CITY OF YORK COUNCIL NOTICE OF PROPOSALS THE YORK SPEED LIMIT (AMENDMENT) (No 14/131 ORDER 2019
Notice is hereby given that City of York Council, in exercise of powers under Sections 82, 83, 84 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect, of: Introducing a 20 miles per hour (mph) speed limit in Field Lane, Heslington, between its junction with University Road and a point 83 metres south west of the projected south western kerbline of Lakeside Way, Heslington thereby revoking the existing 30mph speed limit from within that length. A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 27th September 2019.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) and 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 5th day of September 20198 in respect of the location below.

This Order Continues in force The York (Black Horse Lane) (Temporary Traffic Restriction) Order 2019 (original Order) that Order having an expiry date on the 7th day of September 2019. This is necessary to ensure that the nearby development works being undertaken adjacent to the closed road can be undertaken safely. The effect of the Order is to continue in force the prohibition on pedestrians and vehicles from proceeding in Black Horse Lane, York (closed road) and prohibits vehicles from parking and waiting in (i) Black Horse Lane, York and (ii) the temporary access road between its junctions with Dundas Street and Palmer Lane (restricted road) during the period commencing at 0001 hours on the 8th day of September 2019 and ending at 2400hrs on the 31st day of October 2019 (works period) or at the end of the works period whichever is the earlier. An alternative route for diverted pedestrians and vehicles will be signed via the temporary access road during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
