The drainage problems around Leeman Road have also flooded Lincoln Street and the park behind Carnot Street, as well as Balfour Street.
We spoke to Cllr Tracey Simpson-Laing earlier at the scene, who said she was speaking with local authority officials to keep tabs on what was happening and to provide any help possible.

An update on the earlier drama from Balfour Street....
Firefighter Andy Spence was part of the Harrogate crew which attended. He said: "We came to relieve the crews from Acomb to cover York, because York is going to reach critical stage at some point."
The standing water in Balfour Terrace was due to drains backing up, and was being pumped back towards the Ouse.
Firefighter Spence said that as far as they could telll, nearby homes were safe at the moment, but said: "It's a constantly-changing situation."

I've just walked down Tower Street, which is closed to traffic in both directions. Firefighters, police and the army are all there and in the side-streets, trying to pump water away from properties.

Firefighters look set to begin pumping out the cellar of The Jubilee. Many residents are gathered in the streets here, keen for information as well as respite.

Kelly Bailey, landlady at The Jubilee, says the cellar was dry this morning but water levels have been steadily rising in the past few hours.

Firefighters have just arived at Jubilee Terrace and Balfour Street, off Leeman Road. Drains appear to have failed and there is a vast area of standing water blocking the road.
Many residents are concerned about their homes and the cellar of The Jubilee pub is under two to three feet of water.
One local resident, Alex Willmott of Carnot Street, said he returned from work today to find his car floating in the car-park behind his house.
He said: "The back lanes are totally flooded. A lot of young lads are out in their wellies, pretty much swimming. I got my car out just in time."

A man and his elderly passenger were rescued from a vehicle trapped in floodwater in Howden Lane, York.
A boat crew from North Yorkshire Fire Service attended the scene, at about 5.30pm, and helped both parties from the vehicle.
Neither was injured in the incident.

Reporter on his way home says the Fulford Road closure seems to be having a serious knock-on effect for motorists no other routes. There are large queues on the inner ring road, Kent Street and Cemetery Road.

Eight people have been rescued from three properties by North Yorkshire fire crews in rescue boats in Howe, near Thirsk.
Twenty-five people and two cats were also rescued today by a boat crew from Topcliffe Mill, Thirsk.

A spokeswoman for Naburn Lock caravan park said parts of the park had been affected by the rising water.
She said: “The site is flooded, but the residents have access to a field on higher ground, so the few caravans we have at the moment are high, dry and safe. We moved people well in advance, because

STAFF from Selby District Council are preparing to be on standby tonight, along with North Yorkshire Police, Fire Service, the Environment Agency and North Yorkshire County Council.
The council has supported emergency services throughout the day and had deployed staff to help with sandbags.
A council spokesman said: "We've got everything in place to monitor the situation overnight, to get resources where they're needed should river levels rise to certain levels.
"I'd urge people to stay in touch with what's happening in their local area through local radio or online."

Environment Agency now expect Ouse to peak at about 8am tomorrow. They say the river is now expected to peak at between 4.7m and 4.9 metres above normal for this time of year, which is marginally lower than previously feared.
They confirm this is the highest the Ouse has been since the infamous floods of November 2000.

A spokeswoman for the Ferry Boat Inn, at Thorganby, said the River Derwent had risen due to the bad weather, but they were not concerned.
She said: "It's looking high, but it's not in full flood by any means yet.
"It could get a bit higher in the next few days, but it shouldn't get too bad. We've had a lot of rain. At the moment, it's coming up and has been rising all day. It's got a long way to go yet until it's in full flood."

The road between Newton-on-Ouse and Linton-on-Ouse has partially collapsed, county council officials have confirmed.
They say some people are foolishly trying to drive or cycle through the floodwaters, despite the road being closed, and urge people not to do so.
Officials say they cannot assess the extent of the damage until the water recedes.

The Swordsman Inn, at Stamford Bridge, have previously suffered from flooding, but a spokeswoman said the pub had not been affected this week.
She said: "We haven't been affected at all in the last few days, there's been no flooding and it's quite a nice day. It's a nice change.

Police in Selby were called to help a man to his home, after the Cawood Bridge was closed due to the weather and high water at about 2pm.
A spokeswoman said the bridge had been opened to pedestrians after discussions with the Environment Agency.
The bridge will remain closed to traffic until further notice.

Within the last 45 minutes, Assistant Chief Constable Iain Spittal, of North Yorkshire Police, has said some areas of the region have shown improvement.
He said: "We are seeing an improving picture in parts of Hambleton and Richmondshire, although we still have lots of roads closed and all the agencies are working hard to get the A1 open again.
"However, the indication is that the A1 at Catterick will remain closed throughout the day with diversions in place."
Asst Chief Const Spittal, who was also speaking on behalf of local councils, emergency services and other partner agencies, said the situation in Bridge Street, Tadcaster, would continue to be monitored.
He advised drivers to take "extreme care", and not to drive through roads that are closed, and urged residents and visitors to stay well clear of flowing water.
He said: "We are focusing our efforts on the potential impact in the York and Selby areas, where we have yet to see the peaks on the rivers.
"All partners are working together to get the road networks opened up and to help people to protect their property. We would encourage everyone to check details before they travel and pay attention to available advice and warnings on either roads or flooding."

Selby District Council says street-cleaning services across the district have been suspended in the wake of the flooding which has affected the Tadcaster area so staff can help with tasks such as filling and distributing sandbags.
The authority has set up two refuge centres in Tadcaster, one on either side of the River Wharfe, at Rosemary House Community Centre on Rosemary Court and at Calcaria House Community Centre, on Windmill Rise.
"We are deploying all available resources as a precautionary measure, which means some other services are currently taking a back seat," said a council spokeswoman.
"We'll continue to monitor the situation in partnership with the other organisations involved."

Current river levels are 4.4 m above summer level. Levels are expected to peak in the next 24hrs and decrease steadily. To put this into context. the maximum river levels in the year 2000 floods was 5.4 m, so York is very much open for business and all agencies have sufficient resources in place.

* Service 10 and 20 in Nether Poppleton
* Service 21 in Acaster Malbis
* Service 42 in Naburn
* EYMS services and P&R service 3 may be affected by flooding in Skeldergate.

More for reporter Mike Laycock in Tadcaster: The Bridge Street Dental Surgery was flooded just after a major refurbishment project had been completed.
Nicola Eades, practise manager, said that fortunately, the damage had been restricted to carpets and flooring because the practice had bought a pump last night. She said her husband Robert, principal dentist, and her father Andrew Clark, had come in at 7.15 today and begun pumping out the surgery as water tried to come in from the back.
She said Susan Young and Carole Gill, members of staff, had assisted in the operation to clear as much equipment as possible out of the ground floor.
She said about 60 patients had missed their appointments today because of the flooding, but she hoped it would be possible to reopen the practice tomorrow using the surgery upstairs.

More from reporter Mike Laycock in Tadcaster: Fire Brigade Station Manager James Bowes said fire fighters had been helping to pump out properties and roads on both sides of the river since the early hours.
He said about 20 fire fighters in total were involved in two seperate operations on boths sides of the river as no one - not even emergency personnel - was allowed to walk across the bridge. He said there was no doubt that improvements ot flood defences and the fire fighters activities had reduced the amount of flooding in the town to levels far less than in 2000, the last major flood event in the town.

She said: "Those of you who know Beningbrough – this is the south side of the hall that is a flood plane before the river gets to the city. Thankfully the hall is on higher ground and the flood won’t reach the ha-ha.
"We have staff who have lived on site for around 20 years and who haven’t seen it this high before."
Beningbrough is open as normal however due to flooding access to Beningbrough is via the coach road/exit road and not through Newton on Ouse or via the usual car entrance.

More from reporter Mike Laycock in Tadcaster: Jeff Pacey of the Environment Agency said that the Wharfe was thought to have have "just about peaked".
He said that the flood waters were close to the top of the flood banks and there had been a little over topping in places, but most of the flooding in the town was caused through the drains, two six inch pumps were being brough in by the agency to assist in pumping flood water back in to the river.
He added that the flood defences had prevented a considerably worse flooding event.
He said he did not have any concerns that the flood embankments might collapse.
The river fills all but one archways of the bridge.

Mel Pratt a partner in the business at Calcaria Carpets opposite the flooded bus park in Tadcaster said he arrived at work at 7am to find water coming through the back door. A trickle soon became a torrent and though staff managed to lift some of the stock away from the flood water much has been damaged.
He said: "The flood barrier on our side of the river was supposed to be made higher a few years ago and nothing was done and this is the result.
"The water came in really really fast. We have a fire engine outside at the moment pumping the water out and we are hoping that as the river peaked here at about 7.30am we have seen the worst of it."

More from Mike Laycock in Tadcaster - Gary and Debbie Wilder, licensees at the Bay Horse pub, say they are knee-deep in water. Debbie says the water began coming in at about 8.20pm yesterday, after they received a flood warning in the afternoon.

Sgt Pearson in Tadcaster tells us there is a meeting taking place this morning in Northallerton between police, fire officials, Environment Agency representatives and council staff to discuss the situation across the whole of North Yorkshire. We'll report back on that as soon as we have any more detail.

Flood warning on the River Ouse at Kelfield. River levels are also rising at Cawood in response to rainfall that has fallen in the Dales over the last two days.

Our reporter Mike Laycock has just rung in from Tadcaster, where there are dramatic scenes. The main bridge over the Wharfe is closed and will remain so until at least tomorrow, police say. That means pedestrians have no way of getting from one side of town to the other. (The viaduct is also not usable on foot).
Sergeant Julian Pearson from North Yorks Police says water has been coming through joints of the bridge, leading to concerns for its structural safety, but proper inspections will not be possible until the water levels go back down.
The Wharfe is about an inch from the top of the embankment, but Commercial Street and Bridge Street are flooded, and most businesses near the river are closed.
Sainsbury's has been serving refreshments to those affected.

This just in from Ryedale District Council : Council staff have worked into the night to help local people deal with flooding in the area.
Sandbags have been delivered to properties in Ebberston, Hovingham, Normanby, Nunnington and Sinnington during the night with staff on standby as river levels continue to rise.
“Our staff were busy yesterday afternoon and into the night. The situation has improved overnight and we are continuing to monitor the situation,” said Beckie Bennett, Streetscene
Manager for Ryedale District Council.
“Refuse collections will be carried out as normal throughout the day.”

Huntington Road is under about a foot of water near the old railway bridge, but no properties are currently believed to be flooded.
Jonathan Papaglimis, 27, who lives in a bungalow next to the flooded road said police banged on the door at 2.30am today to warn him that the property was in danger of flooding.
He said: "Half an hour later a couple of lads in a pick-up truck from the council turned up and dropped off some sandbags."
He said he believed the river was still rising but it would need to rise another foot before it entered his home.
Because the property is a bungalow he said he would have to put furniture on bricks.

We've just spoken to City of York Council, who say several bus services across the city are disrupted today. They include numbers 10, 20 and 42.
The council is talking to police at the moment and are likely to make a statement this morning.

In York the Environment Agency is warning that isolated properties on Huntington Road, Haley's Terrace, Yearsley Cres, The Groves, Foss Bank and properties surrounding Wormalds Cut and Foss Navigation could be at risk of flooding.
The Ouse is expected to peak this afternoon at 4.5 metres above normal levels.

In York, about 2,000 properties are on flood alert this morning.
The Environment Agency said stretches of the River Ouse at York and Selby are particularly vulnerable as the huge amount of rain that has fallen over the Yorkshire Dales in the last two days works its way through the system.
In Tadcaster, the bridge over the River Wharfe was closed to traffic last night as engineers made checks and the bridge over the River Ure in the centre of Boroughbridge was also shut. The Tadcaster bridge has also been closed to pedestrians.

- The Helperby-Flawith-Tol
lerton-Shipton road (the B-road that runs parallel to the A19, just to the west) is passable, but only just and probably not for long.
- The Clifton Moor Park and Ride is closed.
- Shipton Road/Clifton/Bootham is carmageddon southbound, thanks probably to displaced traffic from Huntington Road.
- Severe disruption to northbound trains on the ECML, but York-Leeds trains appear to be running more or less normally.

If only we would have had some warning of this possible occurrence through historical records.

Perhaps if York city council considered dredging the Ouse and the Foss as per suggested to them several times, the capacity of both rivers would be higher and therefore less liable to flooding within the city centre, as opposed to ignoring the suggestion completely.
It’s not that hard!
The river Foss used to be navigable up to Strensall, you can walk across almost without getting your feet wet normally under the bridge between Haxby & Strensall, all silted up!
I think James Alexander should resign over this!

its 12 years now since the 'great floods of york' and CyC have done sod all as per-norm, they all should be sacked and a new breed employed may be a troop of barbary apes could do a better job,
does to take alot to work out take soil from clifton inngs and use this to re-build the flood banks and dredge the ouse and foss

Can't even make a post finding a positive in what is a bad situation for many people without some cynic presuming your job or accusing you of brown-nosing.
It was genuine praise and observation on how technology is changing media.
