Cash relief for York council bosses


A GOVERNMENT decision to stop charging local authorities almost £5,000 in legal fees to take a child into care has been welcomed by York’s head of children’s services.

The move comes following a review that found the cost of legal fees had deterred some councils from applying for court orders in child protection cases.

Coun Carol Runciman, executive member for children and young people’s services at City of York Council, said the introduction of a new system of fees two years ago had not deterred them from taking cases to court, but it had put a strain on the authority’s finances.

As reported in The Press earlier this month, City of York Council is facing an expected overspend of £1.5 million this financial year in its budget for children in care.

Coun Runciman said: “We take our responsibility to look after vulnerable children very seriously and it is not something that we are willing to compromise because of the cost.

“Therefore we welcome this move by the Ministry of Justice. It is right that these very serious and complex cases should not be further complicated by the need to worry about budgets.”

Figures previously reported by The Press show the number of York children in care has rocketed by 42 per cent since the tragic death of Baby P.

At the end of March 2007, 157 children were in the care of City of York Council - a figure that shot up to 223 by the end of December 2009.

Coun Runciman said: “The number of children coming into the care of City of York Council is continuing to increase.

“This is partly due to increased awareness following the publicity surrounding the Baby Peter case and also due to young people staying with their foster carers longer as they continue on to college and university.”

In its announcement, the Ministry of Justice said it would scrap legal fees for child care cases in April 2011.

As I've said before, it's right that CYC take children into care and look after them.
It's wrong that they have to do this, what is wrong with society that this happens?

well i would say it has a lot to do with being over cautious after baby p victoria climbie etc but i would not say this is a good thing if it takes more children reluctantly away from their mothers over protectively sorry but this is society today all to eager to jump in there when it isnt really needed when they leave the most vulnerable behind as they too rightly are scared to do anything else they are creating a hate culture because of this i know i am one of them on facebook disgusts me how the social services operate but although i understandf i cannot n should not n neither should anybody else tolerate it useless bstards want prosecuting for the money they waste in courts out of too and the emotional abuse the children n the parents suffer because of their interference, if you are evil and your partner is brutal they will leave you alone otherwise they will bully you and your kids watch this space... i am off over their nasty reptilian heads for all those decent loving mothers that lost their bbys bcoz of their draconian ways god bless you all xxxxxxxxxxxxxxxxxxxx

OH N FORGOT TO SAY HOW THEY GO TO THE EASIEST OF TARGETS IE NOT ONES THAT ARE REALLY A THREAT IT DISGUSTS ME IF I WAS IN SOCIAL SERVICES I WOULD MAKE MY TEAM LOOK AT AND NEVER LET GO OFF THE ONES THAT ARE REALLY DANGEROUS IN ALL WAYS AND LEAVE THE GOOD MUMS TO IT BUT WITH MORE SUPPORT THAN THEY DO AS OF NOW I KNOW THAT THEY SPEND MORE ON TAKING A CHILD OUT OF THEIR MUMMYS ARMS THAN KEEPING THEM HOME IT ALL CLOSED COURTS IT MAKES ME SICK LOOK IT UP

Why did you have to say it twice anyway?
She's right, this whole taking the fees away just gives the baby snatchers even more carte blanche than they had before to take perfectly happy children from perfectly ok homes, that means your children!! There's a lot of money to be made from this practise and Social Services have taregts to meet, well they can really go for it now there are no legal fees getting in the way!
