NOTICE OF MAKING THE YORK TRAFFIC MANAGEMENT (AMENDMENT) (NO. 14/61 ORDER 2019 Notice Is hereby given that on the 6th day of June 2019 City of York Council ("the Council") in exercise of powers under Sections 1, 2, 4, 19 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and in pursuance of powers granted by the Secretary of State under Section 144 of the Transport Act 2000 (the 2000 Act) and the Bus Lane Contraventions (Penalty Charges, Adjudication and Enforcement) (England) Regulations 2005 ("the 2005 Regulations") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the 1984 Act, proposes to make an Order which will have the effect of giving permanent effect to the provisions of The York (Low Poppleton Lane) (Local Bus Priority) (Experimental) Traffic Order 2017 (Experimental Order) thereby revoking the said Experimental Order. The provisions of the Experimental Order which came Into effect on the 10th day of January 2018 and which are being continued on a permanent basis:

Designating the length of the carriageway on Low Poppleton Lane, York, between points 200m and 203.5m north from the northern kerbline of Boroughbridge Road as a Local Bus Lane to operate 24 hours a day Monday-Sunday for the passage of Local Buses and Pedal Cycles and those vehicles having authorisation in pursuance of the terms of the Order. The Order comes into effect on the 8th day of June 2019. A copy of the Order incorporating maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.

Decriminalised Bus Lane Enforcement City of York Council, (The Council), being a designated authority under paragraphs 1 (1) and 2 (1) of Schedule 3 of the Road Traffic Act 1991 (Permitted and Special Parking Areas outside London) and an Approved Local Authority for Bus Lane Enforcement by virtue of Section 144 (3) of the Transport Act 2000 (Civil Penalties for Buses /Local Bus Lane contraventions) in accordance with regulations and guidance given by the Secretary of State under Section 144 of that Act, hereby gives notice that as from 0001 hours on the 8th day of June, 2019 the Local Bus Lane in Low Poppleton Lane, York will be subject to Civil Enforcement (by camera) and the Penalty Charge in respect of any contravention of regulations appertaining to that Local Bus Lane, when so enforced, will be £60 such penalty to be reduced to £30 where payment is made within 14 days. The Penalty Charge will be increased to £90 where, in order to secure payment, a 'Charge Certificate' has been served on the vehicle owner following expiry of the statutory period for payment as set out in a 'Notice to Owner'.

Explanatory Note

The designated Local Bus Lane will operate 24 hours a day Monday-Sunday commencing on 8th June 2019 and will be subject to Civil Enforcement (by camera) by or on and behalf of the Council. The Decriminalised Bus Lane Enforcement Notice sets out the charges that will apply in respect of civil enforcement should the regulations concerning the Local Bus Lane be contravened. The Civil Enforcement of Penalty Charges accord with the Department for Transport guidelines on Bus Lane enforcement.

NOTICE OF PROPOSALS THE YORK PARKING. STOPPING AND WAITING (AMENDMENT! (NO 14/38) TRAFFIC ORDER 2019 Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

Introducing 'No Waiting at any time' restrictions in Fossgate, York, on the south west side between points 1 metres and 55 metres south from the projected south eastern highway boundary line of Lady Peckett's Yard thereby revoking the existing 'No Waiting' 8.00am to 6.00pm and Pay & Display parking 6.00pm to 8.00am restrictions from within those lengths. A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 28th day of June 2019.

TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 6th day of June 2019 in respect of each of the locations numbered (1), (2), (3), (4) and (5). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (6), (7) and (8).

(1) BOOTHAM LEVEL CROSSING. YORK

This Order prohibits vehicles from proceeding through the Bootham Level Crossing on Wigginton Road, York (closed road) during the period when track maintenance works are being undertaken nearby that period commencing at 2300hrs on the 9th day of June 2019 and ending at 0600hrs on the 10th day of June 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(2) STRENSALL COMMON ROAD LEVEL CROSSING. STRENSALL

This Order prohibits vehicles from proceeding through the Strensall Common Road Level Crossing on Common Road, Strensall (closed road) during the period when track maintenance works are being undertaken thereon, that period commencing at 2300hrs on the 8th day of June 2019 and ending at 0630hrs on the 13th day of June 2019 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the restrictions will only be put into effect overnight between 2300hrs on Saturday 8th June 2019 till 0830hrs on Sunday 9th June 2019 and 2330hrs on Wednesday 12th June till 0630hrs on Thursday 13th June. An alternative route for diverted traffic will be signed during the works period.

(3) THORPE STREET. YORK



This Order prohibits vehicles from proceeding and waiting in that length of Thorpe Street, York between its junction with Scarcroft Road and a point 100 metres south of the said junction (closed road) during the period commencing at 0800hrs on the 10th day of June 2019 and ending at 1800hrs on the 11th day of June 2019 or on a date when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(4) VARIOUS ROADS. YORK



This Order prohibits, where necessary, vehicles from proceeding and waiting at any time in the whole or in any length of a road listed in the schedule below (restricted roads) between such times and on such dates during the validity of the Order as shall be determined by the Council in order to safely and effectively carry out carriageway resurfacing works. Relevant times and dates will be notified in writing to occupiers of premises adjacent to a restricted road not less than 48 hours before the said prohibition comes into effect in that road. The Order will commence on 11th day of June 2019 and expires on 13th day of June 2019 or when all works have been completed whichever is the earlier. An alternative route for diverted traffic for the respective locations will be signed where applicable/appropriate. It is envisaged that the works at each location will be undertaken between the dates listed in the Schedule below and between 9.15am and 3.00pm during the validity of the Order. SCHEDULE

(5) GREENGALES LANE & WHELDRAKE LANE. YORK

This Order prohibits vehicles from proceeding and waiting in that length of Greengales Lane and Wheldrake Lane, York between its junctions with Broadlands and Elvington Lane (closed road) during the period commencing at 0915hrs and ending at 1600hrs on the 17th day of June 2019 or on a date when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the works can be carried out safely. It is envisaged that the restrictions will only be put into effect between 0915hrs and 1600hrs during the works period. An alternative route for diverted traffic will be signed during the works period.

(6) CORBAN LANE. WIGGINTON



This Order will prohibit vehicles from proceeding and waiting in Corban Lane, Wigginton between its junctions with Sutton Road (B1363) and Moor Lane (closed road) during the period commencing at 0915hrs on the 17th day of June 2019 and ending at 2400hrs on the 18th day of June 2019 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the restrictions will only be put into effect between 0915hrs and 1600hrs during the works period. An alternative route for diverted traffic will be signed during the works period.

(7) NORTH LANE. HUNTINGTON



This Order will prohibit vehicles from proceeding in North Lane, Huntington between its junctions with A1237 and the vehicle access road to White Horse Farm (closed road) during the period commencing at 0930hrs and ending at 1530hrs on the 20th day of June 2019 (works period) or at a time when telecommunication works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(8) COMMON ROAD. DUNNINGTON

This Order will prohibit vehicles from proceeding and waiting in Common Road, Dunnington between its junction with Hull Road (A1079) and a point 20 metres north of the said junction (closed road) during the period commencing at 0830hrs and ending at 1400hrs on the 16th day of June 2019 (works period) or at time when electricity works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. During the works period vehicle movements on Hull Road (A1079) will be controlled by temporary traffic signals. An alternative route for diverted traffic will be signed during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
