Snow clearing in York's car parks would ‘drain resources’

GRITTING policies in York's car parks have been defended by the council after people and cars struggled in an ice-bound Castle Car Park in the city centre.

City of York Council said spreading grit in such areas was difficult because of the amount of parked cars and warned focusing on car parks would be a “big drain on resources”.

Councillor Dafydd Williams, cabinet member for Communities and Neighbourhoods said staff and snow warden volunteers had been working “round the clock to keep York open for business”.

He said: “Like every public body our resources are limited and we have made it clear that our priority for using those resources is to keep the main routes for vehicles, cycles and pedestrians clear. This inevitably means that clearing the car parks of snow, while important, is a lower priority than our main routes. We do respond to specific problems in car parks as they occur, but do not grit them as part of the general regime.

“It is worth bearing in mind that clearing the car parks is a more difficult task given that we have to spread grit around parked cars. It would be a big drain on our resources and if we were to make this a priority, it would be at the expense of the main routes in the city.”

gritters work all hours, surely gritting the car park on a night when hardly any cars there would take all of 5 minutes

Shurely the money spent on clearing car parks will be met from the extra income received in parking charges. A car park that cannot be used doesn't earn any income. The Council needs to use a bit of joined up thinking.

It's funny that they can clear the "staff" parking area at the Grimston Bar P&R Car Park but not the rest of it.
If the council want people to use the P&R then these should be the first car parks cleared.

It doesn't help that the Castle Car Park is complete state at the best of time. Huge potholes, illegible marking, narrow bays and narrow lanes making manouevering difficult. I've regulary seen people having to do upteen-point turns just to get out of a pay. It's also incredibly dangerous for pedestrians or anyone just trying to get to their car. Still at least it gives lie to the idea that the Council give priority to tourists- this is one of the main tourist carparks and it's a shocking first impression (not to mention the eye-watering parking charges)

Luckily for us all Dafydd the term 24 hours contains part of the day when the sun goes to bed and the moon comes out. During these periods council run car parks which people with cars pay huge fees to leave them in for short periods of time in spaces which are too small have less cars in them. Council employees with big lorries which distribute grit are also able to function during this brief eight hour window of opportunity and could use it to sprinkle grit liberally around any of Yorks car parks with a bare minimum of cost. On a more serious note you are not allowed to compromise the health and safety of persons using your car parks on cost grounds and the councils insurers may take a dim view on slip claims due to your statement above in my opinion.

I notice all the cycle paths are snow bound, so the cyclists with 'no lights' are waltzing with the traffic on the main roads.

surely the lost income from the inefficient use of the car parks due to the markings being ineligible and people using more space would far out weigh the cost of one clear run round with a writer,i take it the council are aware the car parks are not full 24h a day.

Not at all, I just happen to think the reasons they gave for not gritting the car parks didn't stand up to very much scrutiny. Out of interest just how many miles of roads and streets do you think they would've had to leave un gritted to do the car park roadways in York and are we really that short of grit?

The Council have had plenty of opportunity over the last couple of days to run the gritters round key car parks.

Its snowing again now so they would be right to concentrate their efforts over the next 24 hours keeping key routes open.

......& no there isn't a shortage of salt.

The argument against gritting car parks is usually that vehicle movements are inadequate to force the salt into the ice - which is essential if it is to melt.

This is the third year running with prolonged spells of ice on pavements, roads, car parks etc and still we get the excuses....last time I looked a gritter was cheaper than an orthopaedic surgeon.

And the pavements, with the result that we've got pedestrians walking in the middle of the road in an attempt to avoid multiple fractures.

In the December 2010 snow story thread, I commented that I was taking my car on journeys that I'd normally walk, for the same reason. Not gritting the pavements seems to me crazy: it will encourage people to use cars when they shouldn't need to, and for those who don't have cars but can't walk significant distances very easily, it effectively puts them under house arrest.

Sorry but don't we have enough people on community service to fill the void and it's free.Yes ,I know they may need supervising but we're already paying for that anyway.
