NOTICE OF PROPOSALS THE YORK PARKING. STOPPING AND WAITING (AMENDMENT! [NO 14/411 TRAFFIC ORDER 2019 Notice is hereby given that City of York Council, in exercise of powers under Sections 1,2,4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

1. Introducing 'No Waiting at any time' restrictions in York as follows:



(a) Driffield Terrace, on its:



(i) north side, between the north western kerbline of Tadcaster Road and a point 26 metre north west of the said line;



(ii) south side, between the north western kerbline of Tadcaster Road and a point 15 metre north west of the said line;



(b) Fulford Cross, on its south side, between points 36 metres west from the western kerbline of Fulford Road (terminal point of existing 'No Waiting at any time' restrictions) and 4 metres west from the projected western property boundary line of No. 7 Fulford Cross (terminal point of existing 'No Waiting at any time' restrictions);



(c) Gray Street, on its:



(i) south west side, between points 21 metres and 29 metres north west from the projected north western kerbline of Upper Price Street;



(ii) north east side, between points 5 metres and 29 metres north westfrom the projected north western kerbline of Upper Price Street;



(d) Layerthorpe, on its north west side, between points 4 metres and 18 metres north east from the projected north eastern property boundary line of No 102 Layerthorpe;



(e) Mansfield Street, on its:



(i) north side including the north eastern end, between the south western property boundary line of The Coal Yard and a point 10 metres south west of the said line and including the north eastern end of the street;



(ii) south side; between the south western property boundary line of The Coal Yard and a point 27 metres south west of the said line;



2. Re-defining the boundary of Zone R14 (PORTLAND STREET) Residents' Priority Parking Area to exclude that area within the property boundaries of No.'s 24 & 25 Portland Street which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



3. Re-defining 'Residents' Priority' parking area thereby bringing within the R63 (DANESMEAD) zone all residential properties Fulford Cross and 254, 256, 258 Fulford Road, thereby providing 9am to 5pm Monday-Friday parking for all classes of Residents' Priority Permit Holders in unrestricted lengths of Fulford Cross, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb);



4. Introducing Disabled Person's (Blue Badge) Parking Place on the north side of Fulford Cross, York between points 37.4 metres and 44 metres west of the western kerbline of Fulford Road, thereby revoking the existing 'No Waiting at any time' restrictions;



5. Introducing a 'Residents' Priority' Monday-Saturday 8am to 6pm Parking Places in Driffield Terrace, York, providing unrestricted parking for R47 permit holders with a 60 minutes maximum period of stay for None Permit Holders, on its:



(a) north side, between points 26 metres and 38 metres north west from the projected north western kerbline of Tadcaster Road;



(b) south side, between points 15 metres and 40 metres north west from the projected north western kerbline of Tadcaster Road;



6. Amending the designation of the 'Residents' Priority' Pay and Display Parking Place to Community Parking Pay and Display Parking Places to allow all classes of R25 permit holders in parking places on Lowther Street, York on its, south west side:



(a) between points 11.5 metres and 63 metres south east from the projected centreline of Eldon Street;



(b) between points 138 metres and 169 metres south east from the projected centreline of Eldon Street;



(c) between points 174 metres and 234 metres south east from the projected centreline of Eldon Street



(d) between points 60 metres and 113 metres north west from the projected centreline of Eldon Street;



7. Amending the designation of the 'Residents' Priority' Pay and Display Parking Place to Community Parking Pay and Display Parking Places to allow all classes of R25 permit holders in parking places on Townend Street, York on its north east side:



(a) between points 8 metres and 40 metres north west from the projected centreline of Del Pyke;



(b) between points 63 metres and 153 metres north west from the projected centreline of Del Pyke.



A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 29th November 2019.

TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) and 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 7th day of November 2019 in respect of the location numbered (1) and on the same day in exercise of powers under Section 14(1) of the Act made an Order in respect of each of the locations numbered (2), (3) and (4). Additionally, the Council, not less than 7 days from

the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (5), (6), (7) and (8).

Ml BURTON STONE LANE. YORK This Order continues in force The York (Burton Stone Lane) (Temporary Traffic Restriction) Order 2019 (original Order) that Order having an expiry date on the 8th day of November 2019. This is necessary to ensure that the carriageway reconstruction works being undertaken thereon can be undertaken safely. The effect of the Order is to continue in force the prohibition on vehicles from proceeding and waiting in that length of Burton Stone Lane, York between its junctions with Crichton Avenue and Rowntree Avenue (closed road) during the period commencing at 0001 hours on the 9th day of November 2019 and ending at 2400hrs on the 15th day of November 2019 (works period) or at the end of the works period whichever is the earlier. An alternative route for diverted traffic will be signed during the works period.

(21 HUNTINGTON ROAD. YORK This Order prohibits vehicles from proceeding and waiting in Huntington Road, York between its junctions with Lowther Street and Ramsey Close (closed road) during the period when carriageway resurfacing works being undertaken thereon, that period commencing at 1930hrs on the 11th day of November 2019 and ending at 0500hrs on the 15th day of November 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition on vehicles proceeding and waiting in the closed road will only be put into effect between 1930hrs and 0500hrs, during the works period. An alternative route for diverted traffic will be signed during the works period.

(31 LOWTHER STREET. YORK This Order prohibits vehicles from proceeding and waiting in Lowther Street, York between its junctions with Haxby Road and St Thomas' Place (closed road) during the period when footway resurfacing works being undertaken thereon, that period commencing at 0900hrs on the 11th day of November 2019 and ending at 1600hrs on the 15th day of November 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition on vehicles proceeding and waiting in the closed road will only be put into effect between 0900hrs and 1700hrs, during the works period. An alternative route for diverted traffic will be signed during the works period.

(41 TERRY STREET. YORK This Order prohibits vehicles from proceeding and waiting in Terry Street, York between its junction with Beresford Terrace and the southern property boundary line of No 13 Terry Street (closed road) during the period when sewer repair works being undertaken thereon, that period commencing at 0001 hrs on the 11th day of November 2019 and ending at 2400hrs on the 17th day of November 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(51 FITZROY TERRACE/HORSMAN AVENUE. YORK This Order will prohibit pedestrians and vehicles from proceeding in that length of footpath connecting Fitzroy Terrace with Horsman Avenue, York (closed footpath) during the period commencing at 0001 hrs on the 18th day of November 2019 and ending at 2400hrs on the 22nd day of November 2019 (works period) or on a date when telecommunication works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period.

(61 COUNT DE BURGH TERRACE. YORK This Order will prohibit vehicles from proceeding and waiting in Count de Burgh Terrace, York between its junctions with Brunswick Street and Queen Victoria Street (closed road) during the period commencing at 0001 hrs on the 19th day of November 2019 and ending at 2400hrs on the 22nd day of November 2019 (works period) or at time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(71 CHURCH LANE. SKELTON This Order will prohibit vehicles from proceeding and waiting in Church Lane, Skelton between its junctions with St Giles Road and Shipton Road (A19) (closed road) during the period commencing at 0001 hrs and ending at 2400hrs on the 20th day of November 2019 (works period) or at time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(81 SUTTON ROAD. YORK This Order will restrict vehicles to 40 miles per hour (mph) speed limit in that length of Sutton Road (A1363), York between its junction with Narrow Lane and the projected northern property boundary line of Broad Oak Farm, Sutton Road (restricted road) during the period commencing at 0100hrs on the 20th day of November 2019 and ending at 1430hrs on the 29th day of November 2019 (works period) or at time when carriageway lining works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition will only be put into effect for one day between 1000hrs and 1430hrs, during the works period.

The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
