Injured stray horse had to be put down

ANOTHER stray horse has been killed in a road accident in York, as City of York Council works up delayed proposals to tackle the problem of tethered horses.
North Yorkshire Police said a foal was struck and injured by a vehicle near a roundabout at Monks Cross on Sunday evening and had to be put down humanely by a vet.
The incident is the fourth known collision so far this year involving vehicles and horses which have been tethered on verges or nearby land and then escaped and strayed into the road.
The drivers of two vans which hit horses on the A166 between York and Stamford Bridge and on a lane near Holtby both said they could have been killed had they been driving cars.
The Press reported in August that City of York Council was proposing to bid for cash from the Government’s £12 million Traveller Pitch Fund to help pay for an expansion of York travellers’ sites, which would also lead to action to tackle the horse problem.
The authority said then it would be bidding for the next round of funding in September, with the first round of allocation decisions due to be made in October.
Steve Waddington, assistant director for housing and community safety, said yesterday: “It is always distressing to hear of an incident between a horse and car and we are sorry to hear of another.
“It should be remembered that the issue of tethered horses is one that affects many local authorities and we are developing a policy which builds on lessons learned from other councils and tailoring our approach to this city’s needs.”
He said the policy would be presented to members this year and said he hoped the Government money bid for could provide some grazing land.
Independent councillor Mark Warters said the latest incident deepened his concerns about the time it was taking to resolve the issue.

The Council have all sorts of people employed in non jobs so put one of them in a real job
Do a deal with a farmer to collect and look after the horses. Then charge the owner a fee to collect them like impounding a car It will soon stop
But York will have workshops to determine the problem consultations to decide what to do, outside consultants to advise on issues and 12 months later if we are lucky at a cost of many thousands of pounds a totally ineffective policy will be introduced and we wil be no further along

It's lucky for us the police always have plenty of back up around to stand about near the scene talking into their top pocket for hours, blocking the road and preventing the dead horse walking into anyone else's car/van after these collisions occur.

Matroom, when approached travellers feeding the horses will always say they're not their horses and they don't know whose they are, they're just doing them a favour (yes, a favour to the people that they don't know, cause that's how generous of heart these types are!)
They shouldn't be allowed to keep animals of any kind as they're not fit to look after them. Stuff being PC it's about time the governement did something about them.

If I, or any other member of the community that can't use the "traveller" badge, were to purchase a horse, without any stables or paddock facilities, and were reported to the RSPCA, the RSPCA would remove the animal and then I would be faced with potential prosecution due to breaching the law that says I must provide suitable living conditions for the animals to live in.

What a load of ballocks, this man and the other agencies involved are talking! You don't need to liaise with other councils to develop a policy - enforce the bl**dy law that currently exists in respect of animal welfare.
I agree with other posters on this - get the horses rounded up and removed from the roads. Give said travellers 28 days to retrieve their horses - despite the sceptics, these horses are important status symbols withing the travelling community and more will be collected than the doubters believe. Those that are not collected can either be sold on (probably to other members of the community) or humanely destroyed. At least that way, the horses are not at risk of suffering a painful death thru' being hit by traffic and the public do not risk serious injury by hitting a horse.

Just to clarify.
My first post contains sarcasm, ie I clearly want the authorities to deal with the problem, save any further animals from injury/death and prevent the possibility of a person being killed in the future.
I find it incredibly ironic that you choose to criticise me for my perceived lack of respect to a dead animal by my description of the possible use of a deceased horse carcass to manufacture tinned canine cuisine, then continue on to insult me and millions of other construction workers by saying our career choices were influenced by taking recreational drugs and not sitting our exams.
I'm not sure which of us comes across as less well educated or most bigoted?
