THE YORK (BIKE HANGER) EXPERIMENTAL) TRAFFIC ORDER 2019 NOTICE OF MAKING
Notice is hereby given that on the 5th day of September 2019 City of York Council ("the Council') in exercise of powers under Sections 9, 10, 32, 35, 35A, 36, 37, 45, 46, 47, 48, 51, 52 and Schedule 9 of the Road Traffic Regulation Act 1984 (the Act) and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made The York (Bike Hanger) (Experimental) Traffic Order 2019 ("the Order") which comes into effect on 26th September 2019 for an experimental period of 18 months ending on 26th March 2021, the Order will have the effect of:
(a) Introducing a restriction on vehicles, with the exception of Pedal Cycles, travelling in the parking area on the south side of Heslington Road between the respective eastern property boundaries of No.'s 29 and 31 Heslington Road;

(b) Introducing secure cycle parking on the south side of Heslington Road between the respective eastern property boundaries of No.'s 29 and 31 Heslington Road. The cycle parking will be available to hire for unrestricted parking over a 6 month duration and will be subject to a charge of £43.20 with an additional £25.00 deposit also required;

The council will be considering, in due course, whether the provisions of this Experimental Order should be continued in force indefinitely.
Any person wishing to object to the indefinite continuation of the Order must state their grounds for objection in writing to Assistant Director (Economy and Place), West Offices, Station Rise, York, Y01 6GA, so that the objection is received by no later than the 26th day of March 2020.
A copy of the Order, statement of reasons for making it and map showing the lengths of road affected may be inspected at the City of York Council Reception at West Offices, Station Rise, York, YOl 6GA during normal business hours. Any person who wishes to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 as amended or that a requirement of any regulations thereunder has not been complied with may, within 6 weeks from the commencement date of the Order, make application for that purpose to the High Court
NOTICE OF PROPOSALS THE YORK PARKING. STOPPING AND WAITING (AMENDMENT) (NO 14/39) TRAFFIC ORDER 2019
Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:
1. Introducing 'No Waiting at any time' restrictions in York as follows:

(a) Albemarle Road, on its:

(i) east side, between points 30 metres and 40 metres north from the projected centreline of Philadelphia Terrace;

(ii) east side, between points 56 metres and 66 metres north from the projected centreline of Philadelphia Terrace;

(iii) east side, between points 82 metres and 105 metres north from the projected centreline of Philadelphia Terrace;

(iv) east side, between points 15 metres (terminal point of existing 'No Waiting at any time' restrictions) and 29 metres south from the projected southern kerbline of Telford Terrace;

(v) east side, between points 63 metres and 81 metres south from the projected southern kerbline of Telford Terrace;

(vi) south west side, between points 52 metres (terminal point of existing 'No Waiting at any time' restrictions) and 105 metres (terminal point of existing 'No Waiting at any time' restrictions) south east from the projected south eastern kerbline of The Mount;

(b) Bishopthorpe Road, on its:

(i) east side, between points 15 metres (terminal point of existing 'No Waiting at any time' restrictions) and 35 metres north from the projected centreline of Reginald Grove;

(ii) east side, between points 15 metres south from the projected centreline of Reginald Grove (terminal point of existing 'No Waiting at any time' restrictions) and 30 metres north from the projected centreline of St Chad's Wharf (terminal point of existing 'No Waiting at any time' restrictions);

(iii) east side, between points 102 metres (terminal point of existing 'No Waiting at any time' restrictions) and 340 metres south from the projected centreline of St Chad's Wharf;

(iv) west side, between points 17 metres (terminal point of existing 'No Waiting at any time' restrictions) and 30 metres south from the projected centreline of Campleshon Road;

(v) west side, between points 90 metres south from the projected centreline of St Chad's Wharf (terminal point of existing 'No Waiting at any time' restrictions) and 30 metres north from the said line;

(vi) west side, between points 175 metres (terminal point of existing 'No Waiting at any time' restrictions) and 340 metres south from the projected centreline of St Chad's Wharf;

(c) Coggan Close, on its east side, from the projected northern kerbline of Philadelphia Terrace north for 7 metres.

(d) Haughton Road, on its south east side, between points 8 metres south west and 8 metres north east from the projected centreline of Hillsborough Terrace;

(e) Hillsborough Terrace, on both sides, from the projected south eastern kerbline on Haughton Road south east for 5 metres;

(f) Ovington Terrace, on its east side, from the projected northern kerbline of Philadelphia Terrace south for 23.5 metres.

(g) Philadelphia Terrace, on its:

(i) north side, between a point 14 metres west from the projected western property boundary of No 1 Philadelphia Terrace (terminal point of existing 'No Waiting at any time' restrictions) and a point 5 metres west of the projected western kerbline of Ovington Terrace (terminal point of existing 'No Waiting at any time' restrictions);

(ii) south side, between a point 14 metres west from the projected western property boundary of No 1 Philadelphia Terrace (terminal point of existing 'No Waiting at any time' restrictions) and a point 1 metres east from the eastern property boundary of No. 1 Philadelphia Terrace;

(iii) south side, between points 5 metres (terminal point of existing 'No Waiting at any time' restrictions) and 10 metres west of the projected western kerbline of Ovington Terrace.

2. Introducing 'No Waiting at any time' restrictions in Field Lane, Heslington, on its north west side, as follows:

(a) between points 22 metres (terminal point of existing 'No Waiting at any time' restrictions) and 34 metres north east from the projected north eastern kerbline of School Lane, thereby revoking existing the 8am-6pm Monday-Friday parking place providing a limited parking period of 120 minutes parking from within that length;

(b) between points 60 metres and 72 metres (terminal point of existing 'No Waiting at any time' restrictions) north east from the projected north eastern kerbline of School Lane, thereby revoking existing the 8am-6pm Monday-Friday parking place providing a limited parking period of 120 minutes parking from within that length.

3. Introducing 'No Waiting at any time' restrictions in New Lane, Huntington, on its east side, between points 27 metres (terminal point of existing 'No Waiting at any time' restrictions) and 42 metres north from the projected southern property boundary line of No 150 New Lane.

4. Introducing Disabled Person's (Blue Badge) Parking Place on the north west side of Marygate, York between points 63 metres and 69.6 metres north east from the projected centreline of Marygate Lane, thereby revoking the existing 'No Waiting at any time' restrictions from within that length.

5. Introducing a Clearway on Bishopthorpe Road, York between a point 340 metres south from the projected centreline of St Chad's Wharf and the Bishopthorpe Village boundary sign.

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 27th September 2019.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 5th day of September 2019 in respect of each of the locations numbered (1), (2), (3) and (4). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (5), (6), (7) and (8).
(1) ALDWARK. YORK
This Order prohibits vehicles from proceeding and waiting in Aldwark, York between its junction with Goodramgate and the northern property boundary line of Merchant Hall (closed road) during the period when electricity works being undertaken thereon that period commencing at 0001 hrs on the 9th day of September 2019 and ending at 2400hrs on the 11th day of September 2019 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the access restrictions in place on Aldwark and St Andrewgate are suspended during the works period to facilitate diverted vehicles. An alternative route for diverted vehicles will be signed during the works period.
(2) SCARCROFT ROAD. YORK

This Order prohibits vehicles from making a right hand turn from Scarcroft Road in to Bishopthorpe Road (restricted vehicle movements) during the period when traffic signal improvement works being undertaken thereon have been completed that period commencing at 0001 hrs on the 9th day of September 2019 and ending at 2400hrs on the 4th day of October 2019 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the restrictions will not be in place from Thursday 26th September till Monday 30th September 2019.
(3) ST HELEN'S ROAD. YORK

This Order prohibits vehicles from proceeding and waiting in St Helen's Road, York between its junctions with Tadcaster Road and Eason View (closed road) during the period when electricity works being undertaken thereon that period commencing at 0001 hrs on the 9th day of September 2019 and ending at 2400hrs on the 20th day of September 2019 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period.
(4) GOODRAMGATE. YORK
This Order prohibits Goodramgate, York between its junctions with Aldwark and College Street (closed road) during the period when electricity works being undertaken thereon that period commencing at 0001 hrs on the 12th day of September 2019 and ending at 2400hrs on the 20th day of September 2019 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the access restrictions in place on Goodramgate, King's Square and Colliergate are suspended during the works period to facilitate diverted vehicles. It is envisaged that the prohibitions will only be put in to effect between 1030hours and 1700hrs, Monday to Friday during the works period. An alternative route for diverted vehicles will be signed during the works period.
(5) FARMLANDS ROAD. YORK
This Order will prohibit vehicles from proceeding and waiting in Farmlands Road, York between its junction with Chaloner's Road and a point 40 meters west of the said junction (closed road) during the period commencing at 0001 hrs on the 18th day of September 2019 and ending at 2400hrs on the 20th day of September 2019 (works period) or at a time and date when electricity works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(6) LAYERTHORPE/HAWTHORN GROVE. YORK
This Order will prohibit vehicles from proceeding and waiting in that length of Layerthorpe and Hawthorn Grove, York between their respective junctions with Hallfield Road and Mill Lane (closed road) during the period commencing at 2000hrs on the 16th day of September 2019 and ending at 0500hrs on the 20th day of September 2019 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition on vehicles proceeding and waiting in the closed roads will only be put into effect between 1930hrs and 0500hrs, Monday to Friday during the works period. An alternative route for diverted traffic will be signed during the works period.
(7) QUEEN'S STAITH. YORK
This Order will prohibit vehicles from proceeding and waiting in Queen's Staith, York between the southern property boundary line of East Coast House and the western property boundary line Woodsmill Quay (closed road) during the period commencing at 0001 hrs on the 16th day September 2019 and ending at 2400hrs on the 22nd day of January 2021 (works period) or at time when delivery operational works being undertaken by crane operation from within the closed road have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(8) GRANTHAM DRIVE & POPPLETON ROAD. YORK This Order will prohibit vehicles from making a right hand turn from Grantham Drive in to Poppleton Road and from Poppleton Road in to Grantham Drive and proceeding in the south east bound filter lane on Poppleton Road, York between a point 20 metres north west and 20 metres south east of its junction with Grantham Drive (closed traffic lane) during the period commencing at 2200hrs on the 19th day of September 2019 and ending at 0300hrs on the 20th day of September 2019 (works period) or at a time when sewer works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions. 6th September 2019
