'Turnkey' solution for Hungate HQ project

NEW developers could be brought in to build City of York Council's controversial headquarters.

Such a 'turnkey' solution would be a U-turn on the current approach, in which the council was looking to build its own offices.

The change would mean multiple developers could bid for the main contracts.

Coun David Scott, leader of the Labour opposition on the council, said having an experienced firm build the offices was the right decision.

But he said: “It also means is that much of the £4.8 million committed to Hungate will be money that will have to be written off and that is a disaster of monumental proportions.”

Architects RMJM, who came up with the original designs for the new HQ, have now drawn up a range of new proposals, but that drew further criticism from Coun Scott.

He said: “Should the council not have established whether it was persisting with Hungate before committing any more residents' money? If the HQ goes to a different site then this will be yet more money wasted.”

He said it was time to abandon Hungate, as it was now a drain on taxpayers' money.

“This project will, and let there be no doubt about it, have cost the city millions more than it ought to have done, whatever budget it comes in at.”

Council leader Andrew Waller said: “It is very easy for Labour to stand on the sidelines sniping, they are not even making the effort to attend the all-party steering group which is receiving updates on the project.

“Council officers have been very busy since the summer assessing the options that are available.

“The majority of the project expenditure is for work that had to be done to the move to a headquarters building irrespective of where it was, and for the purchase of land for which the council has historically not made a loss.”

Was that a "turNkey" solution or a "Turkey Solution"? As their budget leaks away everyday, getting Bernard Meatthews in to build a Turkey farm might be the only solution they can afford.

Bid for a contract to build what exactly? Has a new, acceptable design been agreed and passed by planning? And we're back in Hungate again????

If the Council is not to build on land that it owns (e.g. Hungate) then it will have to invite competitive tenders from developers who can provide a site and then build on it.
The "turn key" phrase simply means that the Council will specify what it needs from the building and the developer will provide it (giving the Council the "keys" to the building at the end of the project). This is now a more finacially attractive way forward given the drop in the value of land hitherto reserved for housing and the spare capacity in the building industry. Thus swapping the Hungate office site for a nearby former housing development site is one option.
The £4.8 million has not been "lost" Most went on land acquisition (the ambulance station site) and freeing part of the site from other uses (Peasholme centre).
The Council now has a very valuable piece of real estate in Hungate, the sale of which will offset the cost of the new HQ wherever it might be built.

Why build all of it new
There is a perfectly good building at Herworth Green waiting for a tenant of buyer at a fraction of the costs tyhe council is considering spending
Its a farce. The council should leave delivery of this sort of thing to experts and concentrate on running the council stuff. Developers cannot run the council and the council have proved they cannot run develpments

Sums up Labour completely, quite happy to sit by and whinge but not prepared to suggest an idea

So if we are abandoning Hungate Mr Scott I assume as you have suggested nothing else you are going to continue renting the currrent inadequate buildings for the next 100 years?

LibDem. The economy is in free-fall and many people will struggle to pay their rent and council tax. So, what right have you guys to plough on with this ill-conceived project?

I've gotten another idea to busy yourselves. Why not meet with the neighbouring authorities with a view to amalgamate some functions that would benefit from economies of scale? Then, we wouldn't need such a large office block.

this lib dem person is really funny. The offered explanation of the "turnkey" jargon forgets to mention that use of the process means that the Council will be paying rent to the developer forevermore the avoidance of which was the justification of the stupid scheme in the first place. Lib Dem is right about one thing though the 4.8 million has not been "lost" its merely been wasted!! As for roberts, you must be joking, it is not the job of the opposition to do a hapless authority/s job for them the fact is the site was never big enough even BEFORE the 4.8 million was spent and your combined smokescreen will not wash, come off it

We, the citizens of York, need to bury this plan. At least until the economy rises. Tell your coucillors to listen to you and not the fr1gging full-timers at St Leonards, unless you want sky-high interest rates.

No, the purpose of moving Council staff into a single building is to reduce annual running costs.
The estimated annual saving is around £500,000.
This efficiency saving is needed even more in the present economic climate.
The Council doesn’t pay rent under the “turn key” option. It owns the building upon completion.

Years ago there was an abattoir down there,close to the Foss, build another in it's place, save on transport costs! the city would make all sorts of loot.....

the option of swopping valuable land at a time when land prices are depressed is also lunacy, You have no Idea what the long term cost of your building is as that depends on the profit the developer makes when the market recoverss. There cannot be any more certain way of making sure the council tax payer does not get value for money, A Lib Dem fool and the tax payers money is soon parted

The purpose of inviting tenders is to establish a (capped) cost. The project could only go ahead if tenders came within the £40M budget. It is investment at this level which guarantees the annual revenue savings
