undertaken thereon, that period commencing at 0001 hrs on the 19th November 2019 and ending at 2400hrs on the 22nd day of November 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(6) SUTTON ROAD. YORK This Order restricts vehicles to 40 miles per hour (mph) in that length Sutton Road (B1363), York between its junction with Narrow Lane and the projected northern property boundary line of Broad Oak Farm, Sutton Road (restricted road) during the period when carriageway lining works being undertaken thereon, commencing at 0001 hrs on the 20th day of November 2019 and ending at 1430hrs on the 29th day of November 2019 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely.
(7) MALLARD WAY This Order will prohibit vehicles from proceeding and waiting in Mallard Way, Haxby between its junctions with Station Road and Woodcock Close (closed road) during the period commencing at 0800hrs and ending at 1700hrs on the 27th day of November 2019 (works period) or at time when sewer works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(8) MOOR LANE. YORK This Order will prohibit vehicles from proceeding and waiting in Moor Lane, York between its junctions with A1237 and Cairnborrow (closed road) during the period commencing at 1930hrs on the 25th day of November 2019 and ending at 0500hrs on the 28th day of November 2019 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition on vehicles proceeding and waiting in the closed road will only be put into effect between 1930hrs and 0500hrs, during the works period. An alternative route for diverted traffic will be signed during the works period.
(9) NEWBURY AVENUE. YORK This Order will prohibit vehicles from proceeding and waiting in Newbury Avenue, York (closed road) during a period commencing at 0001 hrs on the 26th day of November 2019 and ending at 2400hrs on 27th day of November 2019 (works period) or at a time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions. 15th November 2019
