The simple scenario I get from the Iraq enquiry; Tony Blair took Labour back into power and they were so grateful that he could do no wrong. Above all he is super ambitious and was shown the way to untold wealth, the American way, by George Bush. He wanted some and has got it by falling in behind. Like them, he will defend his position to the end and continue to reap the harvest wherever he can as he is doing. Like 2M from a bank here and another there.
His grateful underlings, seeing his 'success', tried to get theirs, in crude and much less ambitious ways, by putting their hands in the till. The others followed suit.
