NOTICE OF MAKING

THE YORK PARKING. STOPPING AND WAITING (AMENDMENTMNO 14/37) TRAFFIC ORDER 2019 Notice Is hereby given that on the 4th day of July 2019 City of York Council, In exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

1. Introducing 'No Waiting at any time' restrictions In York as follows:



(a) Barmby Avenue, on both sides, between the projected northern kerbline of Heslington Lane and the projected northern property boundary line of No. 99 Heslington Lane,



(b) Bishopthorpe Road, on its west side, between points 7 metres north and 7 metres south of the projected centreline of the access road to The Winning Post public house,



(c) Blossom Street, on its south east side, within the cobbled area between points 1m north east from the projected south western property boundary line of No 35 Blossom Street and the projected north eastern property boundary line of No 35 Blossom Street, thereby revoking existing the 24 hour Monday-Sunday solo motorcycle parking place providing a limited parking period of 60 minutes parking from within that length,



(d) Campleshon Road, on its south side, between points 18 metres east and 36 metres west of the projected centreline of Clock Tower Way,



(e) Chapmans Court, on its:



(i) east side, from the kerbline on the north side of Moor Lane north for 18 metres,



(ii) west side, from the kerbline on the north side of Moor Lane north for 12 metres



(f) College Court, on its:



(i) north side, from the projected north western property boundary line of No. 31 College Court to a point 10 metres north west of the north western kerbline of Principle Rise,



(ii) south side, from the projected north western property boundary line of No. 31 College Court north for 15 metres



(Mi) west side, between the projected northern property boundary line of No. 9 College Court and a point 4 metres north of the southern property boundary line of No. 9 College Court,

(g) Eboracum Way, on it east side, the lay-by between points 18 metres and 32 metres from the projected southern kerbline of Heworth Green,



(h) Fifth Avenue, on its north east side, between points 10 metres (terminal point of existing 'No Waiting at any time' restrictions) and 23 metres south east from the projected centreline of Fourth Avenue;



(i) Fossgate, on the south west side between points 1 metres and 55 metres south from the projected south eastern highway boundary line of Lady Peckett's Yard thereby revoking the existing 'No Waiting' 8.00am to 6.00pm and Pay & Display parking 6.00pm to 8.00am restrictions from within those lengths,



(j) Gale Farm Court, on its:

(i) north side, from the north eastern kerbline with Gale Lane to a point 17 metres north east of the said kerbline,



(ii) south side, from the north eastern kerbline with Gale Lane to a point 10 metres north east of the said kerbline



(k) Hempland Lane, on its south west side, between the northern property boundary line of No. 99A Hempland Lane (terminal point of existing 'No Waiting at any time' restrictions) and a point 10 metres north of the said property line,

(I) Heslington Lane, on its north side, between the projected western property boundary line of No. 97 Heslington Lane and the projected eastern property boundary line of no. 99 Heslington Lane,

(m) Huntington Road, on its west side, between the respective projected northern (terminal point of existing 'No Waiting at any time' restrictions) and southern property boundary line of No. 159 Huntington Road,

(n) Laburnum Garth, on its;

(i) north east side and the north western turning head, between a point 54 metres north west of the highway boundary line on the north west side of Malton Road north west for the reminder of its length and including the north western turning head,



(ii) south west side, between a point 48 metres north west of the highway boundary line on the north west side of Malton Road north west for the reminder,



(o) Lower Ebor Street, on both sides and the eastern turning head, from the projected eastern kerbline of the eastern access road to the rear access of properties No. 1 to 57 Lower Ebor Street and including the eastern turning head; and including the eastern turning head;

(p) Lowick, on its:

(i) north west side and the south western turning head, from a point 12 metres north east of the south western footpath on Lowick south west for the remainder of its length and including the south western turning head,



(ii) south east side, from a point 4 metres north east of the south western footpath on Lowick south west for the remainder of its length,



(q) Moor Lane, on its north side, between the projected western property boundary line of No. 1 Chapman's Court and the projected eastern property boundary line of No. 6 Chapman's Court,

(r) Muncastergate, on its south side, between a point 20 metres (terminal point of existing 'No Waiting at any time' restrictions) and 30 metres north west from the north western kerbline of Malton Road (A1036),

(s) Ovington Terrace, on its east side, from the kerbline on the north side of South Bank Avenue north for 12 metres,

(t) St Olave's Road, on its north west side, between points 57 metres and 63 metres from the highway boundary line on the north east side of Clifton, thereby revoking existing 'Residents Priority' parking restriction from within that length,

(u) Shipton Road, on its south side, from the projected centreline of Homestead Park access road north west for

10 metres and south east for 20 metres, (v) Siward Street, on both sides, from the kerbline on the north side of Thief Lane north for 7 metres, (w) Sixth Avenue, on its east side, between points 17 metres and 22metres north of the projected centreline of

the main entrance to Tang Hall Primary School, (x) South Bank Avenue, on its north side, from the kerbline on the east side of Ovington Terrace east for 10

metres,

(y) Thief Lane, on its north side:

(i) between points 10 metres west from the western kerbline of Siward Street and a point 10 metres east from the eastern kerbline of Siward Street,



(ii) between points 10 metres north west from the western kerbline of Lamel Street and a point 10 metres south east from the eastern kerbline of Lamel Street,



(z) Waterside Gardens, on both sides, from the kerbline on the west side of Huntington Road west for 15 metres,

2. Introducing 'No Waiting at any time' restrictions in Clifton Without as follows:



(a) Auster Road, on its south west side, between points 207 metres (terminal point of existing 'No Waiting at any time' restrictions) and 233 metres north east of the projected north eastern kerbline of Kettlestring Lane, at its north westerly junction with that road,



(b) Kettlestring Lane, on its north side, between points 15 metres north east and 15 metres south west of the projected centreline of the vehicle access road to Gear 4 Music,



(c) Rawcliffe Drive, on its east side, between points 19 metres north east and 12 metres south west of the projected centreline of Saville Grove,



(d) Saville Grove on both sides, from the projected kerbline on the east side of Rawcliffe Drive east for 10 metres



3. Introducing 'No Waiting at any time' restrictions in Dunnington as follows:



(a) Common Road, on its north east side, from the projected centreline of Water Lane north west for 10 metres and south east for 10 metres,



(b) Hagg Lane, on its north side:



(i) between points 16 metres and 48 metres east of the projected eastern kerbline of Common Road,



(ii) between points 72 metres and 107 metres east of the projected eastern kerbline of Common Road, (Mi) between points 228 metres and 267 metres east of the projected eastern kerbline of Common Road,



(c) Water Lane, on both sides, from the kerbline on the north east side of Common Road north east for 20 metres;



4. Introducing 'No Waiting at any time' restrictions in White Rose Close, Nether Poppleton as follows:



(a) south west side, the whole length,



(b) north west side, the whole length



(c) north east side, between a point 10 metre south of the projected south eastern kerbline of White Rose Close, York

5. Introducing 'No Waiting from 10am - 4pm Monday to Friday' restrictions in Turner Close, York, on its south east side and the north eastern turning head, from the projected south western property boundary line of No. 28 Tuner Close north east for the remainder of its length and including the whole of the north eastern end;



6. Introducing a 8am-6pm Monday-Sunday Parking Places, providing a limited parking period of 60 minutes with a 60 minutes 'No Return' period, on Kettlestring Lane, Clifton Without, on its north east side, between points 92 metres and 117 metres north west from the projected north western kerbline of Clifton Moorgate, at its easterly junction with that road;



7. Re-defining the boundary of Zone R11 (SOUTH ESPLANADE) Residents' Priority Parking Area to exclude that area within the property boundary of 14 Clifford Street which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



8. Re-defining the boundary of Zone R20 (FISHERGATE) Residents' Priority Parking Area to exclude that area within the property boundary of 71 Fulford Road which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



9. Re-defining the boundary of Zone R22 (DEWSBURY TERRACE) Residents' Priority Parking Area to exclude that area within the property boundary of 12 Priory Street which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



10. Re-defining the boundary of Zone R28 (WIGGINTON ROAD) Residents' Priority Parking Area to exclude that area within the property boundary of 128 & 130 Haxby Road which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;



11. Formalising existing Disabled Person's (Blue Badge) Parking Place on the west side of Wentworth Road, York between the projected south property boundary line of No. 2 Wentworth Road and a point 6.6 metres north of the said line, thereby revoking the existing residents parking bay restriction from within that length;



12. Formalising existing Disabled Person's (Blue Badge) Parking Place on the west side of Montague Street, York;



(a) between a point 1 metres north of the northern property boundary line of 9 Montague Street and a point 5.5m south of the said line;



(b) between a point 1 metres north of the northern property boundary line of 21 Montague Street and a point 5.5m south of the said line;



13. Amending the limited parking period of the Disabled Person's (Blue Badge) Parking Place on the north side of Library Square, York, on the frontage of York Central Library building between points 1 m and 8m west from the eastern building line of the said building, so that the limited parking period for blue badge holders is limited to 180 minutes parking period.



14. Amending the 'Operative Hours' of the limited parking period for non permit holders within the 'Residents Priority' parking provision on the north side of Main Street, Heslington between points 93m and 152m from the projected western kerbline of University Road so that the limited parking period for non permit holders within the 'Residents Priority' parking provision is limited to 120 minutes parking period with a 60 minutes 'No Return' period;



15. Amending 'Operative Hours' of 'Residents Priority' parking provision in Driffield Terrace, on its south east side, between points 5m and 15m south west from the highway boundary line on the south west side of Dalton Terrace, so that the 'Residents Priority' parking is extended from 8am to 6pm Monday-Saturday with a 90 minutes maximum period of stay for Non Permit Holders so that it applies at all times thereby providing unrestricted parking for Zone R47 Permit Holders with a 10 minutes maximum period of stay for Non Permit Holders;



16. Amending 'Operative Hours' of 'Residents Priority' parking provision in Driffield Terrace, on its south east side, between a point 5m south west from the from the projected north eastern property boundary line of No 4 Driffield Terrace and the projected north eastern property boundary line of No 7 Driffield Terrace, so that the 'Residents Priority' parking is extended from 8am to 6pm Monday-Saturday with a 90 minutes maximum period of stay for Non Permit Holders so that it applies at all times thereby providing unrestricted parking for Zone R47 Permit Holders with a 10 minutes maximum period of stay for Non Permit Holders;



17. Amending 'Operative Hours' of waiting restrictions in York, as follows:



(a) Station Road, on its north west side, from the projected centreline of Station Rise south west for 118 metres, so that the prohibition applies 'at any time', thereby revoking the existing No Waiting 8.00am to 6.00pm restrictions,



(b) Station Road, on its south west and south east side, from the line of the north west face of the City Wall arch (adjacent to the War Memorial) south east for 8 metres and 134 metres north west and continuing south west from the said line, so that the prohibition applies 'at any time', thereby revoking the existing No Waiting 8.00am to 6.00pm restrictions,



(c) Station Rise, on its south west side, for the whole length, so that the prohibition applies 'at any time', thereby revoking the existing No Waiting 8.00am to 6.00pm restrictions,



18. Revoking the Disabled Person's (Blue Badge) Parking Place on the east side of Upper Newborough Street, York from the projected southern property boundary line of No 6 Upper Newborough Street south for 6m;



The Order comes into effect on 6th day of July 2019.

A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.

TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 4th day of July 2019 in respect of the location numbered (1). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (2), (3) and (4).

11) YORK FOOTPATH NO. 55/139/10 & NO. 55/140/10. YORK This Order prohibits pedestrians and vehicles from proceeding in the public footpaths known as York No. 55/139/10 and York No. 55/140/10 (closed footpaths) during the period when flood alleviation works being undertaken thereon, commencing at 0001 hrs on the 8th day of July 2019 and ending at 2400hrs on the 31st day of October 2019 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period.

(2) PECKITT STREET. YORK

This Order will prohibit pedestrians and vehicles from proceeding in that length of footpath on the northern side of Peckitt Street, York (closed footpath) during the period commencing at 0001 hrs on the 15th day of July 2019 and ending at 2400hrs on the 31st day of July 2019 (works period) or on a date when nearby building maintenance works being undertaken adjacent to the closed footpath have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available during the works period.

(3) PRINCESS ROAD. STRENSALL

This Order will prohibit vehicles from proceeding and waiting in Princess Road, Strensall between its junctions with York Road and Orchard Way (closed road) during the period commencing at 0001 hrs on the 22nd day of July 2019 and ending at 2400hrs on the 9th day of August 2019 (works period) or on a date when gas works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be available during the works period.

<41 BRAESIDE GARDENS. YORK This Order will prohibit vehicles from proceeding and waiting in Braeside Gardens, York (closed road) during the period commencing at 0001 hrs on the 22nd day of July 2019 and ending at 2400hrs on the 24th day of July 2019 (works period) or on a date when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be available during the works period.

The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions. 5th July 2019
