New Clifton Moor skate rink plans unveiled


NEW plans are being hatched for one of the largest skating rink complexes in Europe on the outskirts of York.

A land owner and a property dealer say they are joining forces to create two rinks under one tarpaulin near Creepy Crawlies children’s playground in Wigginton Road, Clifton Moor, generating up to 50 jobs this winter.

Mario Marchi, who owns 50 acres near York’s Outer Ring Road, and estate agent Colin Cain say that if the rinks, which will use super-slippery silicone rather than ice, are successful they want the City of York Council to co-operate with them to make it permanent.

The two men plan to create a large rink called Mamas & Papas on Ice and a smaller one for “Ice Ice Babies” on ten acres used by Mr Marchi’s York Riding School as a showfield, with an extra acre for parking of 350 vehicles, by November 1.

Mr Cain, of Walmgate Property Services, said: “If it goes well this winter then we will call on the co-operation of City of York Council and then invest at least £1 million to create permanent buildings, including a restaurant.”

Mr Marchi said his riding-school land had for years had planning permission allowing him to open an ice rink temporarily for 28 days before making a detailed application.

The two men are prepared to invest up to £200,000 in the venture initially and are negotiating with a UK company, WonderIce, to install the rinks and safety barriers as well as provide the equipment and staff training.

If the vision materialises on November 1 it will mean that skaters in York and beyond will have somewhere to go now that the Ice Factor has been banned from returning to the Eye of York near York Crown Court.

Court officials argued the noise interfered with court business.

An alternative scheme, to move the popular rink to the nearby Castle Car Park, was rejected by City of York Council officials because of the potential loss of car parking revenue, estimated at about £150,000.

Mr Marchi said the popularity of their ice rink was unlikely to suffer because it was on the outskirts of the city near the busy ring-road. He said: “Creepy Crawlies attracts 350,000 visitors per year. We are hoping for between 350,000 and 400,000 visitors to the rink.

“There are already two brand new bus stops erected immediately opposite the site in Wigginton Road and the nearest residence is half a mile away, so no one would be disturbed.”

Andrew Waller, the leader of City of York Council described the plan as “an interesting proposition which has come out of the blue.”

He said: “Of course this plan is feasible and the council will work with people who come forward with proposals like this.

“It doesn’t stop the work I have been doing to persuade the courts to be more reasonable in its approach to Ice Factor, but clearly other people are free to come forward with their own proposals.”


Developers hope rink would become permanent

Should the new temporary ice rink prove successful, the two men would seek the co-operation of City of York planners to make it permanent.

That would mean providing a building rather than marquee to house the 100 ft by 40 ft Mamas & Papas On Ice and the 60 ft by 20 ft Ice Ice Babies rink where “Peter Penguin” ice scooters will be available for up to seven year olds. The plan would include a franchise restaurant serving light meals and perhaps a bar area.

There would be events to encourage disabled children as well as ice hockey competitions to attract schools and ice shows for the family.

Mr Marchi plans to charge an entry fee of £9.95 with concessions for students, disabled people, pensioners and groups.

I may be wrong, but isn't at least one of these chaps already in trouble with the Council for opening, or renting units to, businesses without planning permission, on green belt land, and haven't the Council already served an enforcement notice? If I remember rightly, there is no guarantee that his little business park will still be here in a few years time, especially as there are significant concerns about the vehicular access being too close to the A1237, causing safety concerns.

call me cynical, but it sounds like a "nice" way of getting round the planning restrictions that CofYC believe he has broken.

And as for WILSO71 - wind your neck in - judging by the tone of your comments you have more than an idle interest in this story. Just because someone else has pointed out the facts in respect of one of these men does not mean that you have to hurl a diatribe of abuse, which is probably incorrect in any event.

Couldn't care less, I don't like ice-skating and haven't done since trying it at doncaster dome many moons ago. It should be left to the professionals, and z list celebrities wanting to wear sequins on tv. But that's just my opinion. I also think spiders are evil but I could be wrong..

LOL. I like the fact that Spiders may be evil...that should be a whole new debate mi thinks.

Also, regarding the Ice rink itself...another u-turn by York City Council on the cards I reckon.

We seem to missing the point here, I have crossed paths with Mario and he is a successful business man, regardless of being liked or disliked this is a good idea, all those kids who hang about on a street corners with nothing to do but de-face parks would benefit from this, never mind the new jobs it would create. As for being green belt, just look at the huge house recently erected on the Wetherby Road round-about and the new park and ride sites are in similar green areas. Wont hold my breath but I think this would be fun.

Can't see what the problem is with this. It's a good pragmatic solution to an ongoing issue in York. Fair play to him.
Although I was slightly impressed when I got to the end of the article and read the admission fee will be £9.95 each!! If that's the case, it'll be way overpriced and I can't see it attracting the volume of punters they anticipate.
That's an expensive family ticket, for an activity that rarely lasts more than an hour or two.

End of the day hasn't he come up with an answer to York getting an ice rink with no problem. I agree the price is high but if no one goes cos of the price he's bound to realise it's better to charge something like £2 and he'll have them queuing up.

a few thoughts
a.i bet the Ice Factor happens this year either at the eye of york or another location as its just too good to loose
b.pls can everybody stop referring to the riding school as an ice rink...its not its plastic.Try skating on your kitchen chopping board and save your money as its a similar experience
c.how if the ice factor gets 45,000 people does the riding scholl propose to get 350,000.Just not possible.
d.lets hope the council can kick the court into touch so yorks favourite xmas attraction can carry on

Ice Factor gets 45,000 over the Christmas period and they're hoping to get betwwen 350,000 and 450,000 for an entire year. Doesn't sound so unreasonable after all. Whether it's a good planning idea or even a great business proposition, time will tell soon enough.

Lets not forget this is a SKATING rink, not an ICE rink and IMHO would be a poor substitute for the real ICE rink at the Eye of York if it came down to a choice of one or the other. The fact that the proposed names for the two synthetic rinks are 'Mamas & Papas on Ice' and 'Ice Ice Baby' is just misleading as there is no ice on either rink.

Ok lets get something straight here.
I play ice hockey for Bradford bulldogs, however I live in york.
Firstly, super-slippery silicone – I thought you were building an ice rink.. If your going to build an ice rink (put ice in it please) this silicone stuff is terrible and doesn’t actually allow you to skate.
Ice skating is supposed to be a skill; gliding in a straight line is not a skill. And is in no way fun. The silicone stuff is in no way like ice and the technique used to stands up on it is also in now way like ice skating.
Secondly, £9.95 ?? There is no need for it to cost this much. Sheffield charge £5 for all day skating. Doesn’t that say that an ice rink will and does make money. However Sheffield has ice in it.
Finally, surely a big point of an ice rink is to try and push for ice hockey teams of all ages. If you put this silicone stuff in, you cannot have any teams as it isn’t possible to play on it and not allowed in the leagues.

I hope you rethink your plans before proceeding.
Also I want a marshall job if you put real ice in. 

I am an 11 year old competative figure skater who competes all over the country, having won several competitions. I have recently moved to the area from Lincolnshire and I have to go to Sheffield, Hull and Grimsby to train.
I train for 10-12 hours a week on the ice and would like to be able to do this in York as it takes 1 hr 20 mins to 2hrs for me to get to train depending on where I am going which means I have to get up at between 5 and 6am each day.
Are there any other competative free skaters out there, we need a proper ice rink in york!!!!!!!!!!!
On this synthetic ice can you use boots with toe-picks? if not, it isn't any good to anyone who wants to free skate properly on it as it will not be possible to jump.
Any more figure skaters/ ice dancers out there?
