Council’s Newgate Market income drops by £65k in two years

THE declining appeal of outdoor markets has been blamed for a £65,000 loss in income at City of York Council.

Savings have been found to offset the damage to the council’s budget, but the authority’s markets department is still on course for a deficit of £54,000 this year.

Calls have been made for improvements to Newgate Market to help pull people in, such as better lighting and more “welcome” signs.

In a report to councillors, finance manager Patrick Looker blamed the “significant decline” nationally in the popularity of open markets.

“Members will be aware that over the last two financial years there has been a shortfall in income following reductions in stall take-up of £65k,” he wrote.

The loss continues to be made, he said, “in spite of a range of new initiatives designed to increase trading”.

“This shortfall has been partly offset by miscellaneous income and a restructure of the staffing arrangements for the markets which is to be effective from October 2008.”

Further measures were being considered, he added.

Earlier this year York’s Newgate Market staged an awareness day in a bid to raise its profile.

Self-employed engineer Phil Crowder, of Haxby, was involved in constructing the market and still has a keen interest in its future.

“I think York is in a better position than any other market in the country – right in the centre,” he said. “But it is about how it is presented and accessed and looked upon by residents that counts. If residents feel the market is too traditional and the goods are not what they want, traders have to adapt, as many have.”

However, he said lighting around various access points from Shambles could be better and he called for stalls to be sited in Silver Street to draw people in to the market.

A council spokeswoman said: “Newgate Market is a vital part of York’s city centre retail offer. The council has been working with traders to try to maximise the market’s potential. Work has included developing a Customer Charter designed to explain and protect customers’ rights.

“We are also restructuring the market’s management framework to ensure city centre events co-ordinate fully with, and complement, Newgate Market.

“We will continue to investigate ways of improving Newgate Market over the coming months.”

Gillian Cruddas, Visit York chief executive, said: “York’s market is a vital component of our shopping offer for visitors and is one of the brightest and best daily open air markets in the north of England. It’s a crucial part of what we have to offer for visitors on a shopping break to the city.”

I believe the Market should be moved from its current site back on to Parliament Street. It will be more visible there. Also the Continental markets should be scrapped - can you imagine our traders going over to France to display our goods - we would never be let in!!

I also agree with moving to Parliament St, Newgate is hardly inviting, but it's also about what's being sold, many cheap imports from China, when we could be selling more local produce as the city centre butchers and grocers diminish. Is it management and cost keeping farmers etc away?

There is no benefits to the customer shopping on the market. You getter better fruit veg and meat cheaper at the farmers cart, and most of the other stuff they sell there is £1 stuff, like crap socks and posters of Bruce Lee, which I can get from Clifton Moor, Monks Cross and Macarthur Glen. All places easier to get to with no outrageous parking fees.

Firstly, what are the rules for these stalls, next what are the charges per day or whatever,
When the market was compressed and moved to Newgate, that was a DISASTER, Parliament street was a far better location, as for the quality of goods offered,When customers avoid these stalls, perhaps the message will penetrate?.

The Market should return to Parliament Street and make Newgate a cultural performing area. Darlington Market is a prime example of this.

This is a totally dull market. The stalls sell the same tawdry rubbish as any other place, easily bought in Manchester wholesale warehouses. Whereas continental markets are far more individual, colourful and original. Time to move on. Recreate the original buildings which were knocked down and bring back character to the area.

My heart bleeds for The City of York council but as usual the are thinking only of themselves and not those they are supposed to serve.Since the market was moved from Parliament St to Newgate it began to die,the council know this,they have been told time after time but choose to ignore the plight of the Newgate marketeers who are kept out of the way and in the meantime the prime sites are rented out to overpriced continental marketeers who couldn't care less about York and just want to make quick money.The council keep increasing Newgate rents,presumably the cost of gaffer tape to repair the stall covers is increasng enormously,the stallholders don't seem to get much more for their money. Newgate as a performance area,outdoor cafes-wow! that would be great.Parliament St as the new regular market-wow! that would be great too.

CYC is a money-making venture. It has to be, because in our midst are such a number with their grasping mitt open...and they give them the vote! The unemployed, the unemployable, legions of white-heads, fertile-breeders, and every form of sloth. One side of me feels sorry for the politicians....they have more patience and tolerance than I do.

Parliament Street is a better location and would attract better stalls as it is much more visable,the next most obvious thing must be the cost of stalls ,if it means dropping prices to increase take up that is better then empty stalls.

None....cos the stuff is **** and can be bought cheaper at Asda or Tescos.
